AUGUST 10, 2006
Chairman Kretzmer called the meeting of the El Segundo Planning CALL TO ORDER
Commission to order at 7:00 p.m. in the Council Chamber of the City of
El Segundo City Hall, 350 Main Street, El Segundo, California.
Chairman Kretzmer led the Pledge of Allegiance to the Flag.
PRESENT: FELLHAUER, FRICK, KRETZMER, ROTOLO, WAGNER
ABSENT: NONE
None.
Chairman Kretzmer presented the Consent Calendar.

` Commissioner Wagner asked that Environmental Assessment No. EA- CALL ITEMS
704 and Administrative Use Permit No. 06-03 be pulled from the FROM CONSENT
Consent Calendar, a request for two alcohol licenses for a new CALENDAR
restaurant currently under construction (Alcohol Beverage Control
License Type 47 and 58)
Commissioner Fellhauer moved, seconded by Vice -Chair Frick, to MOTION
approve the July 27, 2006, Minutes as presented. Motion carried, 4-0-
1, with Chairman Kretzmer abstaining.
None.
Chairman Kretzmer presented Agenda Item No. E-2, Environmental
Assessment No. EA-704 and Administrative Use Permit No. 06-03,
a request for two alcohol licenses for a new restaurant currently under
construction (Alcohol Beverage Control License Type 47 and 58).
Applicant: Marmalade, Inc., Marmalade Cafe. Address: 2014 Park
Place (Plaza El Segundo). Property Owner: Rosecrans Partners 3,
LLC.

Planning Technician Schopp presented the staff report and the Permit for two Alcoholic

it is consistent with similar business operations/hours in this area, but
questioned if page 8 in staff report should also include the request for
the Type 58 license.
Staff indicated that yes, the staff report should also reflect the request
for the Type 58 license, but added that the agenda and decision letter
correctly reflect the applicant's request for both the Type 47 and 58
licenses.
Chairman Kretzmer questioned if any similar businesses have been
granted additional operating hours on holidays.
Planning Manager Christensen explained that staff believes one
additional operating hour on a few occasions/holidays is reasonable.
She added that there are similar businesses in the City that are
permitted to sell alcohol until 2:00 a.m., but that the majority stop these
sales at midnight; and mentioned that no other business has made this
request.
Planning Technician Schopp noted for Commissioner Felihauer that
there are three confirmed applications for alcohol sales in this center,
including one other restaurant.
Chairman Kretzmer mentioned that the Commission may want to
consider at some point looking into uniformity of operating hours in these
shopping centers.
Chairman Kretzmer invited the applicant to speak.
Jean Claude Salkoun representing the applicant
Jean Claude Salkoun offered to answer any questions.
Selwyn Yossiowitz, applicant, provided input on his established
restaurant businesses in other cities and stated his intent to operate this
neighborhood restaurant for the long -haul.
There being no further input, Chairman Kretzmer closed the hearing.
The Commission welcomed Marmalade Cafe to the City of El Segundo.

It was the consensus of the Commission to receive and file this MOTION
determination and approve the applicant's request, 5-0.
