JUNE 8, 2006
Chairman Kretzmer called the meeting of the El Segundo Planning CALL TO ORDER
Commission to order at 7:00 p.m. in the Council Chamber of the City of
El Segundo City Hall, 350 Main Street, El Segundo, California.
Chairman Kretzmer led the Pledge of Allegiance to the Flag.
PRESENT: FELLHAUER, FRICK, KRETZMER, ROTOLO, WAGNER
ABSENT: NONE
None.
Chairman Kretzmer presented the Consent Calendar.
Commissioner Rotolo pulled Agenda Item No. E-3 from the Consent
Calendar, EA 709 and AUP 06-6.
Commissioner Wagner moved, seconded by Vice -Chairperson Frick, to
approve the Consent Calendar Items as follows:
• May 25, 2006, Minutes as presented
• EA 706 and AUP 06-4, a request for a Type 20 Alcohol License
for a new retail outlet. Address: 720 South Sepulveda
Boulevard. Applicant: Cost Plus, Inc. Property Owner:

Beverage Control License).
Commissioner Rotolo stated that he'd like to highlight the hours of
operation for the first restaurant applying for a permit on the Plaza El
Segundo site and how that relates to the operating hours of similar
facilities in the Rosecrans district.
Planning Technician Schopp advised that the new restaurant will have
an indoor dining, lounge and bar area; that it will have an outdoor patio;
that the proposed hours of operation would be 11:00 a.m. to 10:00 p.m.
Mondays and Tuesdays; 11:00 a.m. to 11:00 p.m. Wednesdays through
Saturdays; and 10:00 a.m. to 10:00 p.m. on Sundays; advised that the
bar, lounge and patio hours will be the same, with the exception of
Thursday through Saturday when the lounge and bar would be open for
extended hours beyond the dining hours -- to 12:00 a.m. She noted that
the applicant is also proposing to provide entertainment on the site; that
the hours of entertainment would be 10:00 a.m. to 9:00 p.m. on
Sundays; 11:00 a.m. to 9:00 p.m. Mondays through Wednesdays; 11:00
a.m. to 10:00 p.m. on Thursdays; and 11:00 a.m. to 11:00 p.m. Fridays
and Saturdays.
Commissioner Rotolo questioned if these operating hours are similar to
other businesses in the Rosecrans corridor.
Planning Technician Schopp noted her belief that the hours are similar.
Commissioner Rotolo stated that staff report indicates any proposed
change to the hours of operation would be at the discretion of the
Director of Planning and Building Safety; and questioned whether that
proposal should come before this body.
Assistant City Attorney Berger explained that typically, minor alterations
to the conditions of the AUP are done at staff level; and advised that
under the City's code, AUPs are administrative.
Chairman Kretzmer asked Commissioner Rotolo to explain his concern
about the hours of operation.
Commissioner Rotolo questioned if this restaurant were to stay open
until 2:00 a.m., for example, would that affect any other businesses or
increase police activity in this area.

Addressing Chairman Kretzmer's clarification on this administrative
approval, Assistant City Attorney Berger stated that one of the reasons
these Administrative Use Permits are done at staff level is that staff will
have more uniform control of the hours on these day-to-day decisions of

the operating establishments; advised that if the business desires to
expand its hours beyond 11:00 p.m., the business would need to amend
their AUP at staff level; and that staff would determine whether the
request should be granted under the staff approval limits. He stated that
as a general rule, multiple establishments of a comparable nature will
have similar hours of operation in that location, pointing out staff's
expectation this will be the case in this center.
Commissioner Wagner mentioned that when ABC issues these licenses,
those licenses are good for 12 months; and that if there is any change, it
would be 12 months from the issuance of this particular request.
Chairman Kretzmer invited the applicant to address the Planning
Commission.
Peter Truxaw, restaurant owner/applicant
Mr. Truxaw highlighted his excitement in opening this new restaurant in
El Segundo; and advised that he currently has three other locations —
one in Dana Point, Valencia, and one in New Jersey. He mentioned that
the entertainment will only consist of jazz music.
Commissioner Rotolo moved, seconded by Vice -Chairman Frick, to MOTION
approve Environmental Assessment No. 709 and Administrative Use
Permit No. 06-6. Motion carried, 5-0.

Director Jurjis stated that there will be a meeting on June 22"d with a REPORT FROM
proposed amendment to the City's sign provisions and the zoning code DIRECTOR
and noted that staff anticipates holding both meetings in July.

Commissioner Rotolo encouraged the City's residents to obtain a copy PLANNING
of the El Segundo Herald and fill out the Planning Department survey COMMISSIONERS'
requesting public opinion on the height limitation of buildings in the COMMENTS
Downtown Specific Plan and he encouraged all residents to submit their
opinions to the City.
