Chairman Kretzmer called the meeting of the El Segundo Planning CALL TO ORDER
Commission to order at 7:00 p.m. in the Council Chamber of the City of
El Segundo City Hall, 350 Main Street, El Segundo, California.
Chairman Kretzmer led the Pledge of Allegiance to the Flag. PLEDGE TO FLAG
PRESENT: FELLHAUER, FRICK, KRETZMER, ROTOLO, WAGNER ROLL CALL
ABSENT: NONE

COMMUNICATIONS
Chairman Kretzmer presented the Consent Calendar. CONSENT
CALENDAR
Planning Manager Christensen noted that a copy of the floor plans for
Item No. E-2 was distributed to the Commission just this evening.
Commissioner Rotolo pulled Item No. E-2 from the Consent Calendar. CALL ITEMS

Vice -Chairman Frick moved, seconded by Commissioner Fellhauer, to MOTION
approve the April 27, 2006, Minutes as presented. Motion carried, 5-0.
Chairman Kretzmer presented Agenda Item No. E-2, Environmental CONSENT
Assessment No. 682 and Administrative Use Permit No. 05-03. CALENDAR E-2, EA,
Applicant: Mrs. Gooch's Natural Foods Markets, Inc., c/o Lanny 682 and AD NO. 05.
Kusaka. Business Name: Whole Foods Market. Address: 760 South 03

Commissioner Rotolo requested further detail concerning the floor plan for a new market
and space for wine tasting. (Types 21, 41 and
42).

Ms. English stated that she is representing the firm that performed the
space planning for the market; and noted that the wine tasting areas are

protected and enclosed.
Maraaret Tavlor. representina the applicant
Ms. Taylor explained that there is an area for outdoor seating in front of
the market which is not intended for dining or alcohol consumption;
noted that this area is most often used to greet people, sit for a moment
before/after shopping, enjoy a cup of coffee or read the paper; and
stated that it will be protected by physical barriers. She added there is
also an indoor dining area near the tea/bakery area that is also not an
area for alcohol consumption. She identified the three areas within the
market for alcohol sales: the wine tasting area and two small restaurant
areas; noted that the wine tasting room has glass doors for a barrier
during the wine tastings; stated that after the wine tasting is over or not
in use, these doors are opened for offsite sales only; and added that
those areas for alcohol consumption have railings to delineate the area
so that alcohol consumption is not extended into the market area.
There being no further input, Chairman Kretzmer closed the public
hearing.
Vice -Chairman Frick moved, seconded by Commissioner Wagner, to MOTION
receive and file the report. Motion carried, 5-0.
Chairman Kretzmer noted he received a letter and brochures from Mr. WRITTEN
Sylvan, a development associate at Lincoln Property Company; stated COMMUNICATIONS
that the letter is an introduction by Lincoln Property Company and a
Request for Proposal, indicating their interest in a development project
in the City; and added that the letter highlighted this company's
involvement with other projects in the Southern California area. He
advised that he will distribute to the Commission copies of this
correspondence and he thanked Lincoln Property Company for sending
this information.
Chairman Kretzmer presented Agenda Item No. H-3, Environmental PUBLIC HEARINGS,
Assessment No. 686 and Subdivision No. 05-10 (Vesting Tentative Map NEW BUSINESS, EA
No. 64579). Applicant and Property Owners: Tim Hovland and William NO. 686 and SUBD.

Planning Technician Schopp presented staff report (of record).
A subdivision request
In response to Commissioner Rotolo's inquiry regarding the use of the VTM to combine two
alley, parking access and lighting, Planning Technician Schopp lots into one for

Elizabeth Srour, representina the applicant
Ms. Srour thanked staff for a detailed analysis of this project; pointed
out that it is the goal of the City to try to take access from the rear when
there is an alley available, noting the advantage that this frees up on -
street parking; stated this will most likely add a space to the street with
the closure of this curb cut; and advised that there will be improvements
to accommodate the driveway access to the garage. She highlighted
the attractive and open design of the parking and driveway area; stated
that this project is in full compliance with the City's code; and advised
that in some areas, this project exceeds the City's minimum standards,
noting there is more open space and limited density. She added that
the applicant concurs with the conditions of approval.
There being no further input, Chairman Kretzmer closed the public
hearing.
Commissioner Fellhauer asked that the conditions of approval include
an item to limit storage in the garages to accommodate two -car parking
at all times.
It was the consensus of the Commission to include a condition requiring
that the garages for each unit must accommodate the parking of two
vehicles at all times, noting that storage is permitted as long as two
vehicles can be parked inside at all times.
Chairman Kretzmer reopened the public hearing.
Ms. Srour advised that the CC&R's do address the requirement to
maintain two -car parking in the garages at all times and that the
CC&R's preclude using the garages for car repairs, boat storage, trailer
storage; advised that these garages are slightly oversized and that
there should not be a conflict between the two cars that need to be
parked there and some storage; and stated that an extra condition
requiring the use of the garage for its intended two -car parking is
acceptable.
Chairman Kretzmer closed the public hearing.
Vice -Chairman Frick stated that this project fits well in this

neighborhood.
Commissioner Rotolo stated that this will be a nice upgrade for this
neighborhood.
Chairman Kretzmer stated that this project meets the
conditions/requirements for a subdivision.
Commissioner Rotolo moved, seconded by Commissioner Fellhauer, MOTION
to approve the applicant's request, including the additional condition
requiring two -car parking be maintained at all times in the garages; and
moved to adopt Resolution No. 2602. Motion carried 5-0.

meetings in June; and mentioned that the next Agenda will include two DIRECTOR
