2005-10-27 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA OCTOBER 27, 2005 Chairman Funk called the meeting of the El Segundo Planning CALL TO ORDER Commission to order at 7:02 P.M. in the Council Chamber of the City of El Segundo City Hall, 350 Main Street, El Segundo, California. Vice -Chairman Kretzmer led the Pledge of Allegiance to the Flag. PRESENT: FELLHAUER, FRICK, FUNK, KRETZMER, WAGNER ABSENT: NONE None. Chairman Funk presented the Consent Calendar. None. Commissioner Wagner moved, seconded approve the October 13, 2005, Planning presented. Motion passed 5-0. None. by Commissioner Frick, to Commission Minutes as PLEDGE TO FLAG ROLL CALL PUBLIC COMMUNICATIONS CONSENT CALENDAR CALL ITEMS FROM CONSENT CALENDAR MOTION WRITTEN COMMUNICATIONS Chairman Funk presented Agenda Item No. H-2, Environmental PUBLIC HEARINGS, Assessment No. 662 and Conditional Use Permit No. 05-2. Applicant: NEW BUSINESS, Papasito's Cantina. Address: 139-143 Main Street. Property Owner: EA NO. 662, CUP GG & C Partners. NO. 05-02 Assistant Planner Baldenegro presented staff report (of record). Modification of conditions of Chairman Funk opened the public hearing. Commissioner Wagner moved, seconded by Commissioner Frick, to approve Environmental Assessment No. 662 and Conditional Use Permit No. 05-2, adopting Resolution No. 2594. Motion passed 5-0. None. Planning Manager Christensen advised that at this time, there is only one item for the November 10tn meeting; and reminded the Commission that there will not be a Commission meeting on November 24tn Director Jurjis advised that there possibly will be a special joint meeting of the City Council and the Planning Commission regarding the R-1 Zoning Regulations Community meeting; and noted that City Council will consider this matter next Tuesday evening and make a determination on scheduling a joint workshop, adding that an email will be forthcoming to determine the Commission's availability. Liz Garnholtz. resident Ms. Garnholtz questioned if the joint City Council and Planning Commission R-1 Zoning Regulations Community meeting will be open to the public. Staff indicated the meeting will be open to the public. lie Potter. resident Ms. Potter addressed the new development going on at the same time in the City, highlighting the numerous homes in her neighborhood which are undergoing major reconstruction. She suggested that the City consider limiting the number of construction projects that can go on at the same time in a neighborhood. She asked that the City require construction projects to post at the front of the property what is being proposed in the way of new construction. She urged the City to maintain setbacks that allow easy access for emergency services. restaurant. MOTION PUBLIC HEARINGS, CONTINUED BUSINESS REPORT FROM DIRECTOR PUBLIC COMMUNICATIONS 2 El Segundo Planning Commission Minutes, October 27, 2005 Page 2 Chairman Funk encouraged the public to attend the R-1 Zoning Regulations Community meeting so that these types of concerns can be brought to the attention of the City and further addressed. Vice -Chairman Kretzmer echoed Chairman Funk's encouragement for public participation/attendance at the R-1 Zoning Regulations meeting. Planning Manager Christensen stated that there were some technical problems with airing the R-1 Zoning Regulations Community meeting on cable television, and indicated that it should be airing once again this week. Commissioner Frick advised that she is not able to attend the November 10, 2005, Planning Commission meeting. Chairman Funk advised that at the last City Council meeting, she presented the Planning Commission's 2004-2005 annual report regarding the issues addressed by the Commission. She recapped for ; the Commission that same report; and on behalf of the Commission, she thanked and commended staff for their hard work throughout the year. With regard to the R-1 Zoning Regulations Community meeting, Chairman Funk thanked Carl Jacobs for his efforts. Chairman Funk wished everyone a happy and safe Halloween. None. The meeting was adjourned at 7:35 P.M.
