Re: PW 25-05 — Repair of Distressed Walls and Surfaces at Recreation Park
Record Clarification and Corrective Actions Statement
Honorable Mayor and Council Members,
Shiraz Construction respectfully submits this statement for inclusion in the official administrative and City
Council record regarding the Public Works Department's project -specific determination of bidder responsibility
for the above -referenced project.
Shiraz Construction acknowledges and respects the City's authority and discretion to evaluate bidder
responsibility under the Public Contract Code and appreciates the opportunity that was provided to participate
in the responsibility review process.
We wish to clarify, for the record, that the Department's determination was specific to this project and did not
involve findings of fraud, dishonesty, safety violations, labor compliance issues, or debarment. Shiraz
Construction remains committed to full compliance with public works requirements and continuous
improvement in public agency coordination, documentation, and project oversight.
Since the conclusion of the responsibility hearing, Shiraz Construction has implemented and documented the
following corrective measures for future public works projects:
• Formalized on -site supervision structure, including designated superintendent and foreman assignments
• Enhanced daily reporting, submittal tracking, and approval documentation procedures consistent with public
agency practices.
• Clarified reference documentation to clearly distinguish individual public agency projects and scopes of work
• Strengthened internal compliance review prior to submission of public works bids.
Shiraz Construction values the City of El Segundo's feedback and views this process as an opportunity to
strengthen our public works delivery practices. We respectfully request that this statement be included in the
official City Council record to accurately reflect the firm's commitment to improvement and compliance.
