D0 PATCHES Community Outreach • Focus: How to help when you see someone experiencing homelessness • Social Media outreach to general City audience • Email outreach to business community • To start January 2026 L L,`j EG L'N 1)U CITY OF ELSEGUNDO Request to Amend Anti -Camping Municipal Code 7-8-3 ESMC Benefits of the Anti -Camping Ordinance • Provides opportunity to identify individuals experiencing homelessness • Provide outreach, refer to HERO Community Services • Deters individuals from establishing encampments • Multiple arrests for felony crimes initiated by a detention for the ordinance • Continued decrease in crime Limitations of the Anti -Camping Ordinance • Does not include private property open to the public • Requires officers to contact property manager or representative • If property manager wants them removed, a signed Private Person's Arrest form is required 4a: Request to Amend 7-8-3 CAMPING PROHIBITED: No person may occupy a campsite in or upon any sidewalk, street, alley, lane, public right of way, park, bench, or any other publicly -owned property or under any bridge or viaduct, unless (i) otherwise specifically authorized by this Code or (ii) upon City Council resolution, the City Council may exempt a special event from the prohibitions of this section, if the City Council finds such exemption to be in the public interest and consistent with their goals and notices and in accordance with conditions imposed by the City Council. Any conditions imposed will include a condition requiring that the applicant provide evidence of adequate insurance coverage and agree to indemnify the City for any liability, damage or expense incurred by the City as a result of activities of the applicant. Any findings by the City Council shall specify the exact dates and location covered by the exemption. ESMC defines "camping" as any place where bedding, sleeping bag, or other material used for bedding purposes, or any stove or fire is placed for the purpose of maintaining a temporary place to live. Request to Amend Add the following: • No person may occupy a campsite that: • 1. Obstructs or impedes passage, as required by the Americans with Disabilities Act; or • 2. Is within 20 feet of an entrance or exit to any nonresidential building which abuts a public sidewalk and (i) into which the public is invited or (ii) which is open to view from the public street; or • 3. Is on a privately owned parking lot into which the public is invited and permitted.
