The Arts & Culture Advisory Committee, with certain statutory exceptions, can only take action upon
properly posted and listed agenda items. Any writings or documents given to a majority of the Arts &
Culture Advisory Committee, regarding any matter on this agenda, that the City received after issuing
the agenda packet are available for public inspection in the public library at the Help Desk, during
normal business hours. Such documents may be posted on the City's website at www.elsegundo.org
and additional copies will be available at the meeting.
Unless otherwise noted in the agenda, the public can only comment on city -related business that is
within the jurisdiction of the Arts & Culture Advisory Committee and/or items listed on the agenda
during the Public Communications portion of the Meeting. The time limit for comments is five (5)
minutes per person. Before speaking to the Arts & Culture Advisory Committee, please state: your
name, residence, and organization/group you represent, if desired. Please respect the time limits.
REASONABLE ACCOMMODATIONS: In compliance with the Americans with Disabilities Act
and Government Code Section 54953(g), the City Council has adopted a reasonable

Land Acknowledgment: We acknowledge that we are holding this meeting on the traditional, ancestral, and

Tovaangar (Los Angeles basin, So. Channel Islands). We also acknowledge that Los Angeles County is home

PUBLIC COMMUNICATION — (Related to City Business Only — 5-minute limit per
person, 30-minute limit total) Individuals who have received value of $50 or more to
communicate to the Arts & Culture Advisory Committee on behalf of another, and
employees speaking on behalf of their employer, must so identify themselves prior to
addressing the Arts & Culture Advisory Committee. Failure to do so shall be a
misdemeanor and punishable by a fine of $250. While all comments are welcome, the
Brown Act does not allow action on any item not on the agenda.

Recreation, Parks, and Library Director Aly Mancini presented the
Amendment of Kweku John's Contract. MOTION by Member Bart,
SECONDED by Chairperson Pickhaver, approving the Amendment of Kweku
John's contract, MOTION PASSED. 7/0
C. UNFINISHED BUSINESS
3. Staffing Update and Job Description Review (Item moved after C4)
Director Aly Mancini reviewed the staffing update and job description review.
Committee members asked questions regarding salary and wording of job
description. Director Mancini provided additional information.
4. Gundo Pride Funding Request (Item moved after C7)

Sean O'Brien presented the Gundo Pride Funding Request. Committee
members asked questions regarding expenses, entertainment, sponsorships,
advertising plans, and the event's nonprofit status. O'Brien and Director
Mancini provided additional information.
MOTION by Member Schepps, SECONDED by Vice Chairperson Palmer,
approving the Gundo Pride Funding Request, MOTION PASSED. 8/0
5. Art Walk
Item was unable to be discussed due to lack of time.
6. DEI/ACC Joint Meeting Discussion & May 2025 ACC Meeting (Item moved
before C3)
Chairperson Pickhaver lead the DEI/ACC Joint Meeting discussion. He stated
the meeting will be held during the ACC Committee meeting taking place in
May.
7. El Segundo Music Festival
Member Schepps provided an update on the El Segundo Music Festival. He
expressed his preference for hosting the event at a dedicated indoor or
outdoor venue rather than following the same layout as the Art Walk.
Chairperson Pickhaver suggested opting for an outdoor setting to better
capture the atmosphere of a traditional festival. Committee members had
questions regarding venue options, parking logistics, and potential business
involvement. Member Schepps provided additional information.
C. REPORTS — BUDGET & INITIATIVE COMMITTEE
None
D. REPORTS - SUBCOMMITTEES
Director Mancini provided a report on behalf of Member Haffley who is on the
RFP Subcommittee for the Plunge project. The subcommittee reviewed fourteen
applications and have since narrowed down the pool of applicants. Candidate
interviews are scheduled to take place soon.
E. REPORTS — RECREATIONS, PARKS, AND LIBRARY DIRECTOR

F. REPORTS - COMMITTEE MEMBERS
Member Bart inquired about the status of the Juneteenth event.
Member Schepps thanked Director Mancini for her support.
