Any writings or documents given to a majority of the Environmental Committee, regarding any matter on this agenda, that the City received after issuing the agenda packet are available for public inspection in the Reception area of City Hall during normal business hours. Such documents may be posted on the City's website at www.elsegundo.org and additional copies will be available at the meeting. Unless otherwise noted in the agenda, the public can only comment on city -related business that is within the jurisdiction of the Environmental Committee and/or items listed on the agenda during the Public Communications portion of the Meeting. The time limit for comments is five (5) minutes per person. Before speaking to the Environmental Committee, please state: your name, residence, and organization/group you represent, if desired. Please respect the time limits. ADJOURNMENT POSTED: 9-30-2025 DATE: 10-3-2025 TIME: 12:00 PM BY: Daniel Pankau 3 G� T Y O� sI,GA3 ENVIRONMENTAL COMMITTEE MEETING MINUTES September 5, 2025, 12:00 p.m. CALL TO ORDER: The meeting was called to order at 12:00 pm, held in the Executive Conference Room of City Hall in person. 2. ROLL CALL: The following Committee Members were present: • Tracey Miller-Zarneke, Chair • Kevin Butler, Vice Chair • Sudip Giri, Member • Chia -Ming Ro, ESUSD • Shannon O'Toole, Member Leslie Edwards and Dennis Falk, Members, were not present. The following City staff were present: • Daniel Pankau, Environmental Programs Manager • Elias Sassoon, Public Works Director Ryan Baldino, Councilmember, was not present. 3. PUBLIC COMMUNICATION: Philip Friess spoke on his involvement as a LA City sub -consultant working on Hyperion facility improvements. He is going through steps to be hired on with the City of LA. Needs to be released from stalled El Segundo contract. 4. CONSENT AGENDA: Approval of Minutes from August 8, 2025. Member Ro made a motion for approval, seconded by Chair, Miller-Zarneke, approved unanimously. 5. REPORTS: Sub -Committee Updates a. Blue Butterfly Conservancy: Member Butler let the group know that they will have four new interns working on various projects and that they are moving forward with El Segundo Blue Butterfly signage. Members Giri and Ro spoke about the potential of digital signage similar to the Blue Butterfly information located within the terminal area of LAX. b. Eco-Friendly Public Events: Member O'Toole created and presented a flyer on 5 steps and tips for environmental conscious events. This could potentially be distributed with event applications. Member Giri and Ro suggested that the flyer could be simplified for easy quick reading and messaging. Staff Pankau suggested that the colors stay consistent with SB1383 requirements. Committee will continue to revise document and staff will figure out how to move it forward within the City staff for proper branding and approvals for use. c. Member Term Calendar: Chair Miller-Zarneke stated that herself along with member O'Toole and Falk terms are expiring in October. Member Giri stated that he will do some community outreach for potential new committee members. Discussion is ongoing for October meeting. 6. REPORTS -PUBLIC WORKS a. Hyperion Update: Environmental Programs Manager Daniel Pankau gave updates regarding the Hyperion facility. Since August 19th, 2025, SCAQMD received approximately 81 odor complaints. The facility was issued four Notices of Violation on August 19, August 26, August 31, and September 1st b. City Sustainability Efforts: Environmental Programs Manager Daniel Pankau gave an update on CalRecycle site visit that took place on August 12t". Sites visited included the City Yard, City Hall and Ralphs Market with representatives from El Segundo, CalRecycle, EDCO and CAA in attendance. The site visit was a success with positive remarks from CalRecycle representatives. 7. ADJOURNMENT: Adjourned at 1:02 p.m. Daniel Pankau, Environmental Programs Manager
