The Environmental Committee, with certain statutory exceptions, can only take action
upon properly posted and listed agenda items. Any writings or documents given to a
majority of the Environmental Committee, regarding any matter on this agenda, that the
City received after issuing the agenda packet are available for public inspection in the
Reception area of City Hall during normal business hours. Such documents may be
posted on the City's website at www.elsegundo.org and additional copies will be available
at the meeting.
Unless otherwise noted in the agenda, the public can only comment on city -related
business that is within the jurisdiction of the Environmental Committee and/or items listed
on the agenda during the Public Communications portion of the Meeting. The time limit
for comments is five (5) minutes per person. Before speaking to the Environmental
Committee, please state: your name, residence, and organization/group you represent, if
desired. Please respect the time limits.
REASONABLE ACCOMMODATIONS: In compliance with the Americans with
Disabilities Act and Government Code Section 54953(g), the City Council has
adopted a reasonable accommodation policy to swiftly resolve accommodation

CALL TO ORDER / ROLL CALL
PUBLIC COMMUNICATION
(Related to City Business Only — 5-minute limit per person, 30-minute limit
total) Individuals who have received value of $50 or more to communicate to the
Environmental Committee on behalf of another, and employees speaking on behalf
of their employer, must so identify themselves prior to addressing Environmental
Committee. Failure to do so shall be a misdemeanor and punishable by a fine of
$250. While all comments are welcome, the Brown Act does not allow action on
any item not on the agenda.

MEETING MINUTES
Friday, June 6, 2025, 12:00 p.m.
CALL TO ORDER:
The meeting was called to order at 12:00 pm, held in the Executive
Conference Room of City Hall in person.
2. ROLL CALL:
The following Committee Members were present:
• Tracey Miller-Zarneke, Chair
• Kevin Butler, Vice Chair
• Shannon O'Toole, Member
• Sudip Giri, Member
• Chia -Ming Ro, ESUSD
Leslie Edwards and Dennis Falk, Members, were not present.
The following City staff were present:
• Daniel Pankau, Environmental Programs Manager
• Elias K. Sassoon, Public Works Director
Ryan Baldino, Councilmember, was not present.
3. PUBLIC COMMUNICATION:
Barbara Boland, El Segundo Blue Butterfly Conservancy, shared that is
working up on setting up tour guides for the 2025 El Segundo Blue
Butterfly viewing season. These viewings will take place in July and will
most likely meet at the Dockweiler Youth Center parking area.
4. CONSENT AGENDA:
Approval of Minutes from May 2, 2025. Vice Chair Butler made a motion
for approval, seconded by Member Ro, approved unanimously.
5. REPORTS -ENVIRONMENTAL COMMITTEE: Sub -Committee Updates
a. Blue Butterfly Conservancy: Vice Chair Butler and Community Member /
Blue Butterfly Conservancy Founder Barbara Boland reiterated the public
communication comments regarding upcoming Blue Butterfly viewing
opportunities, along with the need for another round of maintenance at the
Hillside location. Vice Chair Butler spoke about the County Heat Action Plan and
how there might be potential funding opportunities for native tree planting within
the city.
b. Eco-Friendly Public Events: Member O'Toole gave additional updates on
how the cost reduction incentives could work for things such as no single use
plastics or assigning a "green host" for events. The question was raised how to
verify that the event did indeed achieve compliance. Member Giri suggested
having a representative of the event come to the Environmental Committee
meetings, Member Ro suggested having photo verification. City staff will
investigate permit costs for additional discussion during the next meeting.
c. Summer Meeting Calendar: Chair Miller-Zarneke stated that often times the
July committee meetings are canceled with the holiday and folks being out of
town. The group decided to cancel the July 2025 meeting and hold the August
meeting on Friday, August 81"
6. REPORTS -PUBLIC WORKS
a. Hyperion Update: Environmental Programs Manager Daniel Pankau gave
updates regarding the Hyperion facility. Over the past two weeks, SCAQMD
received approximately 16 odor complaints. The facility was not issued any
Notices of Violation during this period. The May edition of the Pipeline
Newsletter was released. This edition highlighted what happens when you
report an odor concern to the Hyperion Hotline. It also advertised upcoming
facility tours on June 18th and July 12th.
b. City Sustainability Efforts: Environmental Programs Manager Daniel Pankau
gave an update regarding the upcoming scheduled CalRecycle city site visit.
This is an annual jurisdictional event attended by the local CalRecycle
representatives. The group will be meeting the morning of August 12t" at the
City Maintenance Facility followed by a visit to City Hall.
