The Arts & Culture Advisory Committee, with certain statutory exceptions, can only take action upon
properly posted and listed agenda items. Any writings or documents given to a majority of the Arts &
Culture Advisory Committee, regarding any matter on this agenda, that the City received after
issuing the agenda packet are available for public inspection in the public library at the Help Desk,
during normal business hours. Such documents may be posted on the City's website at
www.elsegundo.org and additional copies will be available at the meeting.
Unless otherwise noted in the agenda, the public can only comment on city -related business that is
within the jurisdiction of the Arts & Culture Advisory Committee and/or items listed on the agenda
during the Public Communications portion of the Meeting. The time limit for comments is five (5)
minutes per person. Before speaking to the Arts & Culture Advisory Committee, please state: your
name, residence, and organization/group you represent, if desired. Please respect the time limits.

Land Acknowledgment: We acknowledge that we are holding this meeting on the traditional, ancestral, and
unceded territory of the Tongva. We recognize the Tongva people as the traditional land caretakers of
Tovaangar (Los Angeles basin, So. Channel Islands). We also acknowledge that Los Angeles County is home
to the largest Indigenous population in the United States.

PUBLIC COMMUNICATION — (Related to City Business Only — 5-minute limit per
person, 30-minute limit total) Individuals who have received value of $50 or more to
communicate to the Arts & Culture Advisory Committee on behalf of another, and
employees speaking on behalf of their employer, must so identify themselves prior to
addressing the Arts & Culture Advisory Committee. Failure to do so shall be a
misdemeanor and punishable by a fine of $250. While all comments are welcome, the
Brown Act does not allow action on any item not on the agenda.

pm.

Leslie Evans provided public comment regarding upcoming performances from
the El Segundo Concert Band and available practice space.
Members of the committee and staff provided additional comments.
CONSENT CALENDAR:
1. MOTION by Member Palmer, SECONDED by Vice Chairperson Burrel,
approving Regular Committee meeting minutes of September 23, 2024,
MOTION PASSED. 5/0
NEW BUSINESS
2. Strategize for the Festival of Holidays Event.
Cultural Arts Coordinator Randy Niessen provided an update on the
performers for the event.
Members of the committee asked questions regarding community inclusions
for the event and the date of the event. Staff provided additional information.
3. Finalize Dates for Strategic Plan Seminars.
Cultural Arts Coordinator Randy Niessen provided a report and open
discussion for the Strategic Plan seminar dates to the committee.
The committee directed staff to create a poll via email to determine availability
for the seminar.

Members of the committee asked questions as it relates to public meetings
and quorum regulations, locations for the seminar. Staff provided additional
information.
C. UNFINISHED BUSINESS
4. Programming Updates
Cultural Arts Coordinator Randy Niessen discussed the cultural arts excursion
to the Academy Museum of Motion Pictures, upcoming library exhibitions,
potential El Segundo film festivals, and the poet laureate selection.
Committee members asked questions regarding promoting the poet laureate
to the community, the Da Vinci school exhibit promotion. Staff provided
additional information.
5. Cultural Development Program Updates
Cultural Arts Coordinator Randy Niessen discussed the twelve developments
currently required to contribute 1 % to the fund, upcoming City Council staff
report being presented to the City Council in November, the ACC Program
website and social media accounts, and best -practices with neighboring cities
Cultural Arts Programs.
Committee members asked questions regarding the grand total estimate for
the fund, mayor comments in previous City Council meetings, city procedures
for ordinance changes, and feedback to be included in the staff report to be
presented to the City Council. Staff provided additional information.
6. Cultural Arts Plan Updates
Cultural Arts Coordinator Randy Niessen discussed the residential survey
regarding public art, drafting the Cultural Arts plan to be presented to the
committee at the December special meeting.
Committee members asked questions regarding survey qualifications,
newsletter subscribers. Staff provided additional feedback.
7. Public Art Updates
Cultural Arts Coordinator Randy Niessen discussed Plunge RFQ to be
presented to City Council for approval.
Committee members asked questions regarding project locations and
procedures in selecting an artist from the RFQ. Staff provided additional
information.

Cultural Arts Coordinator Randy Niessen discussed the interview dates for
the applicants.
Committee members discussed the city's procedure for the CCB vacancy
selection process.

Member Mitchell asked questions regarding the summer concert series. Staff
provided additional information.
Member Schepps spoke in favor of the Cultural Arts Plan.
Chairperson Pickhaver discussed the upcoming See Change meeting in October.

H. RECREATION, PARKS, AND LIBRARY DIRECTOR
Cultural Arts Coordinator Randy Niessen spoke on behalf of the Rec., Park and
Library Director, Aly Mancini's behalf regarding Chairperson Pickhaver's
candidacy for City Council and requested discussion be had in determining steps
in the event Chairperson Pickhaver was elected to City Council.
