The Diversity, Equity, and Inclusion, (DEI) Committee with certain statutory exceptions,
can only take action upon properly posted and listed agenda items. Any writings or
documents given to a majority of DEI Committee members regarding any matter on this
agenda that the City received after issuing the agenda packet are available for public
inspection in the City Clerk's Office during normal business hours. Such documents may
also be posted on the City's website at www.elsegundo.org and additional copies will be
available at the DEI Committee meetings. Unless otherwise noted in the agenda, the
public can only comment on city -related business that is within the jurisdiction of the DEI
Committee and/or items listed on the agenda during the Public Communications portions
of the Meeting. Additionally, members of the public can comment on any Public Hearing
item on the agenda during the Public Hearing portion of such item. The time limit for
comments is five (5) minutes per person. Before speaking to the DEI Committee, please
state: your name, residence, and organization/group you represent, if desired. Please
respect the time limits.

Saul Rodriguez, Chief of Police, introduced himself to the committee.
E. APPROVAL OF MEETING MINUTES
1. MOTION by Member McFadden, SECONDED by Member Vice Chairperson
Atmore, approving with administrative corrections the Regular Committee
meeting minutes of June 12, 2024. MOTION PASSED. 8/0
F. COUNCIL MEMBR LIASON COMMENTS
Councilmember Giroux addressed comments received during the public
communications period from the public and committee members.
G. UNFINISHED BUSINESS
1. DEI Membership
Aly Mancini, Recreation, Park, and Library Director discussed the current
vacancies and recruitment process for upcoming vacancies.
2. JUNE EVENT DEBRIEF - JUNETEENTH
Chairperson Villena spoke to the success of the event.

4. UNITED AGAINST HATE WEEK
The Committee discussed various events related to United Against Hate Week
including a candlelight vigil and a peace pole. Staff and Committee chair to
facilitate marketing strategy meeting at a later date.
H. REPORT OF SUBCOMMITTEES
Vicechair Atmore will be requesting DEI specific data with fire and police chiefs.
City Engagement Team to schedule a meeting for community award discussions.
Community Relations Team to continue work on United Against Hate Week.

Member Janicek spoke to the importance of the Committee and encourages
members to reapply.
Member Green thanked the public for their comments and spoke in favor of their
comments.
Member Hill reiterated his comments from earlier in the meeting.
Member McFadden commented on intent of the DEI.
Member Hill responded in support of the DEI.
Discussion was had between members Hill and O'Brien
Vice Chairperson Atmore provided comments regarding the discussion and the
makeup of the DEI.
Chairperson Villena reiterated positive comments about the scope of the DEI and
encourages education about the DEI.
Member Janicek reiterated the importance of the intent of the DEI.
