The Diversity, Equity, and Inclusion Committee, with certain statutory exceptions, can only take action
upon properly posted and listed agenda items. Unless otherwise noted in the agenda, the public can only
comment on City -related business that is within the subject matter jurisdiction of the Diversity, Equity,
and Inclusion Committee.
Members of the public may also provide comments electronically by sending an email to the following
address, with a limit of 150 words and accepted up until 30 minutes prior to the meeting:

the volume of communications, the emails will be read to the Committee during public communications.
NOTE: Emails and documents submitted will be considered public documents and are subject to disclosure
under the Public Records Act. and possibly posted to the City's website.

At this time, members of the public may speak to any item on the agenda. Before speaking, you are
requested, but not required, to state your name and address for the
record. If you represent an organization or a third party, please so state, and if you have received value of
$50 or more to communicate to the DEI Committee on behalf of another, or if you are an employee
speaking on behalf of your employer, you must so identify yourself prior to addressing the DEI
Committee pursuant to ESMC 1-8-4. Failure to do so shall be a misdemeanor and punishable by a fine of
$250. While all comments are welcome, the Brown Act does not allow the DEI Committee to take action
on any item not on the agenda.

October 11, 2023, 6:00 p.m.

A. CALL TO ORDER — The meeting was called to order at 6:00 pm.
B. ROLL CALL
Committee Members Present: Lewis Hill, Avery Smith, Valerie Green, Genesis Jackson,
Christibelle Villena
City Staff Present:
Joaquin Vazquez, Deputy City Attorney
Aly Mancini, Recreation, Parks & Library
Director
C. PUBLIC COMMUNICATIONS
No public comment.
D. APPROVAL OF MEETING MINUTES
Motioned to approve the July 12, 2023 meeting minutes at the October meeting was made
by Member McFadden and Seconded by Member Jackson.
Motion Carried 5-0.
E. UNFINISHED BUSINESS
1. DEI Workplan 2023-2024
Chairperson Villena reviewed the November 2023- October 2024 workplan. The
committee agreed on all presented items and will present their workplan to the City
Council. Director Mancini also provided an update on Halloween Frolic and Joy
Around the World and requested volunteers to assist with the Frolic Dia del los
Muertos booth.
Motioned by member Hill and Seconded by member Jackson. Carried 5-0
F. NEW BUSINESS
1. DEI Special Meetings in November and December 2023
No Special Meetings are required.
1. DEI Vacancies
Deputy City Attorney Vazquez informed the committee that the 2 acting members
who are set to term out at the end of October may remain as acting members of the
committee until new members have been appointed. He also suggested that two of
the current vacancies be filled by representatives from the El Segundo Unified
School District or Wiseburn School District as was approved by the City Council.
G. COMMITTEE MEMBER COMMUNICATION — Limited to 5 minutes per member
Lewis Hill spoke highly of the police academy and its training practices.
Avery Smith informed the committee that he will not be reapplying for a role on the DEI
committee and that this meeting will be his last. The committee thanked him for his time and
leadership.
Valerie Green is looking forward to informing her consulting clients of the actions and goals
the DEI committee is planning to achieve.
Genesis Jackson informed the committee that she will need a month to know if she will
reapply for her role on the DEI committee. She is planning on being an active member until
her vacancy is filled.
Christibelle Villena is looking forward to presenting the DEI workplan to City Council. She
also congratulated Genesis on her life updates. She also thanked member Smith for his
dedication to the DEI committee since its inception.
H. COUNCIL MEMBER LIAISON COMMENTS — None

Meeting was adjourned by Chairperson Villena at 7:30 p.m. with the next meeting scheduled
for November 8, 2023.
