Any writings or documents given to a majority of the Diversity, Equity, and Inclusion Committee, regarding any matter on this agenda, that the City received after issuing the agenda packet are available for public inspection at the Checkout Building in Recreation Park, during normal business hours. Such documents may be posted on the City's website at http://www.elseaundo.ora// and additional copies will be available at the meeting. Unless otherwise noted in the agenda, the public can only comment on city -related business that is within the jurisdiction of the Diversity, Equity, and Inclusion Committee and/or items listed on the agenda during the Public Communications portion of the Meeting. CONSENT CALENDAR: 1. MOTION by Member Mitrovich, SECONDED by Member Atmore, approving Regular Committee meeting minutes of March 12, 2025, MOTION PASSED. 5/0 B. SPECIAL PRESENTATION 2. Housing Presentation Principal Planner Paul Samaras presented the Housing Presentation. Members of the Committee asked questions regarding the housing element addressing evictions, the definition of regional housing needs, low-income housing, trees, and parking. ACC Joint Meeting Date Members of the Committee discussed the upcoming Arts & Culture Committee Joint Meeting date. They proposed for the meeting to take place May 21st or 281" The final proposed date is to be determined. 4. Membership Recruitment Plan Chairperson Villena announced that membership recruitment is now open with no close date set as of yet. Members of the Committee proposed for interviews to be conducted mid -May. EL SEGUNDO RECREATION AND PARKS (DEI) COMMITTEE MINUTES APRIL 2, 2025 PAGE 1 5. Juneteenth and GUNDO Pride Discussion Chairperson Villena addressed Black in Mayberry's decision to withdraw from the Juneteenth event. Members of the Committee discussed how to proceed without their participation and suggested either participating and supporting the event as residents or partnering with another city or local event. Chairperson Villena spoke regarding GUNDO Pride and DEI's involvement in the event. Members of the Committee proposed to advertise the event through High School clubs and notifying businesses throughout El Segundo. 6. DEI Presence at Hometown Fair Chairperson Villena addressed DEI presence at the Hometown Fair happening on May 3rd. Members of the Committee discussed promoting future events and the recruitment of DEI members at this event. 0Ia TA1.11Lyl0laM,I 7. Land Use Element Update Technical Advisory Committee (Item moved before 82) Director of Community Development Michael Allen spoke about the Land Use Element Update and appointment of the Technical Advisory Committee. Member Mitrovich asked questions relating to expectations of DEI appointed members in this committee. Director Allen provided further details. MOTION by Member Atmore, SECONDED by Member Green, approving Member Mitrovich as Primary and Vice Chairperson O'Brien and Member Janicek as Alternates for the Technical Advisory Committee, MOTION PASSED. 6/0 8. Subcommittee Reports Member Green announced that the SoCal Coalition Against Hate will hold their United Against Hate Week from October 191" to 251". She also shared that the Committee was recognized on the Coalition's website for their ongoing leadership. Additionally, she mentioned there will be a meeting at the end of April to discuss expanding the definition of diversity and possibly hosting an event that focuses on the intersection of education and business. Member Green also highlighted a study showing a 45% increase in hate crimes over the past year. Member O'Brien mentioned that the subcommittee meeting has not yet taken place and expressed a desire to meet with Chairperson Villena to discuss ideas and establish timelines for the meeting. Member Atmore shared that the proclamation for AAPI Month is ready to be issued and she is currently working on the reading list and materials for the library. She also mentioned that she will be meeting with the El Segundo Police EL SEGUNDO RECREATION AND PARKS (DEI) COMMITTEE MINUTES APRIL 2, 2025 PAGE 2 Chief and looks forward to strengthening the relationship between the Police Department and the DEI Committee. E. REPORTS — RECREATION, PARKS, AND LIBRARY DIRECTOR None F. REPORTS — COMMITTEE MEMBERS Vice Chairperson O'Brien shared that someone had posted on social media questioning why the city continues to invest in a DEI board. He emphasized that there is still work to be done to educate the public. He also expressed his satisfaction with how well the ACC presentation went with the City Council. Chairperson Villena expressed pride in the fact that the city has remained committed to DEI initiatives.
