Any writings or documents given to a majority of City Council regarding any matter on this agenda that the City received after issuing the agenda packet are available for public inspection in the City Clerk's Office during normal business hours. Unless otherwise noted in the agenda, the public can only comment on City -related business that is within the jurisdiction of the City Council and/or items listed on the agenda during the Public Communications portions of the Meeting. Failure to do so shall be a misdemeanor and punishable by a fine of $250. While all comments are welcome, the Brown Act does not allow Council to take action on any item not on the agenda. Take public testimony; and 3. Discuss and provide direction on the preliminary guiding principles for El Segundo I Vision 2050. FISCAL IMPACT: None. BACKGROUND: El Segundo I Vision 2050 is the City's effort to update the General Plan Land Use Element. The General Plan is El Segundo's long-term blueprint for how the city grows and evolves, covering topics like housing, transportation, safety, parks, and more. While the full plan includes a wide range of topics, this effort focuses on the Land Use Element — which identifies how land can be used and distributes those uses. This update will help shape the look, feel, and function of El Segundo over the next 20-25 years. The project kicked off in March 2025 with the initiation of the community engagement effort and existing conditions research. From May 15-30, 2025, the Project Team completed interviews with City Council and Executive Team members as part of the El Segundo I Vision 2050 public outreach efforts. The Project Team gained valuable insights from City leadership. Page 4 of 6 El Segundo I Vision 2050 General Plan Land Use Element Update October 21, 2025 Page 2 of 3 On July 2, 2025, the General Plan Technical Advisory Committee (TAC) held its first meeting with the staff and consultant team. This meeting served as an introduction for the TAC to the project. The Project Team reviewed the purpose of the Land Use Element update, the community engagement plan, and reviewed the overall project schedule. In August 2025, the City hosted the first community workshop and the team hosted three focus groups with community stakeholders. During the workshop and focus groups, staff briefly presented research on existing conditions and solicited input about the vision, goals and objectives for El Segundo I Vision 2050. On October 2, 2025, the second TAC meeting was held to report on and review the summary results of the aforementioned outreach and community engagement as well as the existing conditions report, vision, guiding principles, and geographic focus areas of the land use update. On October 9, 2025, the Planning Commission held a public study session to provide input on El Segundo I Vision 2050, focusing on the vision, guiding principles, and geographic focus areas of the land use update. DISCUSSION: This study session will present its existing conditions research and solicit the City Council's input on the vision, goals and objectives, guiding principles, and geographic focus areas for El Segundo I Vision 2050 moving forward. CITY STRATEGIC PLAN COMPLIANCE: Goal 1: Develop and Maintain Quality Infrastructure and Technology Strategy C: Maintain an innovative General Plan to ensure responsible growth while preserving El Segundo's quality of life and small-town character.
