Alea Fine Art, LLC - Agr. #7390Agreement No. 7390 Agreement No. AGREEMENT FOR THE URHO SAARI SWIM STADIUM ("THE PLUNGE") ART INSTALLATION PROJECT BETWEEN THE CITY OF EL SEGUNDO AND Alea Fine Art, LLC THIS AGREEMENT ("Agreement") is made and entered into this 10th day of September, 2025, ("Effective Date") by and between the CITY OF EL SEGUNDO, a general law city and municipal corporation ("CITY") and Alea Fine Art, LLC ("ARTIST"), collectively referred to as the "Parties." RECITALS WHEREAS, On December 3, 2024, the City Council approved The Plunge Public Art Budget Approval, which approved the use of $125,000 from the Cultural Development Fund for the installation of a public art piece at the historic Urho Saari Swim Stadium, commonly known as "The Plunge" ("Project Site"); and WHEREAS, the CITY's Cultural Development Program solicited applications from qualified artists for the creation of a mosaic mural as part of the ongoing renovation of The Plunge; and WHEREAS, three artists from the qualification pool were selected to advance to proposals for consideration of The Urho Saari Swim Stadium Public Art Installation Project ("Project"); and WHEREAS, proposals were evaluated based on the following criteria: (a) concept narrative, (b) visual aesthetic and quality of proposal, (c) demonstration of relevance to project goals and appropriate to site, and (d) feasibility to be created within the project timeline and budget; and WHEREAS, on June 24, 2025, the Arts and Culture Committee selected ARTIST's proposal to recommend to the City Council for designing, fabricating, and installing a mosaic tile mural that reflects both the history of The Plunge and its continued role as a vibrant hub for community and athletic life in El Segundo; and WHEREAS, on August 19, 2025, the City Council approved the Arts and Culture Committee's recommendation to select ARTIST's proposal and authorized the City City of El Segundo Plunge Mosaic Tile Mural Project 1 Agreement No. 7390 Agreement No. Manager to execute a professional services agreement for the creation and installation of a title mosaic at the Project Site. NOW, THEREFORE, the CITY and the ARTIST, for the consideration and under the conditions hereinafter set forth, agree as follows: 1. SCOPE OF SERVICES. ARTIST agrees to perform the following services set forth in the Scope of Services (Exhibit "A") in accordance with the Artist Proposal (Exhibit "B"), both of which are attached hereto and incorporated by reference. 2. COMPENSATION. The CITY agrees to pay ARTIST One Hundred and Twenty -Six Thousand Five Hundred dollars ($125,000.00) as full and complete compensation for work performed and services rendered under this Agreement. It is understood that the total compensation for all services, deliverables and travel in this Agreement shall not exceed $125,000.00. All requests for payment must be accompanied by a detailed invoice submitted to the CITY. Payments under this Agreement shall be made by the following schedule: A. Payment 1— Contract Execution Upon approval of the Agreement by the City Manager: $31,250.00 B. Payment 2 — 50 % Completion of Artwork Fabrication and Installation Upon completion of 50% of all fabrication and installation of the Artwork, ARTIST may invoice CITY for the following amount: $31,250.00 C. Payment 3 — 100% Completion of Artwork Fabrication and Installation Upon 100% completion of all fabrication and installation of the Artwork, the ARTIST may invoice CITY for the following amount: $31,250.00 D. Payment 4 — Final Acceptance Upon completion of the Project and final acceptance by the CITY, ARTIST may invoice for final payment: $31,250.00 CITY agrees to exercise due diligence in the payment of invoices received from ARTIST provided no claims have been made against the work. If a claim(s) City of El Segundo Plunge Mosaic Tile Mural Project 2 Agreement No. 7390 Agreement No. has/have been filed against the work within 45 days of acceptance, final payment will be withheld until CITY can ascertain the basis and amount of said claim. CITY will consider and determine the claim(s) and it will be the responsibility of ARTIST to furnish information and details as may be required by the CITY to determine the facts or contentions involved in the claim(s). Failure to submit such information within 60 days of being notified by the CITY will be sufficient action for denying final payment. Furthermore, CITY may use final payment and any other contract funds not yet disbursed to ARTIST to pay any outstanding claim(s). 3. TERM. The term of this Agreement shall commence upon the Effective Date and be completed no later than January 31, 2026, or upon the Final Acceptance of the Artwork by June 1, 2026 whichever is earlier. 4. ARTIST'S RESPONSIBILITIES, WARRANTIES AND ACKNOWLEDGMENTS. A. Personnel and Equipment. ARTIST has, or will secure atARTIST's sole cost and expense, all personnel and equipment required to perform ARTIST's services. B. Business License and Permits. ARTIST, and all persons retained by ARTIST shall possess the requisite licenses and permits necessary to perform the work. C. ARTIST acknowledges that, CITY, in its sole discretion, may request ARTIST to make revisions to the proposal before the artwork is constructed or installed. If ARTIST does not agree to such revisions, ARTIST further acknowledges and agrees that CITY may, in its sole discretion, rescind its selection of ARTIST's proposal, terminate this Agreement and engage another artist for this Project. D. ARTIST warrants that ARTIST is the sole and absolute owner of the proposed artwork and the artwork design, that all artwork created or performed by ARTIST under this Agreement is wholly original with ARTIST and ARTIST has not previously sold, assigned, licensed, granted, encumbered, or utilized the proposed artwork or artwork design, or any element thereof, in any manner which may affect the CITY's ability to show the work, reproduce the artwork or maintain the artwork in the future. E. Commercial Content. The artwork must not include an advertisement or be commercial in nature. The artwork must not contain copy, lettering, symbols City of El Segundo Plunge Mosaic Tile Mural Project 3 Agreement No. 7390 Agreement No. or references directly to the promotion of any product, business, brand, organization, service, cause or place. The artwork may contain limited commercial elements so long as they are not considered commercial speech with the purpose of promoting a commercial transaction. F. Obscene and Indecent Content. The artwork must not contain any indecent or obscene content. G. Timely Provision of Services. ARTIST shall commence and complete design, fabrication, and installation of the Artwork and satisfy all other obligations and conditions of this Agreement with respect thereto within the times established in this Agreement. 5. PREVAILING WAGES. If required by applicable state law including, without limitation Labor Code §§ 1720 (as amended by AB 975 (2001)), 1771, 1774, 1775, and 1776, ARTIST and its subcontractors, if any, must pay prevailing wage. It is ARTIST's responsibility to interpret and implement any prevailing wage requirements and ARTIST agrees to pay any penalty or civil damage resulting from a violation of the prevailing wage laws. In accordance with Labor Code § 1773.2, copies of the prevailing rate of per diem wages are available upon request from City's Engineering Division or the website for State of California Prevailing wage determination at http://www.dir.ca.gov/DLSR/PWD. A copy of the prevailing rate of per diem wages must be posted at the job site. 6. TERMINATION. CITY may elect to terminate this Agreement at any time without any liability to ARTIST. ARTIST may terminate this Agreement at any time with 30 days' written notice to CITY and any payment not yet made by the CITY as of the date of the notice will be forfeited. 7. PROPOSED ARTWORK SPECIFICATION. A. ARTIST agrees to design, fabricate, and install the Artwork at the Project Site and as more specifically set forth in ARTIST's Proposal (Exhibit "B"), which is attached and incorporated into this Agreement except to the extent inconsistent with the terms of this Agreement. B. Due to the nature of the facility, the Artwork must be created and applied using materials and installation methods suitable for an environment that has high humidity, chlorine and other chemical agents, exposure to moisture, and potentially frequent contact with facility patrons. Mosaic tile or stone is the City of El Segundo Plunge Mosaic Tile Mural Project 4 Agreement No. 7390 Agreement No. required medium for this Project; the final installation must meet building and safety standards, present no danger or risk to the public, be able to withstand the elements of the site, and withstand regular cleaning using custodial supplies, as outlined and described in the Request for Qualifications (Exhibit "C"), attached and incorporated into this Agreement. 8. ARTIST WARRANTIES. A. Conformance with Plans and Specifications. ARTIST shall fabricate and install the Artwork in strict conformity with the specifications and designs approved by the CITY. ARTIST hereby expressly warrants to the CITY that the Artwork, and all services and materials incorporated therein, shall conform to all plans and specifications of the Artwork approved by the CITY. The Artwork shall be subject to inspection and rejection by the CITY from the beginning of fabrication until the completion and final acceptance. An inspection by the CITY of any work or material shall not be deemed to be a waiver of any future right of inspection or of any right to demand correction of any subsequently discovered defect. Any work or material found to be unsatisfactory or defective before final approval of the work shall be corrected or replaced by the ARTIST within a reasonable time. Inspection shall not relieve the ARTIST of the ARTIST's obligation to furnish materials and workmanship reasonable in accordance with the Agreement. B. Defects in Material and Workmanship. ARTIST warrants that the work will be fit for the intended purpose; will be safe and will not have any nuisance or harmful effect; and will be free of defects in workmanship or materials, including inherent defects. ARTIST warrants that it shall, at ARTIST's cost and expense, remedy such defects in workmanship or materials that appear within 15 years of the final acceptance of the Artwork. 9. INDEMNIFICATION. A. ARTIST agrees to protect, defend, indemnify and hold harmless the CITY, its elected and appointed officials, members, agents, and employees against any claims, costs, damages, demands, liability, and notices, or any of these, arising or resulting from any damage or injury proximately caused by actions of the ARTIST in the performance of this Agreement, except for those claims, costs, damages, demands, liability, and notices, or any of these, caused solely by the negligence or willful misconduct of CITY. ARTIST further agrees to protect, defend, indemnify and hold harmless CITY, its elected officials, members, City of El Segundo Plunge Mosaic Tile Mural Project 5 Agreement No. 7390 Agreement No. agents and employees from any action, claim, suit or liability brought against CITY alleging that the proposed artwork infringes the intellectual property rights of any third parties. This section shall survive termination of this Agreement. B. CITY shall bear no responsibility, nor incur any liability, for loss or damage to the Artwork or any ARTIST -owned equipment involved in ARTIST's performance under this Agreement. 10.INTELLECTUAL PROPERTY. A. Copyright. Subject to the restrictions and usage rights and licenses granted to CITY hereunder, and unless otherwise agreed to by the parties in writing, ARTIST shall retain all 17 U.S.C. §106 copyrights in all original works of authorship produced under this Agreement. B. Notwithstanding the foregoing, ARTIST agrees that CITY may make, display, and distribute, and authorize the making, displaying, and distribution of photographs and other reproductions of the artwork. C. No Third -Party Infringement. ARTIST represents and warrants that the artwork subject to this Agreement is the sole work of the ARTIST and does not infringe the intellectual property rights of any third parties. CITY is not responsible for any third -party infringement of ARTIST's copyright or for protecting ARTIST's intellectual property rights. D. Waiver of ARTIST'S Rights. With respect to the artwork produced under this Agreement, and in consideration of the procedures and remedies specified in this Agreement, ARTIST hereby waives any and all claims arising at any time under any circumstance, against CITY, its officers, agents, employees, successors and assigns, arising under the federal Visual Artists Rights Act (17 U.S.C. §§106A and 113(d)), the California Art Preservation Act (Cal. Civil Code §§987, et seq.), and any other local, state, or federal laws that convey rights of the same nature as those conveyed under 17 U.S.C. §§106A and Cal. Civil Code §§987, et seq., or any other type of moral right protecting the integrity of works of art. 11. LIMITATION OF LIABILITY. Under no circumstances shall one party to this Agreement be liable to the other party for any special, consequential, indirect, or incidental damages, including lost profits, arising out of or in connection with this City of El Segundo Plunge Mosaic Tile Mural Project 6 Agreement No. 7390 Agreement No. Agreement, or any activities performed in connection with this Agreement, regardless of whether a claim made by that party is based on contract or tort. 12.INSURANCE. A. Before commencing performance under this Agreement, and at all other times this Agreement is effective, ARTIST will procure and maintain the following types of insurance with coverage limits complying, at a minimum, with the limits set forth below: Type of Insurance Limits Commercial general liability: $1,000,000 per occurrence Business automobile liability Proof of Insurance (only if auto used in performance of work) Workers Compensation Statutory Requirement (only if ARTIST has employees) B. Commercial general liability ("CGL") insurance must meet or exceed the requirements of ISO-CGL Form No. Form CG 00 01 04 13, or equivalent, covering CGL on an "occurrence" basis, including property damage, bodily injury and personal & advertising injury with limits no less than $1,000,000 per occurrence. If a general aggregate limit applies, either the general aggregate limit shall apply separately to this project/location (ISO CG 25 03 or 25 04) or the general aggregate limit shall be twice the required occurrence limit. C. For automobiles, the insurance must meet or exceed the requirements of Insurance Services Office Form Number CA 0001 covering Code 1 (any auto), or, if ARTIST provides proof of a personal automobile policy, such personal policy must include and indicate business venture coverage with limits no less than $1,000,000 per accident for bodily injury and property damage. If ARTIST has no owned autos, Code 8 (hired) and 9 (non -owned), with limits no less than $1,000,000 per accident for bodily injury and property damage must be included in coverage. If ARTIST does not use an auto for any component of this Agreement's performance, then ARTIST must sign and submit the form attached as Exhibit "D" to CITY before carrying out work under this Agreement. The amount of insurance set forth above will be a combined single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage. Liability policies will be endorsed to name CITY, its officials, and employees as "additional insureds" under said insurance coverage and to state that such insurance will be deemed "primary" such that any other insurance that may be carried by CITY will be excess thereto. CITY's additional insured status will apply with respect to liability and defense of suits arising out of ARTIST's acts or omissions. Such insurance will be on an "occurrence," not a "claims made," basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written notice to CITY, and the notice must include any necessary endorsement to facilitate such notice to CITY. E. Required endorsement language pertinent to the insurance requirements in this Agreement: 1. Additional Insured Endorsement with this language: "The City of El Segundo, its elected and appointed officials, employees, and volunteers as additional insureds." 2. Cancellation Endorsement with this language: "The City of El Segundo will receive thirty (30) days written notice in the event of cancellation, nonrenewed or reduction." 3. Primary and Non -Contributory Endorsement with this language: "Coverage is primary and non-contributory such that any other insurance that may be carried by the City will be excess thereto." F. ARTIST will furnish to CITY valid Certificates of Insurance evidencing maintenance of the insurance required under this Agreement, a copy of an Additional Insured endorsement confirming CITY has been given Additional Insured status under the ARTIST's General Liability policy, and such other evidence of insurance or copies of policies as may be reasonably required by CITY from time to time. Insurance must be placed with insurers with a current A.M. Best Company Rating equivalent to at least a Rating of "A:VII." 13. BACKGROUND CHECK; FINGERPRINTING; ASSOCIATED TRAINING. If ARTIST's work involves contact with minors, before conducting any performance of this Agreement, ARTIST must submit to and pass a background/fingerprint investigation conducted or approved by the CITY. ARTIST must also complete training in child abuse and neglect identification and training in child abuse and City of El Segundo Plunge Mosaic Tile Mural Project $ Agreement No. 7390 Agreement No. neglect reporting, which may be met by completing the online mandated reporter training provided by the Office of Child Abuse Prevention in the State Department of Social Services. ARTIST affirms and agrees that any such reporting training will be completed before beginning performance under this Agreement. Upon CITY request, ARTIST will promptly furnish proof of completion of such mandated reporter training to CITY, but in no event later than two business days following CITY's request. 14. INDEPENDENT CONTRACTOR. CITY and ARTIST agree that ARTIST will act as an independent contractor and will have control of all work and the manner in which it is performed. ARTIST will be free to contract for similar service to be performed for other employers while under contract with CITY. ARTIST is not an agent or employee of CITY and is not entitled to participate in any pension plan, insurance, bonus or similar benefits CITY provides for its employees. Any provision in this Agreement that may appear to give CITY the right to direct ARTIST as to the details of doing the work or to exercise a measure of control over the work means that ARTIST will follow the direction of the CITY as to end results of the work only. ARTIST is solely responsible for hiring and paying subcontractors and employees, as well as responsible for the act of these subcontractors and employees. 15. NOTICES. A. All notices given or required to be given pursuant to this Agreement will be in writing and may be given by personal delivery or by mail. Notice sent by mail will be addressed as follows: TO CITY: El Segundo Recreation Parks and Library City of El Segundo 350 Main Street El Segundo, CA 90245 TO ARTIST. Alea Fine Art, LLC 45 Mount Witney PI, Johns Creek, GA 30022 B. When addressed in accordance with this paragraph, notices will be deemed given upon deposit in the United States mail, postage prepaid. Changes may be made in the names or addresses of persons to whom notices are to be given by giving notice in the manner prescribed in this paragraph. 16. NO ASSIGNMENT. The parties agree that the expertise and experience of ARTIST are material considerations for this Agreement. Unless approved by the CITY in writing, ARTIST may not transfer any interest in this Agreement or the performance of any of ARTIST's obligations hereunder, and any attempt by ARTIST to do so shall be void and of no effect. 17. WAIVER. A waiver by CITY of any breach of any term, covenant, or condition contained in this Agreement will not be deemed to be a waiver of any subsequent breach of the same or any other term, covenant, or condition contained in this Agreement, whether of the same or different character. 18. CONSTRUCTION. The language of each part of this Agreement will be construed simply and according to its fair meaning, and this Agreement will never be construed either for or against either party. 19. SEVERABLE. If any portion of this Agreement is declared by a court of competent jurisdiction to be invalid or unenforceable, then such portion will be deemed modified to the extent necessary in the opinion of the court to render such portion enforceable and, as so modified, such portion, and the balance of this Agreement will continue in full force and effect. 20.INTERPRETATION. This Agreement was drafted in and will be construed in accordance with the laws of the State of California, and exclusive venue for any action involving this agreement will be in Los Angeles County. 21.AUTHORITY/MODIFICATION. This Agreement may be subject to and conditioned upon approval and ratification by the El Segundo City Council. This Agreement is not binding upon CITY until executed by the City Manager or designee. The Parties represent and warrant that all necessary action has been taken by the Parties to authorize the undersigned to execute this Agreement and to engage in the actions described herein. This Agreement may be modified by written agreement. CITY's City Manager or designee may execute any such amendment on behalf of the CITY. 22.ACCEPTANCE OF ELECTRONIC SIGNATURES. The Parties agree that this Agreement, agreements ancillary to this Agreement, and related documents to be City of El Segundo Plunge Mosaic Tile Mural Project 10 Agreement No. 7390 Agreement No. entered in to in connection with this Agreement will be considered signed when the signature of a party is delivered by electronic or facsimile transmission. Such electronic or facsimile signature will be treated in all respects as having the same effect as an original signature. 23. CAPTIONS. The captions of the paragraphs of this Agreement are for convenience of reference only and will not affect the interpretation of this Agreement. 24. FORCE MAJEURE. Should performance of this Agreement be prevented due to fire, flood, explosion, war, terrorist act, embargo, government action, civil or military authority, the natural elements, or other similar causes beyond the Parties' control, then the Agreement will immediately terminate without obligation of either party to the other. 24. ENTIRE AGREEMENT. This Agreement constitutes the sole agreement between CITY and ARTIST for the Project. There are no other understandings, terms or other agreements expressed or implied, oral or written. We have worked as an artist team for years, creating a number of public artworks of similar scope in the South Florida region. In our projects, we have successfully and intensely collaborated with architects, engineers, city officials, construction companies, and a variety of fabricators to ensure that our artworks are not only cohesive with the buildings' design but also maintain their permanence and durability in spite of the harsh weather. Working with site -specific motives inspires us, whether they are natural, social or environmental. We have extensive experience in a variety of media, which include outdoor durable materials in public settings and indoor controlled environments. We are interested in creating several design options for the commission panel, since there are various configurations which can be explored in this project. All of the proposed artworks will have a unifying theme, colors, and artistic style that would be cohesive with the architectural style and functionality of the historic Urho Saari Swim Stadium. The proposed art will be inspired by recreational aquatic activities. We are interested in designing interactive artworks that will inspire, uplift, and fuel the mind. We would like to show the commission panel several opportunities for the aesthetic development of the site, it will be up to the jury pool to decide which one(s) would be a good fit for the buildings. Some examples from our past experience include large public art commissions for two Aquatic Centers in Miami -Dade county. Our Miami Springs project involved various sites throughout the newly built Aquatic Center as well as various mediums. The artwork "Fluid Dynamics" explored subjects that are pertinent to water -based sports and the beauty of the dynamic chaos and patterns of water. We created an aluminum sculpture for the entrance column, six ceramic tile murals installed outdoors around the pool and water slide area, and four decorative fence panels integrated in the perimeter fence. The Shenandoah Aquatic Center involved the design, production and installation of two Agreement No. 7390 monumental glass mosaic murals. "Aqua Verde" is installed at the entrance of the center and "Surfacing" is installed poolside, often reflecting beautifully on the water surface. These artworks are inspired by the optical effects and distortions created by the combination of light, reflection and water. As you can see from the slides provided in our portfolio, we have created multiple works of art in a unifying theme that are visible from every corner and angle in and around the Aquatic Centers. Our goal was to accomplish a site -specific, multidimensional and uplifting public art integrated into the architecture and function of the Aquatic Centers to create an immersive experience for the visitors. All of our projects involved intense coordination with professional teams on every level of the construction process. Starting with artistic concept, detailed design, then taking input from city/company officials and architects, collaborating with engineers and fabricators, and ending with weeks -long installations alongside construction crews and operating cranes. Our rich experience has trained us to competently navigate and execute complex public art projects on an architectural scale that involves collaboration with a variety of professional teams. INTRODUCTION The City of El Segundo ("City") Cultural Development Program ("ESCDP" or "Program") is soliciting applications from qualified artists for the creation of a mosaic mural as part of the ongoing renovation of the historic Urho Saari Swim Stadium, commonly known as "The Plunge." Built in 1940 as a Works Progress Administration (WPA) project, The Plunge is a beloved community landmark, currently undergoing a significant renovation to restore its infrastructure while maintaining its architectural and historical integrity. Three (3) artists from the qualification pool will be selected to advance to proposals. The three selected artists will be invited to a site visit to The Plunge and paid an honorarium of $750 to develop proposals for consideration of The Plunge Mosaic Mural Public Art Project. The artist with the successful proposal will be awarded a contract and tasked with designing, fabricating, and installing a mosaic tile mural that reflects both the history of The Plunge and its continued role as a vibrant hub for community and athletic life in El Segundo. The total budget for this project is $125,000. II. BACKGROUND The City of El Segundo —is a thriving coastal community in the South Bay region of Los Angeles County. The City is named after Standard Oil Company's second oil refinery in California ("the second") and was incorporated on January 18, 1917. El Segundo is 5.46 square miles -with a current population of 16,504 and is renowned for maintaining a quaint, small-town atmosphere as well as a dynamic business community that includes some of the world's most prestigious companies. It is home to the Los Angeles Lakers, Los Angeles Kings, Los Angeles Chargers, Raytheon Technologies, Boeing, Los Angeles Air Force Base - Space Base Delta 3/Space Systems Command, Mattel, L'Oreal, Beyond Meat, and the Los Angeles Times. In 2018, El Segundo City Council adopted legislation that requires new commercial developments valued over $2 million to contribute an equivalence to 1% of their project costs towards public art, cultural events, and arts programming. The El Segundo Cultural Development Program (ESCDP) stewards this fund and facilitates the valuable contributions from developers in the pursuit of making El Segundo a place where arts and culture can thrive. To date, the Cultural Development Program has generated over $2.1 million for arts and culture in the City, including over a dozen public artworks and year-round programming. The Plunge's History and Renovation The Urho Saari Swim Stadium, affectionately known as The Plunge, first opened in 1941 and was named after Urho Saari, a prominent local figure who developed El Segundo's swimming program. The Plunge has been an essential facility for aquatic training, recreation, and community events for over 80 years. It holds a special place in El Segundo's history, serving as a training ground for several Olympians and many water polo champions. The Plunge, designed by architect John C. Austin, is also notable for its artistic elements, including two 30- foot by 8-foot bas-relief sculptures on the building's exterior by renowned muralist Tony Heinsbergen. These sculptures, depicting swimmers, are integral to the building's historic character, underscoring its significance as a WPA-era facility. The current $14 million renovation project, set for completion in 2025, aims to preserve the historical charm of the stadium while updating critical systems and enhancing its usability. This project includes restoring the bas-reliefs and upgrading the building's mechanical and filtration systems to support a modern aquatics program, offering fitness classes, adaptive programs, and community events for all ages III. PROJECT DESCRIPTION AND SCOPE OF SERVICES SITE: The mosaic the mural will be located within the interior of the aquatic facility along a 788 sgft wall measuring 8 ft 3 in. x 99 ft. The wall is situated along the pool deck and spans the length of the interior pool. Due to the nature of the facility, the conditions of this site include exposure to moisture, chlorine, humidity, and frequent contact with facility patrons. i 3 Agreement No. 7390 PUBLIC ART APPLICATION: Due to the conditions of this site, the artwork must be created and applied using materials and installation methods suitable for an environment that has high humidity, chlorine and other chemical agents, exposure to moisture, and potentially frequent contact with facility patrons. Mosaic tile or stone is the required medium for this public art project; the final installation must meet building and safety standards, present no danger or risk to the public, be able to withstand the elements of the site, and withstand regular cleaning using common custodial supplies. VISION: The Urho Saari Swim Stadium, aka "The Plunge," is a cherished historical recreation facility in El Segundo. The public art project for The Plunge will be a prominent component of the facility's renovation, located in a highly visible and central location. The public art will complement the restored aesthetic and architectural elements of The Plunge and reflect the facility's history and significance to the community.
