Most importantly, it would allow the club to grow. I have many friends who decided not to continue with water polo after splashball because the 10u program practices are too late. But also, with the current schedule, I have to bring my 6 year old to my 8 year old's 10u practice, and have him sleep in the car on Monday and Wednesday nights. I put him in pajamas, and bring a pillow and a blanket, and have him lay down in the back seat of the car at 7pm hoping that he will fall asleep before 8pm. I'm a single dad with no other options. My 6 year old plays splashball, but that is from 3:30-4:30, so we have a 2.5 hour gap between practices on Monday and Wednesday nights. Thank you for your consideration. My family and I are proud residents of El Segundo, and our children attend both El Segundo Middle School and El Segundo High School. We are deeply grateful for the programs, community spirit, and recreational opportunities that make this city such a special place to live. I am writing on behalf of the SBU Water Polo Club, specifically the 14U girls team, which practices at our local resident pool. While we are thankful to have access to this facility, I would like to share a concern regarding the current late practice schedule and respectfully request your consideration for an earlier time slot. Currently, the team practices end as late as 9:30 p.m. While this may seem reasonable at first glance, the impact on the girls' overall well-being has been significant. After finishing practice, they still have to travel home, eat a premade dinner, and shower. Even on the smoothest evenings, bedtime is no earlier than 11:00 p.m. — sometimes later. For middle and early high school students with early school start times, this makes it incredibly difficult to get adequate rest. The girls are passionate and committed athletes who strive to balance academics, athletics, and their health. However, the late -night schedule is taking a toll — physically and mentally. They arrive at school exhausted, and it's increasingly unsustainable for growing students, as they rely on proper sleep for development, learning, and emotional well-being. As residents of El Segundo and active participants in its community programs, we feel a deep connection to this pool — it is our home facility. As such, we humbly request that the Council support the business proposal being considered at the October 7th City Council meeting, as the new schedule will benefit resident youth teams for earlier practice slots whenever possible. An earlier time would allow the girls to continue pursuing their sport with enthusiasm while maintaining a healthy routine that supports their academic responsibilities and personal well-being. As a parent to two children in South Bay United and Beach Cities Alpha, I've witnessed a charged effort to stop the business plan that will be voted on this evening in the City Council meeting. As one who wants the best for both of my children and both clubs, I am writing to you to say that I support the business plan in the name of equity for all the players, future players, and committed family members to aquatic sports. In my unique position, I am privy to both sides expressing concerns regarding El Segundo Aquatic Center's practice times. I am a parent who is often at the pool twice a day, several times a week to ensure that both my children participate in the sport of their choice. The reality is, it is unfair that water polo has been traditionally given practice times that start later than everyone else. Every child deserves an opportunity to participate in a club, my son's swim club doesn't deserve all the pool space at all the prime times, and he agrees. He has a fair chance to swim, and he wants his sister to have her fair chance to play water polo. It's a very basic concept of sharing that seems to be at the crux of this. Although I could go into detail about how hard it is for me to hear my daughter say "I'm tired all the time" and to witness a club continue to have difficulty growing because of these late times, I feel that the issue boils down to equity. At South Bay United, we are simply asking for a fair opportunity to practice our sport, and ideally, grow the club and build opportunities for others to do the same. With the current schedule, I cannot invite others in good faith because I know sleep deprivation is critical to a child's growth. However, my daughter is hooked on the sport, and as a former water polo player on a boys team, I'm especially proud to support her in any way possible. I have a deep commitment to the El Segundo community and have had a positive impact, especially during the devastating fire last week at the El Segundo Chevron Refinery, while working as a Nurse Practitioner in the Refinery's medical clinic. I have taken great pride in supporting the growth, safety, and well being of the neighborhood of El Segundo. I am a mother of 2 boys that participate on the Beach Cities Alpha team. Their participation has offered far more than athletic development, it has built confidence, discipline, and community. Through swimming, my sons have learned responsibility, goal setting, and perseverance; skills that extend far beyond the pool. It has also made for a smoother transition when we moved from Virginia to the state of CA last year; 6/2024. After 21 years of service in the US Navy, my husband had us relocate to Southern Ca lifornia. Without the support of Beach Cities Alpha, my sons would not be the happy, confident children they are today. Simi larto all other Beach Cities Alpha families, I am deeply concerned about any proposals thatwould reduce access to the competition pool, limit current training hours, or displace our team from the Aquatics Center. Specifically: 1. Loss of Access to Competition Pool Space: Our swimmers train to compete at the highest levels, and that requires consistent access to a regulation -size, 50-meter competition pool. Moving us to smaller or non-competitive facilities would significantly hinder our athletes' development and abilityto remain competitive as well potentially being a safety hazard. 2. Maintaining Current Hours Is Essential: Swim training is high lydependent on consistent scheduling. Any reduction or rescheduling of our current pooltime would disruptpractice structure and limit training opportunities, especially for our younger swimmers. BCA has worked hard to keep our younger El Segundo swimmers in the water on the South side of Wiseburn during prime time hours. The loss of the North Side during prime time hours will materially impact our abilityto maintain this schedule forthese swimmers and theywould almost certainly be required to commute to other locations which are further away. 3. Our daughter joined South Bay United this summer after having participated in many years of swim club. She's loving the team aspect of the sport and the friendships she's made. Plus, she's feeling more confident to move into the ESHS water polo season as this will be a brand new sport for her. The beauty of El Segundo is that kids can try out different sports at different junctures of their life. But the current late -night practices makes it very hard to have a healthy sleep schedule & a balanced approach to school life and athletics. As an annual -pass holder to the Aquatics Center, we understand that pool space is a critical asset to the community. As schedule considerations take place for the aquatic facilities in El Segundo, we believe it's essential that the facility's schedule be allocated equitably to support all of our athletes, including the water polo players of South Bay United. Water polo is a unique sport rooted in teamwork that helps athletes build strength, grit, and discipline. Such skills help build character in our youth that extend far beyond the pool, contributing to the academic and personal success for students who have the opportunity to pursue a water polo journey. Athletes are often introduced to the sport in this community and build a strong foundation. Yet when faced with the late night practice times allotted for the water polo clubs at the El Segundo Aquatic Center, they leave for other communities with more reasonable practice times, sometimes driving as far as Long Beach or Santa Barbara. As a result, it has been increasingly difficult to build a club to support this community. And sadly, it has been even more difficult on the athletes who've stayed with the club as they struggle to build their lives around an unnecessarily strenuous late night practice schedule. Luckily, with the re -opening of The Plunge (whose namesake is an accomplished water polo coach, Urho Saari) and El Segundo Aquatic Center's renovations, the city has an opportunity to create a schedule that reflects support for the water polo community. In this pivotal time, there will now be a chance to showcase offerings beyond swimming, by providing multiple avenues to engage in the aquatic world, much like what's been done in communities up and down the coast. Most importantly, this would create an accessible entry to water polo that would attract athletes, rather than turn them away. And so, we respectfully ask that you consider supporting the water polo community by providing South Bay United earlier scheduling on Monday, Wednesday, and Friday. We believe this is a reasonable request that would allow the athletes to practice effectively by allowing for adequate rest, it would help the club grow, and it would put El Segundo water polo on the map. We believe that the decision to allocate resources equitably would be a statement of El Segundo's values, namely that water polo is valued as much as any other sport in this city. We have been a Wiseburn family homeowners since 2014 and have built a wonderful life here supporting the local South Bay community especially El Segundo proper. Our daughter, Autumn, is currently 7-years old and has been swimming at the El Segundo Aquatics Center for the past 13 months. She has spent 12 of those months in the same lessons group on the pre -competitive team and has only moved to the larger competitive pool as she readies herself to prepare for a competitive team. The small instructional pool is absolutely insufficient as she cannot learn when she can merely stand up in the pool, doesn't have enough room for flip turns, and can't jump off of the blocks — her favorite part! Additionally, at our current pool times, we are able to make our practices and commit to swim. If you will move the times later, we will not be able to swim at ESAC as we are needing to get to bed at a reasonable hour. The experiences at Beach Cities Alpha has been a pleasure for us as a new swim family. Notably, there is significant attention given to the littles that are exploring the sport of swim as well as to the older kids that are there to perform and improve. My recommendation is to provide more pool time and pool space, certainly not less and not at the team's detriment. We are a family that has committed to swim — 3x per week, we are both watching Autumn swim, develop, and perform. If it were up to Autumn, she would swim 6x per week. We are asking you to help us nurture this love for swimming that she has found. She swam before she walked, and we believe this foundation will make her a swimmer for life. As the City Council is considering schedule changes for the aquatic facilities in El Segundo, I am writing to ask that pool time be allocated equitably to support athletes involved in all aquatic sports, including the water polo players of South Bay United (where my daughter has played for the last three years). Water polo athletes are often introduced to this demanding and rewarding team sport in our local community. But when they progress to a level that requires more than a couple of practices per week, when faced with the late night practice times allotted for the water polo clubs at ESAC, they leave for other communities with earlier practice times. My daughter has lost four teammates to a club in Long Beach because of this as a factor. As a result, it has been increasingly difficult to build a club to support this community. Those of us who remain find it challenging and frustrating to navigate school and family life around the late night practice schedule. (While we watch the club swimmers leave the pool to go home at 7:30, our practices are just getting started.) With the re -opening of The Plunge and El Segundo Aquatic Center's renovations, the city has an opportunity to create a new, fair schedule at ESAC with earlier practice times on Monday, Wednesday, and Friday that reflects as much support for our water polo community as it does for the swim team community. This would create an accessible entry to water polo that would attract and retain our local athletes, rather than turn them away. Deciding to allocate resources equitably would be a statement of El Segundo's values, namely that water polo is valued as much as any other sport in this city. Keeping the Team United in One Location: Splitting practice locations or relocating portions of the team would fracture the strong community we've built. The Aquatics Center provides a shared space that fosters team identity, culture, and continuity — all of which are vital for athlete retention, parent involvement, and program growth. Our swim club is more than a sports team. It is a combined entity of two long-standing, inclusive local programs that promote physical health, discipline, and confidence among hundreds of youth — including a significant number of El Segundo residents. We host local meets that bring positive attention and economic activity to the city and provide a supportive environment that benefits swimmers of all levels. We've lived in this area we love for over seven years. Our children have been swimming with BC Alpha for almost four years and also study in the area (Da Vinci). They love the water and organize their time around the El Segundo pool. It's not easy, but our pool schedule helps. Walking through the city and its history, a few years ago we came across the name Urho Saari. The history of our ancestors is always the foundation of our present and future. And Urho Saari taught El Segundo and the swimmers of his time that it's possible to dream of being excellent swimmers and Olympians. This is my 8th season as head coach of the boys and girls water polo programs at el Segundo high school. During that time, we have won multiple league championships, 2 CIF championships, and we have elevated both programs to be CIF -SS Division 1 contenders for the first time in recent program history. I have also spent as much time coaching youth water polo at both Trojan and SBU, and am an active member of our local masters team that practices out of El Segundo (the first of its kind in the LA area that has a dedicated weekly women's scrimmage). I can say with absolute certainty that our success at the high school level is directly tied to our local kids playing club water polo year round. I have been working hard to try to continue to build water polo in our area, both in skill level and popularity, but the current setup of pool allotment keeps our local water polo programs in a "set up to fail" situation. I understand that the swim teams have a larger number of kids enrolled, but water polo is not being given the same chance to thrive. Recently, I put together a "try out water polo" open house day geared towards introducing the sport to local middle schoolers. We had approximately 20 families come out to the pool for the SBU event. At the conclusion of the day, it sounded like the majority of families were interested in joining the club for the free trial week. However, once they learned that our practice times were 7-9pm, many immediately said oh, no thank you, that is far too late for us. I agree with them. It is extremely punishing for high school and middle school water polo players to have to be in the pool until as late as 9:30 pm during parts of the year, then be expected to get enough sleep for the following school day. Even though families are paying for their children's participation, we regularly have parents pulling their kids out of practices early, deal with sporadic attendance, or some kids that drop out completely. These are not problems that I deal with in my high school program and are not indicative of the sport's popularity. The late pool time has a direct impact on kids participation. Other families may be introduced to the sport on our local teams but as their kids get more involved they ultimately decide to look elsewhere for better options, sometimes doubling their drive time in traffic to get to practices in other cities with earlier practice times and bigger rosters. This is less than ideal. We should be keeping our local players here at home. Water polo needs to be given a fair chance to grow. This city has a uniquely rich water polo history that deserves to be carried on, and the only way to continue to build the sport in el Segundo is for water polo teams to be given equal access to the pool space. Water polo has so much to offer back to the community- teaching skills like water safety, teamwork, discipline, and communication. It is a sport that provides lifelong connections, and still at the masters level is the place where I feel most connected to others in the greater Los Angeles area. The potential is there for us to use our incredible aquatics center to exponentially grow water polo in el Segundo and become the "hotspot" of the sport in the LA area- but we need to be given a fair chance to do so. As you can probably guess, I am writing to express my opposition to the proposed Aquatics Business Plan which has recently been posted for this Tuesday's meeting. I know you have already heard from many of our team members, and I am sure you will continue to hear from many more, all of whom will attempt to highlight our long -running history and partnership with the City of El Segundo and ESAC facility, underline the potentially devastating impact that the proposed plan would have on our kids and families, and in general reiterate the importance of preserving and growing youth swimming as a form of exercise and lifelong safety skill. I am also sure that many of our team members' communications have focused on the proposed reallocation of lane space between Youth Swimming and Youth Water Polo, so I will not waste your time belaboring those points. What I would like to do, as both a resident of El Segundo and a member of the El Segundo aquatics community, is express to you my serious concern over the financial viability of the plan. As you may know, members of Beach Cities Alpha first became aware of the proposed plan at the September 15th meeting of the Aquatics Subcommittee. Upon reading the plan, my attention was immediately drawn to the overall allocation projection tables (currently page 118 of the posted agenda packet for Tuesday's meeting). In this table, it was projected that Youth Swimming will increase our overall lane rental by a staggering 55% or 8,400 lane hours (15,178 lane hours to 23,582 lane hours). In the posted plan, these increases have dropped to 41 % and 6,900 lane hours, but not because our total projection has been lowered, because an additional 1,500 hours were added to our FY24-25 total. When I first saw these numbers I was shocked. Not because of the additional water time (we are reopening The Plunge, of course there is more water to go around), but because at no point was I, or anyone else from Beach Cities Alpha leadership, contacted to discuss if we are ready or capable of increasing our rental to such an enormous degree. I handle the rental booking for our team at the facility and I work directly with Joseph Lormans. If anyone preparing or considering the plan wanted to know if Beach Cities Alpha was interested in increasing our rental to such a degree, I would be the logical contact point to reach out to, but no contact was ever made. I did meet with Mr. Lormans and the aquatics consultant Mr. Valdez on May 7th, but nothing even resembling this topic was discussed during that meeting. On a meeting with Mr. Lormans and Aly Mancini this past Monday, September 29th, I asked if Beach Cities Alpha is the only user group attributed to the Youth Swimming rows of those tables, and Mr. Lormans confirmed that we are. I then indicated to him that we are not interested in renting a significant portion of the time that is attributed to us in the plan. When the new plan was recently posted, I was once again shocked. Despite my indication that we are not prepared to make that increase in our rental time, the projected hours remain unchanged. I am not privy to the specific projected lane assignments, so with the different rates for different pools and different times I cannot give an exact figure, but it is pretty simple math to figure out that this discrepancy between what is being projected and what will realistically come to pass, along with several others throughout the plan, are worth well over $100,000 annually and will cause the plan to miss its cost recovery goals by a considerable margin. The Youth Swimming portions of the plan are the ones that I am able to discuss most confidently, so without discussing any other areas where I am less knowledgeable, I would like to say that I find it alarming that there are such massive issues with the Youth Swimming sections and it gives me tremendous concern about the overall validity of the plan as a cost recovery measure. I would also like to make clear that my mentioning of Mr. Lormans and Ms. Mancini is not intended in any way as a slight toward either of them or to cast blame in their direction. It is merely to add some clarity to the chain of events and some of my concerns. Mr. Lormans has generally been a wonderful partner to work with at the facility, and I believe Ms. Mancini is doing her best to navigate an incredibly complicated situation. For years, the Aquatics Subcommittee expressed a desire to see a premier, unified swim program representing the City of El Segundo —one that could elevate the city's presence in the world of competitive aquatics. Beach Cities Swim Club and Alpha Aquatics delivered exactly that through our merger. Together, we have created a united, high -performing program with some of the most elite athletes in the South Bay, proudly representing El Segundo. If the goal is to remain competitive, develop top -tier swimmers, and continue introducing the next generation to the sport, our current pool allocations —especially at our local, taxpayer -funded facility —must be preserved. The El Segundo Aquatics Center is a premier facility that has been home to our individual swim clubs since it opened 6 years ago and is critical to the success and unity of our newly united program. It is also a central hub for the more than 100 El Segundo and Wiseburn families who are part of our swim club — a strong, local base that relies on this facility for year-round training, competition, and community engagement. My child attends Center Street School, and she has been taking affordable swim lessons after school with Beach Cities Alpha since Kindergarten. The swim club provides a unique service to the community with its year-round swim lessons to children at affordable prices. These weekly swim lessons, even throughout the Fall and Winter, are crucial to her development and long-term safety in the water. I also hope that she can join the competitive swim team to complement her studies at El Segundo schools for the next decade. We are deeply concerned about any proposals that would reduce access to the competition pool, limit current training hours, or displace our team from the Aquatics Center. Specifically: Loss of Access to Competition Pool Space: Our swimmers train to compete at the highest levels, and that requires consistent access to a regulation -size, 50-meter competition pool. Moving us to smaller or non-competitive facilities would significantly hinder our athletes' development and ability to remain competitive as well potentially being a safety hazard. 2. Maintaining Current Hours Is Essential: Swim training is highly dependent on consistent scheduling. Any reduction or rescheduling of our current pool time would disrupt practice structure and limit training opportunities, especially for our younger swimmers. BCA has worked hard to keep our younger El Segundo swimmers in the water on the South side of Wiseburn during prime time hours. The loss of the North Side during prime time hours will materially impact our ability to maintain this schedule for these swimmers and they would almost certainly be required to commute to other locations which are further away. 3. Keeping the Team United in One Location: Splitting practice locations or relocating portions of the team would fracture the strong community we've built. The Aquatics Center provides a shared space that fosters team identity, culture, and continuity — all of which are vital for athlete retention, parent involvement, and program growth. Our swim club is more than a sports team. It is a combined entity of two long-standing, inclusive local programs that promote physical health, discipline, and confidence among hundreds of youth — including a significant number of El Segundo residents. We host local meets that bring positive attention and economic activity to the city and provide a supportive environment that benefits swimmers of all levels. We respectfully ask that the Council protect the current pool allocations and continue to support Beach Cities Alpha as a unified, community -rooted program at the El Segundo Aquatics Center.
