Dear Honorable Members of the City Council,
On behalf of the Palzis family, we are writing to express our strong support for a
schedule that prioritizes earlier practice times for the South Bay United Water Polo
Club at The El Segundo Aquatic Center.
As contributors to both the ED Fund and The El Segundo Plunge Foundation, we
are committed to investing in the health, education, and development of youth in El
Segundo and the Wiseburn district. Access to structured athletic programs,
particularly aquatic sports, has a powerful impact on a child's physical, social, and
academic growth. Ensuring earlier pool times for our youth athletes directly
supports their ability to balance rigorous schoolwork with the training needed to
compete and thrive.
This issue is especially critical for our young female athletes. Girls who participate
in sports develop confidence, leadership skills, and academic discipline that serve
them well throughout their lives. Providing them with fair and ideal practice times
helps level the playing field and promotes gender equity in athletics, reinforcing the
values of inclusion and opportunity that our community holds dear.
We respectfully urge the Council to adopt a pool schedule that reflects the needs of
youth athletes —especially those in South Bay United Water Polo Club —by granting
them earlier practice slots. In doing so, you will be supporting not only their athletic
development but also their overall academic success and well-being during these
vital years of growth.

Dear Mayor and Council members,
I am writing as the parent of an 11-year-old girl who plays for South Bay United
Water Polo. Our family is deeply grateful for the El Segundo Aquatic Center and the
opportunities it provides, but we are also struggling with the impact of late practice
times on our daughter's health, schooling, and passion for the sport.
At this age, consistent sleep is critical for academic performance and healthy
development. Late practices that end after 9pm mean she comes home exhausted,
often with homework unfinished, and far fewer hours of sleep than a child her age
needs. This takes a toll not only on her schoolwork but also on her enthusiasm for
the sport she truly loves. We know she has the potential to achieve great things in
water polo, but the late nights are an unnecessary barrier.
Water polo is also uniquely important for young girls in our community. South Bay
United is the only program in the area offering all -girls teams across 12U, 14U, and
high school. For many girls, this is their only chance to play on a competitive, all -
girls team. If we cannot secure earlier pool time, our daughters are already at a
disadvantage compared to athletes in other communities with better access. This is
already an issue due to later pool times; SBU is unable to recruit new, younger
players as families don't want their kids up that late.
We strongly believe in equity between aquatics clubs. While swim teams currently
have priority for earlier hours, sharing those time slots would allow water polo
athletes especially younger children to thrive without sacrificing their education or
well-being. With earlier times, our club can grow, inspire more families to
participate, and continue building an inclusive, competitive program that represents
E1 Segundo and the South Bay with pride.
I respectfully ask you to support a new pool schedule that gives South Bay United
earlier practice times. This decision would not only help our daughter, but also
support the development of youth water polo in the South Bay and ensure that all
children boys and girls have a fair chance to pursue their passions.

athletic opportunities of our community's children.

Equitable Practice Times for Water Polo

Honorable Members of the El Segundo City Council,
I am writing in response to the proposed vote on October 7 regarding equitable practice times for
water polo teams.
All three of my kids have played with South Bay United in some capacity over the last six years. My
daughter started Splashball at age six at the Plunge, when practice times were much more reasonable
It still felt late, but we could tell she had found her sport, and we made concessions to make it work
for her —shower and PJs at the pool, then straight to bed when she got home. She was tired, but so
happy to be in the water learning to play water polo. When the Plunge closed and practices were
moved almost exclusively to ESAC, the exhaustion increased. Still, her love of the sport and her club
kept her with SBU, where she remains.
My son started at age 10 and had a similar reaction when he joined South Bay United. He instantly
loved the sport, his coach, and the friends he made at SBU. The late practice times were hard for him
as well. He is a kid who wants to excel in both school and sports. Getting home at 9:30 p.m., having a
second dinner, showering, and then finishing up any unfinished school work before bed is extremely
difficult for high -achievers like him.
can also speak from my perspective as the club administrator for South Bay United. I have been
deeply involved in almost every aspect of the club for the last several years. I have coordinated many
Open Houses and "Bring a Friend to Practice" days, and when it comes to the younger kids, the
reaction to our practice times is almost always the same: "Oh, our son/daughter loved it. But we just
can't attend a practice that starts at 7. He/She is in bed by then" This is often followed by, "We had to
find another club that could accommodate our schedule." It is so discouraging.
Lastly, my husband is the Junior Varsity coach at El Segundo High School for both the girls' and boys'
programs. He is always surprised to hear how far families are driving to find a club that has practice
times better aligned with healthy sleep schedules. What a gift it would be to the entire South Bay
community to keep these kids local.
No matter how you look at it, our sport —and especially our youngest athletes —has suffered from
these late practice times. Please vote to give these athletes, and those in the future, a chance to be
part of a sport that is thriving in every other area up and down the coast of California. Let's keep our
local kids local, not driving elsewhere to find clubs with consistently early practice times.

SBU Water Polo Pool Times

Hi there,
I am an El Segundo resident and have two boys at Center Street Elementary School. My older son
really enjoyed the Splash Ball program with South Bay United Water Polo Club but when it was time
for him to move up to 10U, the late practice time was a non -starter for us. He normally gets in bed
between 7 and 7:30 so to have the practice go until 9 would be really disruptive to his sleep and health
at such a young age. We love water polo so we now drive to LMU where the practice time is a much
more reasonable 4:30 - 6:00 pm but would prefer to remain local with other families in the El Segundo
community (not to mention avoid the drive to LMU during rush hour). I hope you will consider giving
SBU access to El Segundo aquatic facilities earlier to allow us to come back!

My name is Eric Meyer, and I am the proud father of a 10U South Bay United water polo player, Duke.
Coach Alex Heck's Splashball program was an incredible introduction for my son and made him fall in
love with water polo from the start.
We have balanced Duke's participation in many sports and other activities, and water polo has
remained at the top of his list, particularly after last weekend's success of his team going 2-0 in his first
official game and Duke contributing several goals, assists, aggressive defensive, and most importantly,
spirited play.
Now that Duke plays competitively, the late practice times have become a serious challenge for our
family. They make it difficult for him to balance school, rest, and family time. I have spoken with many
other splashball parents, several of whom had promising young water polo players, who did not have
their children participate in club water polo this year specifically because the late practice schedule
was too great of a burden on their children and families. I anticipate these challenges will exacerbate
as Duke's school and homework obligations increase each year in school.
am confident that with more equitable scheduling — earlier water time on Monday, Wednesday, and
Friday— water polo programs in El Segundo and the greater South Bay would growjust as swimming
has. Families would stay, more kids would join and participate, and our city would strengthen its
reputation as a true aquatic hub that supports all sports equally.
With the reopening of The Plunge and the renovations at the Aquatic Center, now is the right moment
to create a schedule that reflects fairness and accessibility, and facilitates the participation in a
historically strong sport in the area. A sport that teaches discipline, teamwork, perseverance and other
athletic skills that translates across other sports and into life. While college athletics is not at the
forefront of my concerns or wishes for my children, I know several young adults and adults who
enjoyed playing water polo at the highest levels, which opportunities were certainly attributable in
major part to early life training and participation. I respectfully ask you to support the water polo
community by making practice times more equitable.

Dear Council Member,
I am writing on behalf of my family to express our concerns regarding the current weekday water polo
practice schedule at the El Segundo Aquatic Center, which is held on Mondays, Wednesdays, and
Fridays beginning at 7:00 p.m. While we greatly appreciate the city's commitment to supporting youth
sports, we respectfully request consideration for earlier practice times to better support the needs of
young athletes and their families.
Our family is deeply invested in water polo —it is the primary and only sport that our 9-year-old child
(Carter Cui) participates in. However, the late evening practices present several challenges:
Sleep and Academic Impact: Practices that end around 8:30 p.m. and getting home around
9pm often result in our child going to bed well after 10:00 p.m. This makes it difficult for them to
get the recommended amount of sleep for children their age, which in turn impacts focus and
performance at school the following day.
Weather and Attendance: During the winter months, late evening practices are especially
difficult, as the cold discourages younger athletes from attending regularly. It is also challenging
to recruit new players under these conditions, which limits the growth and sustainability of the
program.
Comparisons to Nearby Clubs: Neighboring clubs, such as the Trojan Water Polo program,
hold weekday practices at 5:00 p.m. This schedule is much more suitable for children, ensuring
that they can complete practice, eat dinner at a reasonable time, and still maintain healthy sleep
habits. The 10U team lost 2 players in the summer to Trojans with practice time being the
primary reason.
In addition to these points, we believe earlier practice times would also:
Promote Long -Term Participation: More family -friendly practice times will encourage new
families to join and remain in the program, strengthening El Segundo's reputation as a hub for
youth aquatic sports.
Support Community Wellness: Accessible, well-timed youth programs foster healthy lifestyles
and keep children engaged in positive, structured activities outside of school.
We kindly ask that the City Council consider adjusting the weekday water polo practice times to begin
earlier, ideally around 5:00 p.m., in line with best practices at other regional clubs. We believe such a
change would make a meaningful difference for current players while also attracting new families to
participate in this excellent program.

Dear El Segundo City Councilmember,
I am writing to you today as a passionate aquatic parent to advocate for the equitable allocation of
pool space/practice times at the El Segundo Aquatic Center for South Bay United Water Polo Club. In
a setting like the South Bay, pool space is a critical asset to the community to promote and enhance
water safety with the ocean at our doorstep. Year after year, it seems that water polo is at the bottom
of the list when it comes to assigning pool time. This issue is not exclusive to El Segundo as many
local communities seem to deem water polo teams as least worthy of preferable pool time. However,
it would be wonderful to see El Segundo be a leader in this aspect and prioritize water polo teams and
their access to equitable pool time.
We have two sons, ages 13 and 11, who are members of the combined 12u/14u boys team for South
Bay United. Both of my sons have flourished physically, socially and emotionally as they have taken
their swimming skills to this team sport. This is especially true for my older son who was never
confident playing traditional team sports like soccer, baseball and basketball. He has always been
most comfortable in the water. He enjoys being on a competitive swim team, but also asked for the
experience of playing a "team" sport. Water polo has allowed him to become a leader, think critically
about how to interact with his teammates and opponents and set goals for himself that will extend to
his high school and college years.
While we have been happy with our experience on South Bay United, the practice times have been
challenging. Currently, our boys are in the pool until 9:00 pm. By the time we are home and showered
it is close to 10:00 pm and there is little time left to do anything but go to bed. As they move along
middle school and beyond, their school workload has increased and we have to balance our school
priorities and sleep needs with their desire to be a part of the water polo community.
Currently, South Bay United is perfectly poised to teach and introduce water polo to our community
and build a strong foundation of knowledgeable players. However, when friends and classmates
inquire about learning more, they are dismayed at the practice times and oftentimes lose interest
because the late nights "don't work" for their family. Especially for our youngest team members that
are still in elementary school, it is hard for parents to make that sacrifice for a sport their children are
just starting out in.
I am respectfully asking that you consider supporting the water polo community by providing South
Bay United earlier scheduling on Monday, Wednesday, and Friday. I believe this is a reasonable
request that would allow the athletes to practice effectively by allowing for adequate rest, it would help
the club grow, and it would show the city of El Segundo's support of the water polo community.

I am writing as a concerned parent and supporter of the non-profit Beach Cities Alpha swim club to
respectfully urge you to preserve our team's access and training hours at the El Segundo Aquatics
Center, particularly in the competition pool.
More than 100 El Segundo and Wiseburn families rely on this facility for year-round training,
competition, and community, and we are very concerned about any proposals that would reduce
access, cut hours, or displace the team. Specifically:
• Competition Pool Access: Our athletes need consistent training in a regulation -size pool to
remain competitive and safe.
• Consistent Hours: Training requires stable schedules. Reducing prime -time pool hours would
force many younger swimmers to travel outside the community.
• One Team, One Location: Splitting the team across facilities would weaken the strong culture
and continuity we've built.
On a personal note, my 10-year-old son recentlyjoined Beach Cities Alpha and is thriving. His dream is
to join Jr. Guards next summer and eventually compete in swim meets as he continues to improve his
swimming skills. If the team is forced to leave El Segundo, we likely won't be able to continue, since
both my husband and I work full-time and need our kids' activities to remain local.
We respectfully ask the Council to protect the current pool allocations and continue supporting Beach
Cities Alpha as a community -rooted program at the Aquatics Center. Please help us keep our kids in El
Segundo water!

I am writing to you today as a concerned (parent/athlete/coach/community member) to advocate for
the equitable allocation of pool space/practice times at the El Segundo Aquatic Center for South Bay
United Water Polo Club. In an aquatic hub like the South Bay, pool space is a critical asset to the
community. As schedule considerations take place for the aquatic facilities in El Segundo, we believe
it's essential that the facility's schedule be allocated equitably to support all of our athletes, including
the water polo players of South Bay United.
Water polo is a unique sport rooted in teamwork that helps athletes build strength, grit, and discipline.
Such skills help build character in our youth that extend far beyond the pool, contributing to the
academic and personal success for students who have the opportunity to pursue a water polo
journey.
Athletes are often introduced to the sport in this community and build a strong foundation. Yet when
faced with the late night practice times allotted for the water polo clubs at the El Segundo Aquatic
Center, they leave for other communities with more reasonable practice times, sometimes driving as
far as Long Beach or Santa Barbara. As a result, it has been increasingly difficult to build a club to
support this community. And sadly, it has been even more difficult on the athletes who've stayed with
the club as they struggle to build their lives around an unnecessarily strenuous late night practice
schedule.
Luckily, with the re -opening of The Plunge (whose namesake is an accomplished water polo coach,
Urho Saari) and El Segundo Aquatic Center's renovations, the city has an opportunity to create a
schedule that reflects support for the water polo community. In this pivotal time, there will now be a
chance to showcase offerings beyond swimming, by providing multiple avenues to engage in the
aquatic world, much like what's been done in communities up and down the coast. Most importantly,
this would create an accessible entry to water polo that would attract athletes, rather than turn them
away.
And so, we/I respectfully ask that you consider supporting the water polo community by providing
South Bay United earlier scheduling on Monday, Wednesday, and Friday . We believe this is a
reasonable request that would allow the athletes to practice effectively by allowing for adequate rest, it
would help the club grow, and it would put El Segundo water polo on the map. We believe that the
decision to allocate resources equitably would be a statement of El Segundo's values, namely that
water polo is valued as much as any other sport in this city.

I am writing to you today as a concerned parent to advocate for the equitable allocation of

amount of attrition amongst his teammates in the short time he's played the sport and we
believe it is largely due to the later than acceptable practice times.
I respectfully ask that you consider supporting the water polo community by providing
South Bay United earlier scheduling on Monday, Wednesday, and Friday. We believe this is
a reasonable request that would allow the athletes to practice effectively by allowing for
adequate rest, better retention within the sport, and an opportunity to put El Segundo
water polo on the map! We believe that the decision to allocate resources equitably would

Dear Honorable Mayor and City Council Members,
I'm writing to you not just as a resident, but as a parent watching my children thrive in a program that could be taken
away from them —not because it's failing, but because other teams won't share the resources they already have.
My daughter Vivienne has spent nearly half her life at the El Segundo Aquatics Center. She started with Alpha Aquatics
at Wiseburn when the pool opened six years ago. Now she's 12, in 6th grade, and swimming is part of who she is. My
9-year-old son is in the lessons program. If we lose access to this pool, my kids won't be able to continue their sport.
And we're not alone —Beach Cities Alpha serves over 100 El Segundo and Wiseburn families who call this facility
home.
Here's what's at stake:
Our swimmers need the competition pool. The proposal to give us four shallow lanes simply doesn't work for a
competitive swim team. You can't train competitive swimmers in shallow water any more than you could prepare a
basketball team on a half -court. Our athletes need the depth and full 50-meter length of the competition pool for
proper stroke development, flip turns, competitive readiness, and safety. Shallow lanes are for recreational swimming
and lessons —not for training athletes who compete at high levels.
Consistent hours during prime time matter. Our younger El Segundo swimmers currently train on the South side
during these crucial hours. Losing North Side access or being pushed to shallow lanes would force us to send kids
farther from home, fracturing the community we've built.
Keeping our team together keeps kids engaged. The Aquatics Center is where Beach Cities Alpha exists as one
unified program. Split us up, and you'll watch what we've built slowly fall apart.
I want to be clear: we're not asking for exclusive access. We're willing to share. We've always been open to
collaborative solutions that serve all young athletes in our community.
But here's what troubles us: South Bay United water polo uses the Wiseburn pool. Trojan water polo has access to
multiple pools throughout the South Bay, including Miracosta—yet they won't share Miracosta with South Bay United,
and apparently won't share the Plunge either. Instead, the proposed solution is to push our swim team into four
shallow lanes while water polo takes the competition pool.
Were being asked to accommodate everyone while teams with multiple facilities won't share among
themselves. If we lose proper training space, our families have nowhere else to go. Meanwhile, Trojan has other
options they're choosing not to use collaboratively.
Surely we can find an equitable solution —where teams with multiple pools share them with each other, rather than
displacing a community program that has called the Aquatics Center home since day one.
We're longtime El Segundo residents who supported the Plunge reconstruction and are excited to return there when it
reopens. We're willing to split practices between both El Segundo pools. We're flexible. We're cooperative. We're part
of this community.
Please don't let us be displaced from our home pool. Help us keep our kids in El Segundo water —where they
belong.

Dear Honorable Mayor and City Council Members,
I am writing as a concerned resident and parent of a swimmer and a strong supporter of the non-
profit Beach Cities Alpha swim club, to respectfully urge you to preserve our team's existing access
and training hours at the El Segundo Aquatics Center, particularly within the competition pool.
The El Segundo Aquatics Center is a premier facility that has been home to our individual swim clubs
since it opened 6 years ago and is critical to the success and unity of our newly united program. It is
also a central hub for the more than 100 El Segundo and Wiseburn families who are part of our
swim club — a strong, local base that relies on this facility for year-round training, competition, and
community engagement.
We are deeply concerned about any proposals that would reduce access to the competition pool, limit
current training hours, or displace our team from the Aquatics Center. Specifically:
1. Loss of Access to Competition Pool Space: Our swimmers train to compete at the highest
levels, and that requires consistent access to a regulation -size, 50-meter competition pool.
Moving us to smaller or non-competitive facilities would significantly hinder our athletes'
development and ability to remain competitive as well potentially being a safety hazard.
2. Maintaining Current Hours Is Essential: Swim training is highly dependent on consistent
scheduling. Any reduction or rescheduling of our current pool time would disrupt practice
structure and limit training opportunities, especially for our younger swimmers. BCA has worked
hard to keep our younger El Segundo swimmers in the water on the South side of Wiseburn
during prime time hours. The loss of the North Side during prime time hours will materially
impact our ability to maintain this schedule for these swimmers and they would almost certainly
be required to commute to other locations which are further away.
3. Keeping the Team United in One Location: Splitting practice locations or relocating portions
of the team would fracture the strong community we've built. The Aquatics Center provides a
shared space that fosters team identity, culture, and continuity — all of which are vital for athlete
retention, parent involvement, and program growth.
Our swim club is more than a sports team. It is a combined entity of two long-standing, inclusive local
programs that promote physical health, discipline, and confidence among hundreds of youth —
including a significant number of El Segundo residents. We host local meets that bring positive
attention and economic activity to the city and provide a supportive environment that benefits
swimmers of all levels.
My son Ezio Ubaldi started his swimming journey in the lessons program at the Plunge in Ell
Segundo at 3 years old. After the plunged closed and lessons re -opened he continued this
journey in the Ell Segundo rec lessons programs at ESAC. The coaches there recommended that
he try out the lessons offered by Alpha Aquatics (now BCA) and he loved it. He loved it so much
he is on the swim team now. At 9 years old he is already competing at a high level against other
passionate swimmers all across LA. Potentially having his access to ESAC disrupted with
essentially no discussion with the team is frankly baffling. I am hoping as a resident and as a
parent that the council will re -consider the proposals at hand.
We respectfully ask that the Council protect the current pool allocations and continue to support
Beach Cities Alpha as a unified, community -rooted program at the El Segundo Aquatics Center. Please
help us keep our kids in El Segundo water!

Dear City Council members,
My name is Meredith Kintner, and I am the mother of a 9-year-old girl, Sydney, who is a Wiseburn
Unified student and has fallen in love with the sport of water polo. She started splashball at age 7 with
practices from 3:30-4:30 pm —perfect for young kids. But when she moved up to 10U last fall (when she
was 8 yrs old), her practices shifted to 7-9 pm. For children this age, those hours are not just
inconvenient, they are unhealthy. Experts recommend school -aged kids be asleep well before 9 pm, yet
our athletes arejust leaving the pool at that time. We even have to explain to her teachers why she may
be tired in class the next morning.
This imbalance goes deeper than bedtime. Swim clubs have the earlier hours, which makes it easier for
families to commit, and that's exactly why they've grown louder and stronger in numbers.
Meanwhile, water polo is fighting to stay alive in this city and unreasonably late practice times are a
driving factor.
Families see the late -night schedule, decide against joining, and the cycle continues —fewer players,
fewer voices, less influence, and even later times. That cycle directly limits our competitiveness. Without
growing numbers of local athletes, we will never be able to build strong teams, and our kids will always
be at a disadvantage compared to other communities where water polo is nurtured.
At a recent meeting, my daughter Sydney herself raised her voice to this council. She loves this sport
deeply, and it says a lot that a then 8-year-old felt compelled to speak up for something she cares about
so much. As her mother, I will continue to stand alongside her and fight for the sport she loves —for her,
and for every child who deserves the same chance.
Now, with the reopening of The Plunge and the renovations at the El Segundo Aquatic Center, the City
has a chance to break that cycle. Communities up and down the coast support both swimming and water
polo as pillars of their aquatic programs. By offering water polo equitable pool times, El Segundo can
finally give our kids the same opportunity swimmers already enjoy: to grow, compete, and thrive.
To continue relegating water polo to the latest hours is to knowingly disadvantage an entire group of
young athletes. But a vote for equity is a vote for fairness, health, opportunity, and competitiveness —for
choosing to grow all of El Segundo's aquatic programs, notjust one. That's a decision no one should be
able to vote against.

For six years, this facility has been home to our swimmers and is now the heart of our newly united
program. More than 100 local families from El Segundo and Wiseburn depend on it for year-round
training, competition, and community.
We're concerned about any proposals that would cut into our current pool space, hours, or ability to
stay at the Aquatics Center. In particular:
• Competition Pool Access: Our athletes need consistent use of a regulation -size 50-meter pool
to train safely and remain competitive. Smaller or non-competitive facilities simply won't allow
that.
• Current Hours: Swimming requires consistent schedules. Losing prime -time access on the
North Side would disrupt practices, especially for our youngest swimmers, and could force them
to commute farther for training.
• One Location, One Team: Splitting practice sites would fracture the strong community we've

Our swim club is a community program that builds confidence, discipline, and health for hundreds of
kids many right here in El Segundo. We also bring positive visibility and economic activity to the city

We are deeply concerned about any "business plan" proposals that would reduce access to the
competition pool, limit current training hours, or displace our team from the Aquatics Center. A careful
reading of the "business plan" that will be presented to the Council on October 7 shows that our club
will suffer a significant adverse impact in our access and proposes that we use unsafe facilities for the
purposes of our club. Specifically:
1. Loss of Access to Competition Pool Space: Our swimmers train to compete at the highest levels, and
that requires consistent access to a regulation -size, 50-meter competition pool. Moving us to smaller or
non-competitive facilities (like the instructional pool) would significantly hinder our athletes'
development and ability to remain competitive as well potentially being a safety hazard.
2. Maintaining Current Hours Is Essential: Swim training is highly dependent on consistent scheduling.
Any reduction or rescheduling of our current pool time would disrupt practice structure and limit

As a child, I had the opportunity to participate in a competitive swimming program. However, because
the practice pool was over 40 minutes away from my home, my parents could not support my

and son are not deprived of their opportunities to swim as children because of a hasty decision to adopt
a "business plan" that will jeopardize their safety and access.
We respectfully ask that the Council protect the current pool allocations and continue to support Beach

Dear El Segundo Council Members
I am writing to express my strong support and hope that you will vote on Tuesday to develop an
equitable schedule for water sports teams at ESAC, with earlier times for water polo teams. My three
sons have been members of South Bay United Water Polo club for several years now. The club holds
the majority of practices at ESAC and we usually end up with 7-9 practice times, even for our 10U
group. This really affects our evening routine, because the kids do not arrive back home until 10pm.
This makes it really hard for them to take a shower, wind down, get ready for bed and have enough
rest until the next school day. It would be wonderful if practice times could be at least an hour earlier,
if not two hours. My youngest son tried playing with Trojan for a semester, and they had 6:30-8
practice times, which worked much better for our evening schedule. But he was feeling loyal to SBU,
and decided to go back to SBU.
Our club has suffered some player attrition in the last year, to the point where 12U and 14U groups
had to be combined to even have enough players to enter tournaments. We had to forgo many
tournaments, because we just did not have enough players. We are working hard to grow our age
groups again and be able to compete. Having an earlier practice time would be such a great help to
reach this goal! We cannot attract new members if our practice times remain this late.

For my family — and especially my daughter — the Aquatics Center has been much more than
a facility. It's where she discovered her passion for swimming, grew in confidence, and learned
the values of hard work and dedication. One of her favorite memories is learning how to dive
with Coach Bailey at this very pool — an experience that sparked her excitement for swimming
and gave her the courage to take on new challenges in and out of the water. From those first
lessons to the advanced training she now receives, I've seen firsthand how essential this pool
and this program are to our youth.
The El Segundo Aquatics Center has served as a premier facility for local swimmers since it
opened six years ago. It's the backbone of our unified program, supporting more than 100 El
Segundo and Wiseburn families who rely on this space for year-round training, competition, and

Dear Honorable Mayor and City Council Members,
am writing as a concerned resident and parent as well as a strong supporter of the non-profit
Beach Cities Alpha swim club, to respectfully urge you to preserve our team's existing access and
training hours at the El Segundo Aquatics Center, particularly within the competition pool.
The El Segundo Aquatics Center is a premier facility that has been home to our individual swim clubs
since it opened 6 years ago and is critical to the success and unity of our newly united program. It is
also a central hub for the more than 100 El Segundo and Wiseburn families who are part of our swim
club — a strong, local base that relies on this facility for year-round training, competition, and
community engagement.
I am sure you have already seen numerous emails come through regarding this issue. All we are asking
is a chance to review the proposed changes and do what is right for the kids in the community. The
swim club not only provides the sport to the kids in the community but also trains the kids to be ready
for junior lifeguards, which is more important than any sport, surviving and respecting the
beaches/ocean that is so close to our community.
Thank you for your time, and for your commitment to supporting youth athletics and community
programs in El Segundo.

Dear El Segundo Mayor, Mayor Pro Tem, and Council Members,
am writing to express significant concerns regarding the pool allocation changes within the proposed
Aquatics Business Plan. While the plan may aim for "equality" in distribution, the resulting allocation is
not equitable for the facility's highest -performing program. Specifically, the proposed reduction in
Competitive Pool time for Beach Cities Alpha (BCA), coupled with an expectation to utilize the
Instruction Pool instead, will be detrimental to their ability to train and compete at a state and
national level.
My name is Volkan Ustun, and my family represents the deep connection that the aquatics program
fosters. Both of my sons swim for Beach Cities Alpha, and the quality of the program has made our
family invest heavily in the El Segundo community —including frequent patronage of local businesses,
promoting El Segundo to out-of-town guests, and most recently, my older son enrolling in El Segundo
Middle School. Beach Cities Alpha is a significant community asset and a key driver of non-resident
engagement and revenue for the city and ESAC.
Maintaining the competitive excellence of Beach Cities Alpha requires dedicated time in the
Competitive Pool. As a premier program, BCA is on a trajectory to produce national -level athletes, with
potential competitors for the 2028 Los Angeles Olympics. The Instruction Pool cannot substitute for this
need due to differences in depth, lane width, and competitive setup (e.g., block starts, turn practice).
Diluting their access to the competition pool risks devaluing the high standards and return -on -
investment the city has made in the ESAC facility.
We urge the Council to re-evaluate the proposed allocation by prioritizing the total community benefit
and quantifiable usage metrics. Beach Cities Alpha currently represents the largest user base, serves a
high number of El Segundo resident families, and provides substantial financial contributions to ESAC
operations. Any proposed change must be supported by a clear analysis that demonstrates a superior,
equitable distribution of resources based on these measurable factors, not just an arbitrary division of
hours.
Please consider the significant, disruptive impact this plan will have on the hundreds of swimmers and
families, including many El Segundo residents, who depend on BCA's current operating schedule.

I am a Wiseburn School District parent, and my son Vasco, a freshman at Da Vinci High School, has
been a swimmer with Alpha for the past three years. He is now gaining valuable new experience with
Beach Cities Alpha. The El Segundo Aquatics Center, with its unique swimming environment and our
team's excellent coaching, has given Vasco a true sense of place and belonging, where he has been
able to grow and thrive.
Wiseburn is the center of our daily lives —for both education and sports —and it is where our family
feels rooted. The possibility of losing access to the pool, or seeing it reduced, is a source of real
concern for us. As a family, we want to know that our local facility will continue to play a positive and
essential role, not only for Vasco, but for our entire community.

The El Segundo Aquatics Center is a premier facility that has been home to our individual swim clubs

a central hub for the more than 100 El Segundo and Wiseburn families who are part of our swim club
— a strong, local base that relies on this facility for year-round training, competition, and community
engagement.
We are deeply concerned about any proposals that would reduce access to the competition pool, limit
current training hours, or displace our team from the Aquatics Center. Specifically:
Loss of Access to Competition Pool Space: Our swimmers train to compete at the highest
levels, and that requires consistent access to a regulation -size, 50-meter competition pool.
Moving us to smaller or non-competitive facilities would significantly hinder our athletes'
development and ability to remain competitive as well potentially being a safety hazard.
2. Maintaining Current Hours Is Essential: Swim training is highly dependent on consistent
scheduling. Any reduction or rescheduling of our current pool time would disrupt practice
structure and limit training opportunities, especially for our younger swimmers. BCA has worked
hard to keep our younger El Segundo swimmers in the water on the South side of Wiseburn
during prime time hours. The loss of the North Side during prime time hours will materially
impact our ability to maintain this schedule for these swimmers and they would almost certainly
be required to commute to other locations which are further away.
3. Keeping the Team United in One Location: Splitting practice locations or relocating portions of
the team would fracture the strong community we've built. The Aquatics Center provides a shared
space that fosters team identity, culture, and continuity — all of which are vital for athlete

retention, parent involvement, and program growth.
Our swim club is more than a sports team. It is a combined entity of two long-standing, inclusive local
programs that promote physical health, discipline, and confidence among hundreds of youth — including
a significant number of El Segundo residents. We host local meets that bring positive attention and
economic activity to the city and provide, a supportive environment that benefits swimmers of all levels.
