The Environmental Committee, with certain statutory exceptions, can only take action
upon properly posted and listed agenda items. Any writings or documents given to a
majority of the Environmental Committee, regarding any matter on this agenda, that the
City received after issuing the agenda packet are available for public inspection in the
Reception area of City Hall during normal business hours. Such documents may be
posted on the City's website at www.elsegundo.org and additional copies will be available
at the meeting.
Unless otherwise noted in the agenda, the public can only comment on city -related
business that is within the jurisdiction of the Environmental Committee and/or items listed
on the agenda during the Public Communications portion of the Meeting. The time limit
for comments is five (5) minutes per person. Before speaking to the Environmental
Committee, please state: your name, residence, and organization/group you represent, if
desired. Please respect the time limits.

PUBLIC COMMUNICATION
(Related to City Business Only — 5-minute limit per person, 30-minute limit
total) Individuals who have received value of $50 or more to communicate to the
Environmental Committee on behalf of another, and employees speaking on behalf
of their employer, must so identify themselves prior to addressing Environmental
Committee. Failure to do so shall be a misdemeanor and punishable by a fine of
$250. While all comments are welcome, the Brown Act does not allow action on
any item not on the agenda.

MEETING MINUTES
Friday, March 7, 2025, 12:00 p.m.
CALL TO ORDER:
The meeting was called to order at 12:02 pm, held in the Executive
Conference Room of City Hall in person.
2. ROLL CALL:
The following Committee Members were present:
• Tracey Miller-Zarneke, Committee Chair
• Kevin Butler, Vice Chair
• Shannon O'Toole, Member
• Sudip Giri, Member
• Leslie Edwards, Member
• Chia -Ming Ro, ESUSD Member
Dennis Falk, Member, was not present.
The following City staff were present:
• Elias K. Sassoon, Public Works Director
• Daniel Pankau, Environmental Programs Manager
Ryan Baldino, Councilmember, was not present.
3. PUBLIC COMMUNICATION:
Philip Friess spoke of his involvement as a sub -consultant to Dr.
Stenstrom and how the initial Hyperion site visit is still postponed and yet
to be rescheduled. The project is moving slowly, and they have not
obtained access to the facility. LA City has asked for additional conditions
prior to the site visits along with post inspection reports.
4. CONSENT AGENDA:
Approval of Minutes from February 7, 2025. Vice Chair Butler made a
motion for approval, seconded by member Giri, approved unanimously.
5. REPORTS -ENVIRONMENTAL COMMITTEE: Sub -Committee Updates
a. Blue Butterfly Conservancy: Vice Chair Butler reports not much
movement this month thus far, invasive removals will be needed after rain
events. Still moving forward with Eagle Scouts regarding signage and additional
volunteers for credits. Chair Miller-Zarneke requested that when invasives are
removed that the material be composted and no plastic bags be involved in the
collection. Member Giri suggested setting up a meeting with Barbara and Vice
Chair Butler to discuss additional funding opportunities. Member Ro brought up
that the list of city trees could be updated to include more natives. Chair Miller-
Zarneke and Vice Chair Butler spoke about how the city arborist told the group
that many of the native trees do not fit the need of the placement locations
outside of open space areas. The upcoming Rotary Club presentation will
discuss native plants and biodiversity.
b. Earth Week Farmers Market Booth: Chair Miller-Zarneke produced a sign
in sheet for the group with 30-minute shifts. The Committee will host a booth at
the Farmers Market on 4/24/25. Member Giri and Ro spoke about how to utilize
technology to the groups advantage including adding QR codes to flyers and
social media promotion. Member Edwards suggested additional kitchen scrap
pails be distributed at the event. Staff Member Pankau will put in the request
with EDCO.
c. Committee Focus Areas: Member O'Toole gave an update to the group on the
2025 Kiwanis Chilipolooza event, taking place Saturday, March 29, 2025. This
will be a sustainable event that can be used as an example for future events. The
banner is "reused" from last year's event; there will be compostable and or
recyclable food service ware; the cups are edible and compostable.
6. REPORTS -PUBLIC WORKS
a. Hyperion Update: Environmental Programs Manager Daniel Pankau gave
updates regarding the Hyperion facility including Dr. Stenstrom and sub -
consultant are still waiting on Hyperion for rescheduled date to start field work
at the facility. Over the past two weeks, SCAQMD received approximately 60
odor complaints. The facility was issued 3 Notices of Violation during this
period, on February 261", 271" and March 2nd for public nuisance related to
odors. The facility performed well during the recent rainstorm event, from
February 12, 2025, through February 14, 2025, in which the City of Los
Angeles experienced 1.73 inches of rain (in the coastal area) receiving peak
flows of 570 Million Gallons per Day (MGD), in comparison to the average
flow of 260 MGD, with no adverse effects.
b. City Sustainability Update: Environmental Programs Manager, Daniel
Pankau- Gave a brief update on the South Bay Cities Council of
Governments (SBCCOG) Q1 energy Management Working Group Meeting.
The COG stated that discussions are taking place with Los Angeles County
for potential funding of California Green Business Network certifications.
