Any writings or documents given to a majority of the Environmental Committee, regarding any matter on this agenda, that the City received after issuing the agenda packet are available for public inspection in the Reception area of City Hall during normal business hours. Such documents may be posted on the City's website at www.elsegundo.org and additional copies will be available at the meeting. Unless otherwise noted in the agenda, the public can only comment on city -related business that is within the jurisdiction of the Environmental Committee and/or items listed on the agenda during the Public Communications portion of the Meeting. The time limit for comments is five (5) minutes per person. Before speaking to the Environmental Committee, please state: your name, residence, and organization/group you represent, if desired. Please respect the time limits. Alternatively, discuss and take other action related to this item. 2 ADJOURNMENT POSTED: 4-29-2025 DATE: 5-2-2025 TIME: 12.00 PM BY: Daniel Pankau G� T Y O� sI,GA3 ENVIRONMENTAL COMMITTEE MEETING MINUTES Friday, April 4, 2025, 12:00 p.m. 1 CALL TO ORDER: The meeting was called to order at 12:01 pm, held in the Executive Conference Room of City Hall in person. 2. ROLL CALL: The following Committee Members were present: • Shannon O'Toole, Member • Sudip Giri, Member • Leslie Edwards, Member • Chia -Ming Ro, ESUSD Member Tracey Miller-Zarneke, Chair, Kevin Butler, Vice Chair and Dennis Falk, Member, were not present. The following City staff were present: • Elias K. Sassoon, Public Works Director • Daniel Pankau, Environmental Programs Manager Ryan Baldino, Councilmember, was not present. 3. PUBLIC COMMUNICATION: Philip Friess spoke of his involvement as a sub -consultant to Dr. Stenstrom and how the initial Hyperion site visit is still postponed and yet to be rescheduled. 4. CONSENT AGENDA: Approval of Minutes from March 7, 2025. Member Edwards made a motion for approval, seconded by Member Giri, approved unanimously. 5. REPORTS -ENVIRONMENTAL COMMITTEE: Sub -Committee Updates a. Blue Butterfly Conservancy: Member Edwards informed the group that there would be a native plant planting along the "hillside" on Saturday April 51" and Saturday April 121" from 10-12am. She also noted that interns are working on drafting a presentation for the next committee meeting. b. Earth Week Farmers Market Booth: Environmental Programs Manager Pankau discussed the updated shifts for the booth with Members Edwards and Giri extending their availabilities. Member Giri reported that he would create a brief survey accessed via QR code. Member Edwards' kitchen scrap pail suggestion will be fulfilled by EDCO staff. c. Eco-Friendly Public Events: Member O'Toole gave an update to the group on the 2025 Kiwanis Chilipalooza event, that took place Saturday, March 29, 2025. The event was a success, thanked Vice Chair Butler and Member Edwards for their assistance. Member O'Toole stated that they could make some improvements with crowd control and source separation. d. Fireworks Commentary: Environmental Programs Manager Pankau displayed the email request for a drone show vs fireworks for the July 4t" celebration. Member Ro brought up the no -fly zone in relation to proximity to LAX. 6. REPORTS -PUBLIC WORKS a. Land Use Element Update TAC: Community Development Staff Member Paul Samaras discussed the groups formation and function in regards to the General Plan Update. At the time of presenting a quorum was not present and Community Development Staff will be asked to present again at a future meeting. b. Hyperion Update: Environmental Programs Manager Daniel Pankau gave updates regarding the Hyperion facility. Over the past two weeks, SCAQMD received approximately 42 odor complaints. The facility was issued no Notices of Violation during this period. The Bioenergy Facility will be down for planned maintenance from April 5, at 6:00 pm through April 12. During the outage, biogas will be utilized by a boiler for digester heating. Some biogas gas will be flared. It is not expected that hydrogen sulfide or any odors will be emitted. The first Hyperion Pipeline newsletter was released for March 2025. This newsletter will be released monthly highlighting education, updates and improvements made at the facility. c. City Sustainability Update: Environmental Programs Manager Pankau and Public Works Director Sassoon gave a brief update on the non-exclusive commercial franchise agreement, specifically using the agreement as a tool for SB1383 compliance. 7.
