The Environmental Committee, with certain statutory exceptions, can only take action
upon properly posted and listed agenda items. Any writings or documents given to a
majority of the Environmental Committee, regarding any matter on this agenda, that the
City received after issuing the agenda packet are available for public inspection in the
Reception area of City Hall during normal business hours. Such documents may be
posted on the City's website at www.elsegundo.org and additional copies will be available
at the meeting.
Unless otherwise noted in the agenda, the public can only comment on city -related
business that is within the jurisdiction of the Environmental Committee and/or items listed
on the agenda during the Public Communications portion of the Meeting. The time limit
for comments is five (5) minutes per person. Before speaking to the Environmental
Committee, please state: your name, residence, and organization/group you represent, if
desired. Please respect the time limits.

CALL TO ORDER / ROLL CALL
PUBLIC COMMUNICATION
(Related to City Business Only — 5-minute limit per person, 30-minute limit
total) Individuals who have received value of $50 or more to communicate to the
Environmental Committee on behalf of another, and employees speaking on behalf
of their employer, must so identify themselves prior to addressing Environmental
Committee. Failure to do so shall be a misdemeanor and punishable by a fine of
$250. While all comments are welcome, the Brown Act does not allow action on
any item not on the agenda.

MEETING MINUTES
Friday, May 2, 2025, 12:00 p.m.
CALL TO ORDER:
The meeting was called to order at 12:02 pm, held in the Executive
Conference Room of City Hall in person.
2. ROLL CALL:
The following Committee Members were present:
• Tracey Miller-Zarneke, Chair
• Kevin Butler, Vice Chair
• Shannon O'Toole, Member
• Dennis Falk, Member
• Leslie Edwards, Member
Chia -Ming Ro, ESUSD Member
and Sudip Giri, Member, were not present.
The following City staff were present:
• Daniel Pankau, Environmental Programs Manager
• Ryan Baldino, Councilmember
Elias K. Sassoon, Public Works Director was not preset
3. PUBLIC COMMUNICATION:
Brandee Kieth, representing the South Coast AQMD, briefed the group on
potential upcoming changes to space and water heating appliance rules
(1111/1121). Members from the El Segundo Blue Butterfly Conservancy,
including Carol Hahn, Barbara Boland, Monica Davis Wuerth and Julie
Rochefort spoke about the successful hillside cleanup events on Saturday
April 5t" and Saturday April 12t" as well as briefly introducing the
presentation referenced under environmental committee reports/blue
butterfly conservancy.
4. CONSENT AGENDA:
Approval of Minutes from March 7, 2025. Member O'Toole made a motion
for approval, seconded by Member Edwards, approved unanimously.
5. REPORTS -ENVIRONMENTAL COMMITTEE: Sub -Committee Updates
a. Blue Butterfly Conservancy: Interns from El Segundo High School gave
a PowerPoint presentation on their volunteer efforts and the blue butterfly in
general. The presentation included how they became involved, the El Segundo
Blue Butterfly life cycle, raising awareness, mapping the habitat area along
Imperial Highway, and the promotional artwork that they created.
b. Earth Week Farmers Market Booth Recap: Chair Miller-Zarneke gave a
recap of the earth week booth at the farmers market. She stated the booth was
well -attended and had excellent representation with staff, committee members,
the Blue Butterfly Conservancy and SBCCOG. Member Edwards stated that the
kitchen scrap pails were successful give-away items. Member Falk suggested
even more preplanning could be done for next year's event. Member Butler
suggested tying in a compost giveaway with next year's event.
c. Eco-Friendly Public Events: Member O'Toole gave an additional update
to the group on the 2025 Kiwanis Chilipalooza event that took place Saturday,
March 29, 2025. This event will be used as a template for future sustainably
events within the city. She and Member Edwards will work as a sub -committee to
draft next steps in incentivizing green event practices wider within the City.
6. REPORTS -PUBLIC WORKS
a. Land Use Element Update TAC: Community Development Director Michael
Allen discussed the groups formation and function in regard to the General
Plan Update. Director Allen stated that the goal of this group would be
general feedback to council and that the schedule and timeline had yet to be
established.
Chair Miller-Zarneke posed the motion of who from the Environmental
Committee would be interested in being a representative on the Land Use
Element TAC, Member Butler and Member Edwards both expressed interest.
Member Butler was nominated by Member O'Toole and seconded by Member
Falk, approved unanimously.
b. Hyperion Update: Environmental Programs Manager Daniel Pankau gave
updates regarding the Hyperion facility. Over the past two weeks, SCAQMD
received approximately 27 odor complaints. The facility was issued no
Notices of Violation during this period. City Staff has received a response to
concerns regarding mosquitoes adjacent to the facility. We were informed that
the county vector program is short staffed, and Hyperion has not received a
report since June of 2024. Hyperion maintenance staff determined the cause
of increasing mosquito counts is most likely due to maintenance activities of
equipment such as the primary tank and intermediate pumps. Plant staff have
been going around the plant looking for possible mosquito breeding grounds
and taking appropriate measures, such pumping down standing water.
