2025-05-20 CC Agenda - Public Communication related to Item D15 - Parking Permit2025-05-20 CC AGENDA PACKET IUNICATION RELATED TO ITEM D15 - PARKING PERM IS Outlook Fwd: Parking permit discussion item-May20th meeting From Gayle C 4gaylecdb73@gmai1.com> Date Mon 6/2/2025 10:49 PM To ALL ELECTED OFFICIALS<ALLELECTEDOFFICIALS@elsegundo.org>; Sassoon, Elias <esassoon@elsegundo.org>; Corpuz, Michael -John <MJCorpuz@elsegundo.org> Cc Husband Craig <cmc425@yahoo.ccm> As a resident located on Mariposa Ave, west of Washington St, these past 6 months have provided the best parking we have had on our street in the past 2-3 years and it appears that without much investigation or feedback, that has all come to an end as of the City Council meeting on May 20th. We received a letter Friday, May 30th asking for our permits back because we have lost our preferential parking permits due to a City Council meeting decision. I wasn't even aware there was an upcoming vote on the matter nor did a number of my neighbors. I proceeded to watch the portion of the council meeting where this was discussed, and I was left frustrated and disappointed. Councilmember Keldorf was right when she was eluding to the fact that it felt weird to be making a decision without much resident feedback. As you all know, this neighborhood has been very vocal about the parking issues and when no one shows up, it might mean that no one knew about it. Was there a communication sent to residents in the affected zone or how else would we have known the item was on the agenda? Thejob of the Mr. Elias Sassoon and the City Council members are to represent the greater good of the town. This was a very one- sided discussion, based on couple of complaints by residents on Indiana Ct. At no time, did Mr. Sassoon present alternative options to completely removing the parking permits from North Mariposa homeowners who pay property taxes nor did any Council members ever ask if there were any other options or if anyone has revisited the site to see if we could solve this issue another way. There is a better solution! Did anyone stop to think about what is already taking place on East Mariposa, or have you tried to drive this way lately?! Due to the ongoing street construction, we haven't had the ability to park in front of our homes since May 9th and won't be able to until the end of June! It is loud, dusty and a traffic nightmare while they work on the streets over here. Could you not have waited until this was over to decide? We are also the same people who have difficulty getting out of our driveways when trying to leave for work or around school pick up time because the line of cars from PCH to Kansas is so backed up, and the Pacific Commons complex hasn't even started. I agree with the Mayor that a major traffic study needs to be done before that project starts because this street is already a huge mess. Your decision left the residents of North Mariposa between Washington and Kansas in a worse situation than we were before because you never considered that now we can only park on one side of the street, assuming we can find parking, because you left the South side of Mariposa with parking permits. So, myself and our visitors can't park across the street from our own home because you are requesting to take back our permits. I don't want to take it away from the South side because they fight the same battle, but this was a snap decision with poor research. All of the Turo cars, people taking Ubers to the airport and overflow from the nearby apartments will return soon and we will be forced to park on Washington North, the only street in our neighborhood without permits. Do you know what street sweeping days look like? Where do the residents farther down North Mariposa go? All the way to California? Would you want to have,a parking situation like this in front of your own homes? While I am aware that we can call when a car parks for more than 72 hours, the issue is that the police won't come mark the car until we tell them it has been there for 72 hours and then they mark the tires and wait another 72 hours before towing and then 6 days has elapsed and the car is moved on the 6th day because they are well aware of the street sweeping days. If Mr. Sassoon had taken the time to return to the area and survey the options before making his recommendations, perhaps you would have been able to make a more informed decision. After reviewing the parking spaces along East Mariposa Ave, my recommendation would be to revise the original zone to have no permit parking on North and South side of Mariposa Ave from Indiana Ct to Washington St. and to start the permit parking area from Washington St to Kansas on the North and South side of Mariposa. I believe the Indiana Ct residents would benefit the most with unrestricted parking from Indiana Ct to Washington St, they most likely aren't interested in walking West of Washington St anyway. This area is mostly green space with only a few townhomes but it provides at least 8-10 parking spaces that would more than satisfy the need for the couple of complaints received. I have included pictures below of this area showing what I am talking about. I am not sure how this issue gets reviewed again sooner than the 1 year time frame that was arbitrarily assigned but I would appreciate the Councilmembers acknowledging that a decision was made without all the facts or resident input and that the issue should be revisited immediately before the out of towners figure out the change. In the meantime, I am requesting that all residents on the North side of Mariposa, who's permits you revoked, be able to keep the permits so that they can at least park across the street from their homes or down Washington South or Kansas. I appreciate your time and thank you for your service to our amazing City. I am unable to make it but wanted to share some feedback on the program. I am located at 1531 E Mariposa, 2 houses West of Washington going North and at the dead end of Washington going South. I attended the meetings for the initial program rollout because I knew it would have a negative effect on those of us on Mariposa, because the cars that used to park on the permit streets would ultimately end up in front of our houses. I expressed concern and was told consideration could be made for those of us just outside the permit area. As soon as the program started, I emailed for assistance and was told no permits would be considered because we were out of the "city council approved zone", See email thread below, When I inquired about it again at another meeting, I was told those of us on Mariposa who have an issue need to bring our own petition for parking. We do not have enough houses affected by this permit area, to meet the minimum required, so we struggle with lack of parking now. In addition to the fact that all streets North of Mariposa have to find parking on Washington North, on street sweeping days, we have to park blocks away and when events happen such as Run for Ed and the most recent ESFD, they closed Mariposa and Washington North. So we can't park on Washington South due to a permit issue and the others are closed, so we are walking even farther to get to our cars. I would like to request an exception to the parking permit program to allow residents proven to be negatively affected by the permit process to be allowed to apply for a permit. The City public works department or whichever department is responsible for issuing the permits should have some discretion and guidelines to review requests for permits on a case by case basis. Thank you for your time in reviewing this email and consideration of exceptions, should the pilot program be approved to remain in place. The "Preferential Parking Permit Zone 3" was a Public Hearing item which went to the City Council, and the established zone does not include any streets to the north of Mariposa. Consequently, no permit can be issued for any address which is not within the city council established zone. We live on the North side of Mariposa where Washington St ends into Mariposa Ave. We already struggle daily with the lack of parking in front of our house and it will only get worse when this permit goes into place. We only have 2 spaces near our house because the remainder of the areas around us are red curbs. Due to my husbands job, we are unable to park in our driveway so the street parking is vital to us. When our kids come back from college with their cars, our parking situation gets even more challenging. The reason I am inquiring about a permit is that due to the lack of parking on Mariposa, we often have to park on the Washington St that is south of Mariposa and during street sweeping days that is the only place we can park. In addition, anytime we have guests over they have to park in that new permit area too. There is no other parking available for us especially on street sweeping days because the Washington St that is North of Mariposa Ave, is full of cars belonging to people parking and going to the airport and the overflow from the apartments. This is something I brought up during a couple of the neighborhood meetings and I was told it would be considered. Can you please let me know how these type of permits will be issued and also, what the process will be for the residents at the end of Mariposa Ave near the new parking permit areas to be heard when the already limited parking situation gets even worse after the permit areas start?
