Program Fee
Background
• City Council adopted Ordinance No. 1594 on November 19, 2019, to
establish a Cultural Development Program
• At the November 19, 2024, City Council Meeting, the City Council
directed staff to return to the City Council with updated information
regarding the CDP
• At the January 21, 2025, City Council Meeting, the City Council
directed staff with recommendations to modify the Cultural
Development Program fee structure
• On February 13, 2025, the Planning Commission held
hearing to receive public testimony and other evidence

Modifications to the CDP Fee Structure
• Ability to split the fees between the on -site art and pay the
remainder as in -lieu fee
• Established a fee cap not to exceed $1,000,000
• Allow applicants to pay the fee prior to issuing the certificate of
occupancy rather than the building permit
