PATCHES Program
• The PATCHES program has been active for over six months.
• The PATCHES team consists of members from several city
departments.
• The team meets once each month to collaborate and identify
solutions for issues related to homelessness.

• October - 263 calls out of 2,932 total
• 8% of call volume, 8 calls per day average
• November - 215 calls out of 2,693 total
• 7% of call volume, 7 calls per day average
• December - 202 calls out of 2,548 total

• January — 126 calls out of 2,545 total
• 4% of call volume, 4 calls per day average

• PATCHES Engagement Team
• Follow-up team is made up of five officers and one sergeant.
• Homeless count conducted on October 28, 2024.
• 31 individuals experiencing homelessness contacted and counted.
• Five proactive details conducted during this quarter. 38 individuals
contacted and offered resources.
• Enforcement was conducted, which led to citations and arrests.

City Attorney's Office
• The City Attorney's Office provides guidance
to the PATCHES team and ESPD regarding
regulations, enforcement, and legal
compliance.
• The City Attorney's office drafted an
ordinance updating to the El Segundo
Municipal Code (ESMC) to ensure
consistency with the U.S. Supreme Court's
June 2024 Grants Pass v. Johnson decision.

• On September 17th, 2024, City Council adopted the
ordinance updating ESMC to ensure consistency
with the U.S. Supreme Court's June 2024 Grants
Pass v. Johnson decision.
• The ordinance went into effect on October 17th, ►rt-
2024.

PATCHES Engagement Team
• Enforcing anti -camping ordinance.
• Opportunity to speak with individuals
experiencing homelessness and connect them
with resources.
• Many contacted are service resistant.
• Ordinance gives the ability to detain individuals
and, when necessary, use enforcement as
leverage to get individuals the help they need,
even when they refuse to accept it.

Police Department: Significant Arrests
• On November 6t"7 2024, the PATCHES engagement team made an
arrest of a subject for active warrant and a violent felony crime. This
arrest was initiated due to the subject being in violation of ESMC 7-8-2.
• On January 30, 2025, the PATCHES engagement team made an arrest
of a subject for possession of drugs for sale (felony). This contact was
also initiated due to the subject being in violation of ESMC 7-8-2.

• 18 individuals off the street

• Three reunified with family members
• Two military veterans into the VA
• Out of those 18 individuals, only four
have returned to living on the street.

Success Story
• Individual living in vehicle in a hotel parking lot.
• Vehicle was inoperable.
• City mechanic responded and diagnosed vehicle.
• Vehicle towed to local repair shop and new starter installed.
• Work reimbursed through South Bay Cities Council of Governments.
• Harbor Interfaith responded and connected individual with Safe
Parking in Torrance.
• Individual is still in program today.
