My name is Robert Koran, I live on the 700 block of Lomita Street. I moved to El Segundo in
December of 1990, so almost 35 years. I have three grown adults, all graduating from the El
Segundo school system. My wife and I ran our own business from our home for 17 years and
recently sold it in 2020.
I have always been an advocate of giving back to the community. Our company was a corporate
donor to the Ed Foundation for many years. I have been a little coach, volunteer at St. Anthony
church and school before it shuttered. I was in charge of over 100 volunteers during the APP
pickleball tournament a few years ago. I am an active Knights of Columbus member, El
Segundo Run for Education volunteer and my wife and I financially support many other
charities. I am also the Neighborhood Watch Block Captain for the 700 block of Lomita.
Why do I tell you this? Back in 2017, while attending the Community Police Academy (CPA
Class #6) 1 learned so much about the different aspects of policing. There were 3 or 4 El
Segundo Volunteer Police attending with me, one of them being Dick Wycoff. My conversations
with him about the program had me excited to join when the time was right for me. Over the
next few years, I made it a point to stop and talk to many of the other volunteers as I saw them
at different events and patrolling the streets. They all had positive things to say and were
excited to have someone a bit younger on the team, so in January 2024, 1 submitted my
volunteer application for ESVP.
I hosted a neighborhood watch meeting at my house and all my neighbors were excited that I
had applied. They all said I would be great at it. Sirena suggested I take a ride -along, so I rode
with Maurice for a few hours and it confirmed that I definitely can see myself doing this.
Because of hustle and bustle and everything on Sergeant Chavez plate the oral interview didn't
take place until August 2024. 1 have never been in law enforcement and was more than a little
nervous and unprepared for what questions would be thrown at me. I would like to read to you
the letter I received from him on February 1 st.

I was completely shocked and very disappointed after reading that. I replied to the Sergeants
email with a request for his interview notes and what question(s) I answered incorrectly to justify
his decision.
So I guess I will await his response.

Good evening, Mr. Koran. I thank you for your patience and understanding while waiting for a
response on a decision to process your interview results for the position of El Segundo Police
Volunteer. As you know, it is the Department's priority to provide the City of El Segundo and its
residents with the best service and safety.
I have been focusing all of my time and the Department's resources on hiring police officers and
support staff in an effort to strengthen public safety. In doing so, it has temporarily taken my
attention away from other positions such as the position of El Segundo Police Volunteer, and for
that I apologize.
I have reviewed the responses you provided during the oral interview and have decided not to
recommend you for further processing.
If you have any questions, please feel free to reach out to me. Thank you for your time and interest
in the position of El Segundo Police Volunteer.
