Any writings or documents given to a majority of the Environmental Committee, regarding any matter on this agenda, that the City received after issuing the agenda packet are available for public inspection in the Reception area of City Hall during normal business hours. Such documents may be posted on the City's website at www.elsegundo.org and additional copies will be available at the meeting. Unless otherwise noted in the agenda, the public can only comment on city -related business that is within the jurisdiction of the Environmental Committee and/or items listed on the agenda during the Public Communications portion of the Meeting. CALL TO ORDER The meeting was called to order at 12:02pm, held in the Executive Conference Room of City Hall in person. 2. ROLL CALL The following Committee Members were present: • Tracey Miller-Zarneke, Local Business, Committee Chair • Shannon O'Toole, Member • Dennis Falk, Member • Kevin Atmore, Resident, Member Kevin Butler, Resident, Vice Chair, was not present. Heather Sutherland, ESUSD Representative, Member, was not present. The following City staff were present: • Elias K. Sassoon, Public Works Director • Daniel Pankau, Environmental Programs Manager Ryan Baldino, Councilmember, was not present. 3. PUBLIC COMMUNICATION: Phil Friess, a South Bay resident, attended the commission meeting for a third time and continued to share insights and perspective from his long career working for LASAN (County) in the wastewater realm. Julie Rochefort from the El Segundo Blue Butterfly Conservancy shared concerns and a residential driveway sample of particulate matter collected. She stated that the material started last Thursday and was still coming down with winds from the West. Director Sasson noted that the city took immediate action including requesting additional information from Hyperion along with notification from El Segundo Fire Chief. Ashley and Alexis from Green Infrastructure Design shared a training/conference opportunity on implementing green infrastructure. The conference will take place Oct 29-30t" in Carmel, CA. 4. REPORTS: PUBLIC WORKS Hyperion Update: Environmental Programs Manager, Daniel Pankau- SCAQMD- For the month of July, they received 122 complaints for odors, with a single day high of 11 complaints on July 9t". The district issued two NOV's on July 9t" & July 12t" for public nuisance relating to odors. They held their abatement order hearing on July 315t, this was an update to the initial order given to Hyperion in 2022. The board members unanimously voted to extend the order to January V 2025 and an additional modification hearing on September 5t". Hyperion Status Report Highlights dated July 315t, planned one -mile outfall exercise was completed July 25t", on July 3ra congressmen Ted Lieu's office toured Hyperion facilities and discussed plant improvements with Director Barbara Romero, on Friday July 19t" Hyperion's air monitoring website experienced and outage from July 18t" 4pm —July 19t" at 6:30am, AQMD was notified. PW Director, Sasson noted that the city continues to be in communication with City of Los Angeles regarding the hiring status of the new position that will head up the planned organizational changes at Hyperion. b. City Sustainability Update: Environmental Programs Manager, Daniel Pankau stated that staff submitted their annual report to CalRecycle on August V. This report detailed all recycling, trash and organic data hauled and processed for the Page 5 of 9 2023 calendar year. Our per capita disposal rate was well below target at 12.1 Pound Per Person Per Day (PPD). Staff updated our South Bay Cog Energy & Climate Recognition Report to include all sustainability activities and projects. With these updates the City reached the Gold level for 2024. The awards ceremony is usually held in December. c. Open Committee Seats -Chair, Miller Zarneke, requested an update on open environmental committee seats and weather members who seats are expiring have been notified. Staff will request updates from City Mangers office. 5. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS a. Environmental Work Plan: Subcommittee Updates i. Community Event Greening Update: Member O'Toole reported on research done on reduction of waste at community events. She updated "zero waste" event tentative plan to incentivize participants with a sliding scale of potential discounts base of the number of eco measures they are able to accomplish. She referenced Tacoma Washington as an example. ii. Liaisons with Local Agencies: i. Introduction & Hyperion Tour w/ El Segundo Staff Date: Chair, Miller-Zarneke and Director Sasson confirmed the August 71" date and meeting time of 1:30pm ii. Blue Butterfly Habitat Cleanup tentatively scheduled for the 3ra week of August but may shift to September. 6. CONSENT AGENDA: Approval of Minutes for June 14, 2024, meeting. Member, Dennis Falk, moved to approve. Member, Shannon O'Toole Dennis seconded the motion. The motion was approved unanimously. 7. PUBLIC COMMUNICATION: Phil Friess, a South Bay resident and sub consultant of Dr. Michael Stenstrom, attended the commission meeting for and continued to share insights and perspective from his long career working for LASAN (County) in the wastewater realm. Barbara Boland spoke about the difficulties of expanding the Blue Butterfly Conservancy's reach with its current Chevron funding. She also spoke the invasive proliferation on the Imperial Hillside along with upcoming clean-up event September 21, 2024. 4. REPORTS: PUBLIC WORKS Hyperion Update: Environmental Programs Manager, Daniel Pankau- SCAQMD- Since August 19t", the district has responded to approximately 33 odor complaints, but did not confirm any public nuisance violation. The Board held their modification hearing on September 5t", they accepted all proposed modifications along with setting another meeting date of 11/19/24. The city plans to submit another letter prior to the meeting outlining continued concerns with the facility. PW Director, Sasson noted that both the City and Hearing Board are requesting that the original inspector Haynes be reassigned to the facility due to his intimate knowledge of the facility. Hyperion Status Report Highlights dated September 3rd 2024, on August 29t", Hyperion conducted a planned exercise of the 1-mile outfall gate. DOJ — the City of LA has agreed to pay a total of 20.8 million to fix issues at the Hyperion Plant and to complete related environmental projects in connection with the discharge of millions of gallons of sewage into Santa Monica Bay in 2021. b. City Sustainability Update: Environmental Programs Manager, Daniel Pankau stated that Public Works in cooperation with EDCO will be supplying free SB1383 compliant compost for the entire month of October. The bin will be self -serve and located in the Northeast corner of Recreation Park. The city has secured a $700k grant from the CEC for solar powered EV chargers per the EV master plan. c. Open Committee Seats -Chair, Miller Zarneke, received some updated information on open environmental committee seats. Members whose seats are Page 8 of 9 expiring have been notified. The CM office was also notified that the ESUSD representative has not been attending. 5. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS a. Environmental Work Plan: Subcommittee Updates i. Community Event Greening Update: The checklist draft review was tabled until October meeting. ii. Liaisons with Local Agencies: i. Chair, Miller-Zarneke began the process of setting up a potential Scattergood Facility tour with LADWP ii. Imperial Hillside Clean -Up taking place September 21, morning and afternoon shifts available. This is between Loma Vista & Hillcrest 6. CONSENT AGENDA: Approval of Minutes from August 2024, meeting, were tabled due to having only two members present. 7.
