on Fire -Related Emergencies

Background
• January 7, 2025: Several catastrophic fires broke out in Los An eles County,
including the Palisades Fire in Pacific Palisades and the Eaton Fire around
Altadena and Pasadena
• January 7, 2025: Governor Newsom issued a Proclamation of a State of
Emergency.
• January 7, 2025: L.A. County Board Chair issued a Declaration of State of Local
Emergency.
• January 10, 2025: Department of Health and Human Services issued a
Declaration of Public Health Emergency.
• January 14, 2025: El Segundo City Manager issued Administrative Order No. 1 to
Address Los Angeles County Fire -Related Emergencies.
• ESMC § 2-2-5

City Manager Order
• Suspension of street sweeping regulations through January 17,
2025.
• Suspension of various parking and vehicle habitation restrictions
for 30 days (February 13) through asingle-family resident host
City -issued permit to allow hosting of a displaced individual's RV
on or adjacent to the host's property with use restrictions.
• Suspends baron homesharing/short-term rentals for 90 days
(April 14) through a City permit to provide housing for displaced
persons.
• Suspends collection of TOT for a displaced person occupyin a
room in an "extended stay" hotel/motel for 90 days (April 14�.

"Displaced"
For purposes of the order, "displaced" means:
1. The person's primary residence has been destroyed or
rendered inhabitable or inaccessible by the fires; or
2. The person's primary residence is located in an area subject
to a mandatory evacuation order or an evacuation warning.

Recommendation
• Adopt the proposed resolution to confirm the City Manager's
administrative order, per ESMC § 2-2-5.
