Background
• The construction of the Aquatics Center was initiated as a result of
the settlement agreement between Wiseburn Unified School
District (WUSD) and the City.
• Construction began in January 2017.
• Facility was opened to the public in January 2019.
• Two of the heaters for the competition pool (larger pool) failed
completely in March 2022.
• Temporary repairs were made in July 2022 for approximately
$190 K.

Current
• Currently there are three distinct and separate heating systems.
• Each system consists of one boiler with its own external heat
exchanger unit.
• The competition pool has two of these heating systems, with a heating
capacit of 1.24 million BTU/hr for each system (subtotal of 2.48 million
BTU/hr�
• The practice pool has the third heating system, with a heating capacity of
0.4 million BTU/hr.
• The total heating capacity of the Aquatics Center currently is 2.88
million BTU/hr.

Proposed System
• The new system will function
as a single system and
will
heat both pools at
the same time. The heat will
be transferred to where
the
heat is needed the
most.
• The system output is rated as 6 million BTU/hr and is designed to reduce the
need to constantly run three boilers (2 million BTU/hr each) by providing
redundancy:
➢ One 4-million BTU/hr external heat exchanger unit for competition pool
➢ One 1-million BTU/hr external heat exchanger unit for practice pool
➢ Having the extra 1 million BTU/hr will allow the system to run more efficiently, thus
reducing fuel, maintenance, and repair costs, and minimizing service interruptions.

repairs)

Other Notes
• WUSD will reimburse the City up to $300,000 upon completion
of the work
• All parts and equipment for the proposed system are made in
the U.S.
• One year warranty on parts and materials
• City is trying to obtain an extended five-year warranty

Recommendation
1. Adopt a resolution, by four -fifths vote, declaring the existence of an emergency
and authorizing the award of a contract without competitive bidding pursuant to
Public Contract Code §§ 1102, 20168, and 22050 regarding the needed
permanent repair work for the heaters at the Aquatics Center.
2. Authorize the City Manager to approve and execute a standard Public Works
Construction contract with Knorr Systems International to repair existing heaters
at the El Segundo Wiseburn Aquatics Center for an amount of $613,724 and
authorize an additional $86,276 as contingency funds for potential unforeseen
conditions, for a total budget amount of $700,000.
