Elias. When we discussed putting a stop sign at Oak and Main I asked about the possibility of putting in a light and timing it with the light on Palm and Main so the traffic flow on main St is not impeded when there are no pedestrians. Darrell the stop sign has now been in place for a few months, and I would like it to be put back on a Council agenda to discuss traffic findings and what the city needs to do to enhance safety on that corner. As I indicated before, the driver who runs a stop sign, could potentially and regrettably run a traffic signal light as well. Also, please note that installing an un-warranted traffic signal light is a liability for the city as well. Having said that, I am requesting the city Police Chief to increase patrolling this intersection. I am not surprised that was the result as I was told that was the result of a traffic study in 2018 as well. I just watched somebody run that stop sign right next to me yesterday. I walked to the homecoming football game on Friday, September 20th and was almost hit by somebody who did not stop. I know that the traffic analysis may not call for a light at the intersection, but I strongly urge the City Council to consider putting a light in despite the results. The intersection is dangerous. That's a fact. I have a full-time job and am raising 3 kids. I do not have time to monitor the four-way stop at the end of my street, nor do I want to see City resources wasted by placing a police officer there to write tickets. I truly believe that many people who run the stop sign are from out of town and just don't see it as they approach Maple Avenue from Imperial. Also, should somebody get seriously injured or worse at this intersection, a plaintiffs attorney will easily find an expert witness who disagrees with your traffic analysis and will testify that the intersection is dangerous. I also believe that this s inevitable, based on the amount of people running that stop sign. Further, the emails between us would be discoverable and the City is now on notice of the dangers of the intersection. Regardless of a traffic study, I am alerting you all to the dangers our pedestrians, bikers and drivers face every day as we use that intersection. I distinctly remember what prompted that email as I was trembling after narrowly escaping being t- boned by somebody who completely ran the stop sign that day. As you are aware, Government Code Section 835 states: Except as provided by statute, a public entity is liable for injury caused by a dangerous condition of its property if the plaintiff establishes that the property was in a dangerous condition at the time of the injury, that the injury was proximately caused by the dangerous condition, that the dangerous condition created a reasonably foreseeable risk of the kind of injury which was incurred, and that either: (a) A negligent or wrongful act or omission of an employee of the public entity within the scope of his employment created the dangerous condition; or(b) The public entity had actual or constructive notice of the dangerous condition under Section 835.2 a sufficient time prior to the injury to have taken measures to protect against the dangerous condition. I am writing this email with the intension to put the City of El Segundo on notice that this intersection is a dangerous condition. I want my email to document so that should something ever occur at this intersection, which sadly, I believe is inevitable, the City will be liable for any injuries and cannot claim it did not have actual or constructive notice, as I am informing you, for not the first time, that this intersection is dangerous. If I understand your request correctly, you are requesting to turn the current 4-way stop sign intersection at Main St. and Maple Ave. to a traffic light controlled intersection. A traffic signal warrant analysis must be conducted first to validate the request before any action can be taken. Similar requests have been looked at in the past by the traffic committee, and related traffic study had been conducted previously and the study showed that additional traffic control at the intersection is unwarranted. See attached Dec-18, 2018 staff report for the Traffic Analysis on Main St. From El Segundo Blvd. to Imperial Ave. The Traffic Committee is technical in nature and not open to the public. For the traffic committee agenda item related to you request, the recommendation is to do an update on the traffic study since the last one has been a few years old and the recommendation is expected to be approved. Please let me know what I can do to help advocate for a stoplight at this intersection. I have seen police officers on motorcycles sitting there, but I have to believe there is a better use of our resources for them. What are the odds are actually going to catch somebody blowing through the intersection? And what does it matter if there is a police officer there if the person doesn't stop and kills somebody, which could very easily happen. Seems to me that a police officer here is not really a deterrent, as I think that most residents understand there is a stop sign there. The real danger is the people who don't even put their brakes on and just run the stop sign. Additionally there is a huge back up at the stop sign at various times of the morning.
