A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO TEMPORARILY SUSPENDING COLLECTION OF THE
0.75 PERCENT TRANSACTIONS AND USE TAX AUTHORIZED BY
THE VOTERS AT THE GENERAL MUNICIPAL ELECTION HELD ON
APRIL 10, 2018 (MEASURE C), AND DETERMINING THIS
RESOLUTION IS EXEMPT FROM REVIEW UNDER THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT
The City Council of the City of El Segundo resolves as follows:
SECTION 1. The City Council finds as follows:
A. At the general municipal election held on April 10, 2018, the voters of the City of El
Segundo adopted Ordinance No. 1566 ("Measure C").
B. Measure C authorized a 0.75 percent transactions and use tax, the collection of which
was suspended for so long as any district having taxing powers within the City's
jurisdiction did not place a measure on the ballot seeking voter authorization for a new
or increased transactions and use tax. In the event a district with taxing powers within
the City's jurisdiction sought voter approval of a new or increased transactions and use
tax, the City would commence collection of the tax authorized by Measure C.
C. On June 18, 2024, the County of Los Angeles announced that its "Affordable Housing,
Homelessness Solutions and Prevention Now" measure (hereinafter, the "County Tax
Measure") seeking voter approval of a new transactions and use tax had qualified for the
November 2024 ballot. Placement of the County Tax Measure on the November 2024
ballot triggered commencement of collection of the City's Measure C tax.
D. Measure C expressly authorizes the City Council to suspend or reduce the 0.75 percent
transactions and use tax by resolution after a public hearing. (El Segundo Municipal
Code ("ESMC") § 3-8-15.)
E. The City Council desires to suspend, temporarily, collection of the 0.75 percent
transactions and use tax authorized by Measure C. By this action, the City Council
expressly reserves all power, authority, and discretion vested in it by the voters through
Measure C, and does not waive its power, authority, and discretion to implement, at a
future date, all or any portion of the Measure C tax in accordance with the provisions of
Measure C.
F. In accordance with ESMC § 3-8-15, the City Council held a duly noticed public hearing
on October 1, 2024, at which time it heard and considered all oral and written testimony
from the public prior to acting on this Resolution.

SECTION 2. Action.
A. Pursuant to ESMC § 3-8-15, the City Council hereby temporarily suspends collection of
the 0.75 percent transactions and use tax authorized by Measure C.
B. The City Council expressly reserves all power, authority, and discretion vested in it by
the voters through Measure C, and does not waive its power, authority, and discretion to
implement, at a future date, all or any portion of the Measure C tax in accordance with
the provisions of Measure C.
C. If the County Tax Measure fails to become effective, the tax authorized by Measure C
will remain suspended for so long as any district having taxing powers within the City's
jurisdiction does not place a measure on the ballot seeking voter authorization for a new
or increased transactions and use tax.
SECTION 3. The City Manager is hereby authorized to take any actions that are necessary and
appropriate to carry out the purpose and intent of this Resolution.
SECTION 4. Effective Date. This Resolution shall go into effect immediately upon adoption.
SECTION 5. CEQA. This Resolution is exempt from review under the California Environmental
Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA
regulations (14 California Code Regulations § 15000, et seq.) because it involves governmental
fiscal activities which do not involve any commitment to any specific project and will not result in
direct or indirect physical changes in the environment. Accordingly, this action does not
constitute a "project" that requires environmental review (14 CCR § 15378 (b)(4)).
SECTION 6. The City Clerk will certify to the passage and adoption of this Resolution; will enter
the same in the book of original Resolutions of said City; and will make a minute of the passage
and adoption thereof in the record of proceedings of the City Council of said City, in the minutes
of the meeting at which the same is passed and adopted.
