Fourth of July firework show will begin at 9:00pm. All parks will have a few board games for residents to enjoy. 4. COVID-1 9 Update -Most facilities are open. Recreation and Parks Agenda Statement Meeting Date: August 18, 2021 Agenda Heading: New Business TITLE: Potential expansion of the Checkout Building Restroom Improvement Project. RECOMMENDATION: 1. Review proposed options and provide a recommendation to City Council to move forward for the Checkout Building Restroom Improvements Project. BACKGROUND: Constructed in the late 1950's, the Checkout Building is one of the most active buildings in Recreation Park, supplying visitors with equipment to use on the park's various courts and in its baseball fields. Its public restrooms serve the entire park, are used frequently, and need updating to comply with current accessibility standards. City Council directed Public Works to upgrade the existing restrooms with a $200,000 project budget. DISCUSSION: Public Works Department retained Omnis Consulting Inc., to design the project. Designs would also remove accessibility barriers and provide ADA compliance. During design review, it was apparent that removing accessibility barriers in the existing restrooms would significantly decrease user capacity with reduced number of available toilet stalls and sinks due to ADA compliance requirement. Public Works Buildings Maintenance staff offered a solution to this issue. The north part of the building is currently used for storage. However, they were once restrooms with shower stalls for the court areas, and their water/sewer connections are still in place. Public Works staff has spoken to Community Services staff and the items stored there could be moved elsewhere. There are two scope -of -work options are now available for the Checkout Building's restroom improvements: Option 1 (recommended) would remove accessibility barriers to upgrade the existing restrooms as Family/ADA-compliant restrooms, and then convert the north portion of the Checkout Building into additional restrooms for general public use. This will almost triple the existing restroom area for the checkout building. A Baby changing table can be added to each Family rest room. The building's mechanical room would also have to be modified to move electrical panels into it and to install a new water heater to accommodate a greater volume of water. • Option 2 (the original proposal) would remove accessibility barriers only in the existing restrooms, making them ADA-compliant restrooms with significantly reduced capacity. Estimated costs for each option are shown below: Option 1 Family Restroom and Restroom Expansion Option 2 Improve Existing Restrooms Only Estimated Cost Difference Design $60,000 $ 24,880 $35,120 Construction $ 440,000 $170,000 $270,000 TOTAL ESTIMATE $500,000 $194,880 $305,120 Anticipated schedules for bidding and construction of both options are: • Option 1 o Project design, plan review — August to December 2021 o Project bid — January/February 2022 o Project award and contract processing — March 2022 o Phased project construction — April to October 2022 • Option 2 o Project bid — August/September 2021 o Project award and contract processing — October 2021 o Project construction — November 2021 to February 2022 Option 1 would serve more people, which would better accommodate Community Services events that draw large crowds. It would also provide family amenities that Option 2 cannot. Construction would be phased so that the Family/ADA compliant restrooms would be usable while work occurs on the north area. In the future, should repair work occur in one restroom that would render it temporarily closed, the public would still have restrooms to use. Staff therefore recommends that the Recreation and Parks Commission endorse Option 1 to City Council to expand the Checkout Building Restroom Improvements Project. "Please see attached report to review aquatic center activity. Joslyn Center- July Outreach volunteers helped deliver a total of 618 meals in the month of July. Transportation Currently the Transportation program is not operating and is under review. The Transportation Committee will give an updated report. Farmers Market There were approximately 945 visitors attending the market during the month of July. Certified Farmers 7 Food Vendors 17 Craft Vendors 6 Skate Park Beginning July 1, the skate park fully reopened to the public for free use. Reservations are no longer required. Teen Advisory Committee (TAC) The TAC held their monthly meeting at the Teen Center on July 12. The group planned out and decided on details of their first teen -oriented event. On Thursday, August 19 the Teen Advisory Committee will be hosting a teen movie and BBQ night at the Fire Circle in Recreation Park. Teens will be invited to join the committee members for an afternoon of socializing and catching up before school returns. Summer Camps In the month of July, there were three weeks of summer camps which included Camp Cowabunga, Tiny Tot, Skateboard Camp and Beach Camp which accommodated a total of 238 participants. Contract Classes Starting July 6, the Clubhouse opened its doors to class participants. We now have Adult Tap with Carol Well, and Adult Fitness and Pilates with Victoria Samia. The classes have a combined total of adult 26 participants. The fall class session starts in September, which will include more class offerings with more instructors. Staff and Hiring In July, we hired Recreation Assistants and started training them in the Community Services Department. We are currently holding interviews for Recreation Leader and Senior Recreation Leader as well. CITY OF EL SEGUNDO COMMUNITY SERVICES DEPARTMENT DATE: August 12, 2021 TO: Recreation and Parks Commission FROM: Melissa McCollum, Commuity Services Director SUBJECT: Community Services Updates Recreation Park Needs Assessment Recreation Park Needs Assessment progress continues with completion of a Multi -Modal Survey in July, facility condition assessment reports and accessibility assessment reports, a preliminary program assessment, Recreation Park Online Survey #1 (with paper copies available at recreation facilities in town and the El Segundo Public Library), and pop up outreach booths at two summer concerts and the El Segundo Farmer's Market. Recreation Park Online Survey #2 will be available from September 1-September 15 and will offer community members the opportunity to provide additional input on project and program priorities. The Multi -Modal Survey is a statistically valid survey of 300 residents that determines current levels of participation, and public satisfaction with existing parks, recreation facilities, programs, and services. It also helps determine public interests, desires, expectations, and priorities for the future. Online Survey #1 allows the entire community to provide input on desired improvements. To date, over 500 surveys have been submitted. Online Survey #1 closes August 16, 2021. In addition, the project website is always available for community members to experience and learn about the project, understand the extent of planning considerations, and provide feedback. Dozens of additional comments have been gathered via the Feedback button on the project website. Current highlights based on the Multi -Modal Survey only include: • 83% approve of parks, trees and facilities maintenance (4.7% disapprove and 12.3% are unsure) • 76% approve of recreation programs, activities and community events planning (4.3% disapprove and 19.7% unsure) • 82% rate overall quality of recreational facilities as good or excellent • Most residents (59%) participate in classes or recreation programs several times a year or more • 84% rate overall quality of classes and recreation programs as good or excellent • 50% use Recreation Park the most (59.3% if you include answers with specific facilities mentioned) • 67% list passive recreation as their most common park activities (active, self -led recreation activities, organized recreation classes, and organized sports also rank high) • 31 % visit Recreation Park more than once a week • 22% participate in pickleball at Recreation Park • 39% play tennis at Recreation Park • 20% skateboard at the City's Skate Park • 34% participate in activities at the Joslyn Center • 40% visit the Gordon Clubhouse • 29% visit the Teen Center • Top ranking park and recreation facility projects: Plunge renovation, bathrooms, park maintenance, Recreation Park playground expansion, and more tennis and pickleball courts • Top ranking program improvements/expansions: swimming/water aerobics, youth sports, exercise/fitness/yoga, live music/concerts/entertainment/movies, and classes/camps/activities July 4t" and Summer Concerts Beloved community events, including July 4th Fireworks and Summer Concerts, returned this summer. Over 150 teams came from across the country to compete in the largest age group water polo tournament in the Nation. Congratulations to Linnea Palmer, Joe Lormans, and the entire aquatics team for hosting this successful event. The Junior Olympics is scheduled to return to Southern California in 2023. Hockey Rink Renovation, Ribbon Cutting, and Youth Hockey Clinic The LA Kings and the City of El Segundo are planning a Ribbon Cutting and Youth Hockey Clinic for Thursday, August 26 at 3:30 PM to celebrate completion of the inline hockey rink renovation at Recreation Park. Please save the date for the community celebration. El Segundo Art Walk El Segundo Art Walk (ESAW) is returning this year as a one day event on Saturday, August 28 from 3 PM-10 PM. Businesses throughout Downtown El Segundo and Smoky Hollow will transform their spaces to host local artists and showcase their work. There will be food trucks, live music, beer gardens, and sponsored art experiences. Planned activation areas include 314 Main Street (parking lot) and Eucalyptus Street (from Franklin to Grand). Art & Dine Series Art & Dine is a pilot program designed to enhance the outdoor dining experience sponsored by the Arts and Culture Advisory Committee and the Cultural Development Program. During the month of August, community members are invited to visit the 200 block of Richmond Street to experience art being created on the spot. Each Friday, two artists will set up a "studio" from 7-10 PM for diners to watch as they create.
