the minutes of the April 21, 2021 meeting. MOTION CARRIED 5-0. Voice vote followed.
F. UNFINISHED BUSINESS —
1 . Consideration and possible action to approve the conceptual design and budget for
the Urho Saari Swim Stadium ("The Plunge") renovation project.
Motioned by Commissioner Lubs and SECONDED by Commissioner Stolnack to approve the
enhanced version of the design.

• Written report submitted.
• Staff has been back in the office since May 1 71" working on summer programming.
• Julie Stolnack — Shared a community member's concern regarding increased camp
fees and the possibility of losing families to programming offered in other cities.
• Melissa McCollum explained fees for City camps remained the same this summer as
fee increases must be approved by City Council. Prices do vary for camps run by
others in town.
• Kelly Watson — Inquired about the possibility of automatically renewing Recreation
IDs online.
b. Christopher Hentzen, Park Maintenance Superintendent
• Written report submitted.
• The Herald published an article on Santos Haro and his great work. He is an
asset to the city.
• Requested feedback from the commission regarding posting signage in City parks to
not feed wildlife as recommended by a community member. No members stated that
the signage should be added at this time.
3. DEPARTMENT DIRECTOR REPORT — Melissa McCollum, Community Services Director
• Written report submitted.
• Thanked Recreation staff for the many upcoming summer programs for the community.
• The El Segundo Public Library has a new Art-o-Mat machine. It is a retired cigarette
vending machine that has been converted to vend original art for $5 each.
J. COMMISSIONER'S COMMENTS —
Commissioner Watson: Thanked staff for working on reopening. Research shows that during
the pandemic 25% of people visited a park for the first time.
Commissioner Stolnack: Acacia Park looks great. Art-o-Mat is a great machine.
Commissioner Lubs: None
Vice Chairperson Davis: Thanked staff for working on reopening programs and events. Santos
is a great employee.
Chairperson Motta: Acacia Park looks great. Thanked staff for all their great work.

Skate Park
May was the last month that the El Segundo Skate Park operated as a fully staffed facility with reservation -only
use. Beginning June 1, the skate park transition to a combination of supervised and open skate usage and
eliminated fees to use the skate park. For the month of May, the skate park brought in a total of $165 from
individually purchased reservations. The skate park was closed on Monday, May 31 for Memorial Day.

Teen Advisory Committee (TAC)
The third TAC meeting took place on May 3 via zoom. The teens on the committee who expressed interest in a
leadership position were able to have time to speak to their fellow TAC members about why they are qualified for
the position. The Committee further discussed their goals, vision statement, and mission statement and narrowed
them down to just three options. After the meeting, the members were sent directions on how to anonymously vote
for the Chair, Vice Chair, and Secretary of their commission, and the elected participants were contacted, and the
runner ups were notified. The leadership positions will be announced to the group at the next meeting. The next
meeting will take place on Monday, June 7 at the picnic areas in Recreation Park and the teens will also cast the
final vote on their final values, goals, and missions. Additionally, they will select the date and theme of their teen
summer activity and celebrate their new leadership with a safely distanced gathering and pizza.
Youth Volunteer Program
The Youth Volunteer Program looks a little different this year! Beginning in May applications were being accepted
from people ages 13 to 16 to volunteer at staff led summer camps this summer. Applicants were then invited to
participate in a quick interview via zoom to learn about their interests and availability to see if they will be a good fit
for the program. Due to COVID-19 guidelines and day camp ratios, the youth volunteer program has limited
availability per week. Despite the guidelines, there will be 5 youth volunteers every week during summer camp, for
a total of 45 youth volunteers in the program this summer. Youth Volunteers will receive a shirt and community
service hours for their time.
Summer Camp Registration
2021 Summer Camp registration opened on Wednesday, May 12 for El Segundo residents, and Wednesday, May
19 for non-residents. Summer Camp offerings include Recreation Staff led camps: Camp Cowgabunga and Tiny
Tot, as well as several contracted summer camps such as beach camp, skateboard camp, and mad science.
Camps filled quickly upon the opening of registration, and staff worked very hard to expand offerings to
accommodate as many community members as possible.

• Clean up and painted picnic gazebo post due to a trash can fire.

City Council Actions
The City Council approved renewal of the Beach Cities Transit Line 109 Agreement with the City of Redondo
Beach for FY 2021/22 at their meeting on May 18, 2021. On June 1, the City Council authorized staff to negotiate
a consultant contract for engineering design services for the Urho Saari Swim Stadium Renovation. Adoption of
the City's FY 2021/22 Budget is anticipated at the City Council Meeting on June 15. The City Council also will
recognize the El Segundo High School Girls Soccer Team on June 15 for their recent CIF -SS Championship.
USA vs Hungary Water Polo Game
On June 2, USA Water Polo beat Hungary 12-7 at the Aquatics Center in a nationally televised game on ESPNU
Aquatics Supervisor Linnea Palmer reports that the event went smoothly, and everyone was very excited to have
a competition like this at our local pool. Other upcoming events at the Aquatics Center include the Southern
California Swimming Summer Invitational Short Course Event on June 19-20 and the USA Water Polo National
Junior Olympics July 17-20 and July 22-25.
Pickleball Updates
Connie Thrasher and Shawn Green collaborated to start the City's first pickleball leagues in May. A new Summer
Drop -In Program on Thursday nights from 6-9 PM and Saturday mornings from 9 AM-12 PM begins July 8.
(Registration is required to make sure participants have plenty of time to play.) Connie also organized an
exhibition featuring pickleball pro and El Segundo instructor Scott Crandall as well as a corresponding clinic for
players new to the sport at Recreation Park on June 6.
Hockey Rink Renovation
Renovation of the inline hockey rink at Recreation Park is scheduled to be completed by the end of the month.
Stay tuned for an invitation to a grand opening event planned in partnership with the LA Kings. Thanks again to
the LA Kings for their generous donation of $75,000 to help fund the improvements. Go Kings Go!
Recreation Park Needs Assessment
This Recreation Park Needs Assessment project remains on schedule with ongoing compilation of information
related to site analysis, building assessments, and a recreation program inventory. A community survey is
currently being developed for release at the end of June or early July. Pop up events to promote the project will
begin at the first Summer Concert on July 11. Yard signs with QR codes for the project portal/website and online
survey will be displayed this summer.
Looking Ahead
Community Services Department Goals and Objectives for FY 2021/22 follow:
• Reopen all recreational facilities and restore in -person programming for all ages, including small and large
scale events
• Make progress towards an Age Friendly City certification, including completing a community needs
assessment and developing an Action Plan for City Council approval
• Recommend alternate options for transportation services in partnership with the Transportation
Subcommittee and Public Works Department
• Update the Athletic Field and Facility Use Allocation Policy in partnership with the Youth Sports Council
and Recreation and Parks Commission
• Implement Cultural Development initiatives recommended by the Arts and Culture Advisory Committee if
approved by City Council, including enhanced outdoor dining, development of a TEDx Conference,
selection of an El Segundo poet laureate, and a new Festival of Holidays
• Evaluate and update El Segundo's Integrated Library System using an RFP process
• Review all recreation programming and operations for long-term viability, especially with respect to the
Aquatics Center and Plunge
• Create and implement a part-time training program to develop new Recreation professionals
• Redesign the City's Community Services website and social media
• Complete Library Park Learning Garden, Checkout Building Restroom Renovation, and Hockey Rink

• Expand employee wellness program in partnership with the Human Resources Department
• Work with selected consultant to conduct a Recreation Parks Needs Assessment to better plan for future
improvements to the Teen Center Complex, Joslyn Center, Checkout Building, and Clubhouse in order to
meet the needs of our evolving community
