How Can Members of the Public Observe and Provide Public Comments? Members of the Public are welcome to attend the live meeting and speak during the Public Communications agenda item. Members of the Public may provide comments electronically to Erica Miramontes via email at emiramontes(a)elsegundo.org, with a limit of 150 words and accepted up until 30 minutes prior to the meeting. The emails will be read to the Environmental Committee during public communications and are subject to disclosure under the Public Records Act. Additional Information The Environmental Committee, with certain statutory exceptions, can only take action upon properly posted and listed agenda items. Unless otherwise noted in the Agenda, the public can only comment on City -related business that is within the subject matter jurisdiction of the Environmental Committee, and items listed on the Agenda during the Public Communications portion of the meeting. REPORTS: PUBLIC WORKS —this portion of the agenda is for City staff to provide brief reports to the Committee. These are "receive and file," non -action items only. Any actions needed to be taken must be included on an upcoming agenda. a. Hyperion Update b. Staffing Update 6. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS— this portion of the agenda is for members to discuss various ideas and for subcommittees established by the Committee to provide brief reports on the work being done by the subcommittee. ADJOURNMENT GtT I' OA s� Gv� ENVIRONMENTAL COMMITTEE MEETING MINUTES Friday, April 5, 2024, 12:00 p.m. 1) CALL TO ORDER The meeting was called to order at 12:01pm, held in the Executive Conference Room of City Hall in person. 2. ROLL CALL The following Committee Members were present: • Tracey Miller-Zarneke, Local Business, Committee Chair • Kevin Butler, Resident, Vice Chair • Heather Sutherland, ESUSD Representative, Member • Kevin Atmore, Resident, Member Shannon O'Toole, Member, and Dennis Falk, Member, were not present. The following City staff were present: • Elias K. Sassoon, Public Works Director • Erica Miramontes, Senior Management Analyst Ryan Baldino, Councilmember, was not present 3. PUBLIC COMMUNICATION: None. 4. SPECIAL PRESENTATION: Barbara Boland from the El Segundo Blue Butterfly Conservancy gave a presentation on their efforts to support the Blue Butterfly. She highlighted the plantings that took place in March and their feature in the El Segundo Herald. She mentioned that South Bay Parkland Conservancy offered the Blue Butterfly Conservancy to come under their umbrella. Ms. Boland voiced her concerns about their conservancy losing its individuality, but she does like all of the resources that South Bay Parkland can provide for them. Ms. Boland added that she is working on organizing a 3rd planting. Chair Miller-Zarneke added that she spoke with the City's Parks & Rec Director, Aly Mancini, who agreed to work with the committee to have the City use more native plantings throughout the City, including the Seacliff Buckwheat. 5. REPORTS: PUBLIC WORKS a. Hyperion Update: Director Sassoon reported that the City sent an official letter to Mayor Karen Bass demanding a change in leadership at Hyperion. He mentioned that some of the management as already changed and the Hyperion plans on creating a new division to deal with their processes. b. Staffing Update: Director Sassoon reported that thanks to the help from the committee, City Council authorized the Public Works department to create the position of Environmental Programs Manager. The new employee will start with the City on 5/7/2024. 6. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS a. Environmental Work Plan: Subcommittee Updates i. Community Event Greening: Case Study Update: The update was postponed to the next meeting due to the absence of Member O'Toole. ii. Liaisons with Local Agencies: Chair Miller-Zarneke reported that the committee members will continue to work with their assigned local agencies to discuss their projects and will report back to the committee at a later date. iii. Blue Butterfly/Native Planting Efforts: See update in Section 4a. b. Farmers Market Booth for Earth Week: April 25: Chair Miller-Zarneke asked the committee if any other members still wanted to sign up for a time slot at the Farmers Market booth. She added that she will continue to circulate the sign-up sheet to the members to fill in any remaining slots. Vice Chair Butler mentioned that at the last Farmers Market, there were several kids that stopped by. He asked if there was anything that the schools could provide to be fun for the kids who stop by. Member Sutherland will work with Member Butler to try to find things to bring. Ms. Boland added that she may also be able to provide some information to distribute at the booth. c. WRD Community Class Options and Dates: Chair Miller-Zarneke reported that the Water Replenishment District (WRD) offered to provide some classes for the committee. She showed a list of possible class topics and asked the committee members if there were any that they prefer. The members were leaning toward "Drought Tolerant Garden" and "Landscape Transformation on a Budget." Chair Miller-Zarneke stated that she would ask WRD for those two classes and let everyone know. 7. ACTION ITEM: a. Environmental Work Plan: Discuss and Adopt Revision: Chair Miller-Zarneke brought up a draft of the Environmental workplan and asked the members if they approved the current layout or if they wanted to start over. Vice Chair Butler said that he liked the current layout as it looked more formal and official. Member Sutherland noted that the current layout may not be appealing to read. The committee voted to update the current draft of the workplan with the City Council updates. Vice Chair Butler moved to approve. Member Sutherland seconded the motion. The motion was approved unanimously. 8. CONSENT AGENDA: b. Approval of Minutes for March 8, 2024 meeting. Member Sutherland moved to approve. Vice Chair Butler seconded the motion. The motion was approved unanimously. 9. ADJOURNMENT: Closing announcement: Next meeting will be held in person on May 10, 2024, at noon, in the Executive Conference Room. Meeting was adjourned at 12:55 p.m.
