PROFESSIONAL SERVICES AGREEMENT
BETWEEN
THE CITY OF EL SEGUNDO AND
MNS ENGINEERS, INC.
ENG 24-38: ON -CALL CONSTRUCTION INSPECTION SERVICES
This AGREEMENT is entered into this 27'h day of June, 2024, by and between
the CITY OF EL SEGUNDO, a municipal corporation and general law city ("CITY") and
MNS ENGINEERS, INC., a California Corporation ("CONSULTANT").
1. CONSIDERATION.
A. As partial consideration, CONSULTANT agrees to perform the work listed
in the SCOPE OF SERVICES, below;
B. As additional consideration, CONSULTANT and CITY agree to abide by
the terms and conditions contained in this Agreement;
C. As additional consideration, CITY agrees to pay CONSULTANT a sum not
to exceed $50,000 annually in each fiscal year for CONSULTANT's
services. CITY may modify this amount as set forth below. Unless
otherwise specified by written amendment to this Agreement, CITY will
pay this sum as specified in the attached Exhibit "A," which is incorporated
by reference.
2. SCOPE OF SERVICES.
A. CONSULTANT will perform services listed in the attached Exhibit "A,"
which is incorporated by reference.
B. CONSULTANT will, in a professional manner, furnish all of the labor,
technical, administrative, professional and other personnel, all supplies
and materials, equipment, printing, vehicles, transportation, office space
and facilities, and all tests, testing and analyses, calculation, and all other
means whatsoever, except as herein otherwise expressly specified to be
furnished by CITY, necessary or proper to perform and complete the work
and provide the professional services required of CONSULTANT by this
Agreement.
3. PERFORMANCE STANDARDS. While performing this Agreement, CONSULTANT
will use the appropriate generally accepted professional standards of practice existing at
the time of performance utilized by persons engaged in providing similar services. CITY
will continuously monitor CONSULTANT's services. CITY will notify CONSULTANT of
any deficiencies and CONSULTANT will have fifteen (15) days after such notification to

cure any shortcomings to CITY's satisfaction. Costs associated with curing the
deficiencies will be borne by CONSULTANT.
4. PAYMENTS. For CITY to pay CONSULTANT as specified by this Agreement,
CONSULTANT must submit a detailed invoice to CITY which lists the hours worked and
hourly rates for each personnel category and reimbursable costs (all as set forth in
Exhibit "A") the tasks performed, the percentage of the task completed during the billing
period, the cumulative percentage completed for each task, the total cost of that work
during the preceding billing month and a cumulative cash flow curve showing projected
and actual expenditures versus time to date.
5. NON -APPROPRIATION OF FUNDS. Payments due and payable to CONSULTANT
for current services are within the current budget and within an available, unexhausted
and unencumbered appropriation of the CITY. In the event the CITY has not
appropriated sufficient funds for payment of CONSULTANT services beyond the current
fiscal year, this Agreement will cover only those costs incurred up to the conclusion of
the current fiscal year.
6. FAMILIARITY WITH WORK.
A. By executing this Agreement, CONSULTANT agrees that it has:
Carefully investigated and considered the scope of services to be
performed;
Carefully considered how the services should be performed; and
iii, Understands the facilities, difficulties, and restrictions attending
performance of the services under this Agreement.
B. If services involve work upon any site, CONSULTANT agrees that
CONSULTANT has or will investigate the site and is or will be fully
acquainted with the conditions there existing, before commencing the
services hereunder. Should CONSULTANT discover any latent or
unknown conditions that may materially affect the performance of the
services, CONSULTANT will immediately inform CITY of such fact and will
not proceed except at CONSULTANT's own risk until written instructions
are received from CITY.
7. TERM. The term of this Agreement will be from July 1, 2024 to June 30, 2027.
Unless otherwise determined by written amendment between the parties, this
Agreement will terminate in the following instances:
A. Completion of the work specified in Exhibit "A";
B. Termination as stated in Section 15.

8. TIME FOR PERFORMANCE.
A. CONSULTANT will not perform any work under this Agreement until:
CONSULTANT furnishes proof of insurance as required under
Section 22 of this Agreement; and
CITY gives CONSULTANT a written notice to proceed,

9. TIME EXTENSIONS. Should CONSULTANT be delayed by causes beyond
CONSULTANT's control, CITY may grant a time extension for the completion of the
contracted services. If delay occurs, CONSULTANT must notify the Manager within
forty-eight hours (48 hours), in writing, of the cause and the extent of the delay and how
such delay interferes with the Agreement's schedule. The Manager will extend the
completion time, when appropriate, for the completion of the contracted services.
10. CONSISTENCY. In interpreting this Agreement and resolving any ambiguities, the
main body of this Agreement takes precedence over the attached Exhibits; this
Agreement supersedes any conflicting provisions. Any inconsistency between the
Exhibits will be resolved in the order in which the Exhibits appear below:
A. Exhibit A: Proposal for Services and rates
11.CHANGES. CITY may order changes in the services within the general scope of
this Agreement, consisting of additions, deletions, or other revisions, and the contract
sum and the contract time will be adjusted accordingly. All such changes must be
authorized in writing, executed by CONSULTANT and CITY. The cost or credit to CITY
resulting from changes in the services will be determined in accordance with written
agreement between the parties.
12.TAXPAYER IDENTIFICATION NUMBER. CONSULTANT will provide CITY with a
Taxpayer Identification Number.
13. PERMITS AND LICENSES. CONSULTANT, at its sole expense, will obtain and
maintain during the term of this Agreement, all necessary permits, licenses, and
certificates that may be required in connection with the performance of services under
this Agreement.
14. WAIVER. CITY's review or acceptance of, or payment for, work product prepared
by CONSULTANT under this Agreement will not be construed to operate as a waiver of
any rights CITY may have under this Agreement or of any cause of action arising from
CONSULTANT's performance. A waiver by CITY of any breach of any term, covenant,
or condition contained in this Agreement will not be deemed to be a waiver of any

subsequent breach of the same or any other term, covenant, or condition contained in
this Agreement, whether of the same or different character.
15.TERMINATION.
A. Except as otherwise provided, CITY may terminate this Agreement at any
time with or without cause.
B. CONSULTANT may terminate this Agreement at any time with CITY's
mutual consent. Notice will be in writing at least thirty (30) days before the
effective termination date.
C. Upon receiving a termination notice, CONSULTANT will immediately
cease performance under this Agreement unless otherwise provided in the
termination notice. Except as otherwise provided in the termination notice,
any additional work performed by CONSULTANT after receiving a
termination notice will be performed at CONSULTANT" own cost; CITY
will not be obligated to compensate CONSULTANT for such work.
D. Should termination occur, all finished or unfinished documents, data,
studies, surveys, drawings, maps, reports and other materials prepared by
CONSULTANT will, at CITY's option, become CITY's property, and
CONSULTANT will receive just and equitable compensation for any work
satisfactorily completed up to the effective date of notice of termination,
not to exceed the total costs under Section 1(C).
E. Should the Agreement be terminated pursuant to this Section, CITY may
procure on its own terms services similar to those terminated.
F. By executing this document, CONSULTANT waives any and all claims for
damages that might otherwise arise from CITY's termination under this
Section.
16.OWNERSHIP OF DOCUMENTS. All documents, data, studies, drawings, maps,
models, photographs and reports prepared by CONSULTANT under this Agreement are
CITY's property. CONSULTANT may retain copies of said documents and materials as
desired, but will deliver all original materials to CITY upon CITY's written notice. CITY
agrees that use of CONSULTANT's completed work product, for purposes other than
identified in this Agreement, or use of incomplete work product, is at CITY's own risk.
17. PUBLICATION OF DOCUMENTS. Except as necessary for performance of service
under this Agreement, no copies, sketches, or graphs of materials, including graphic art
work, prepared pursuant to this Agreement, will be released by CONSULTANT to any
other person or public CITY without CITY's prior written approval. All press releases,
including graphic display information to be published in newspapers or magazines, will

be approved and distributed solely by CITY, unless otherwise provided by written
agreement between the parties.
18.INDEMNIFICATION.
A. CONSULTANT agrees to the following:
Indemnification for Professional Services. CONSULTANT will
save harmless and indemnify and at CITY's request reimburse
defense costs for CITY and all its officers, volunteers,
employees and representatives from and against any and all
suits, actions, or claims, of any character whatever, brought
for, or on account of, any injuries or damages sustained by
any person or property resulting or arising from any negligent
or wrongful act, error or omission by CONSULTANT or any of
CONSULTANT's officers, agents, employees, or
representatives, in the performance of this Agreement.
i'i. Indemnification for other Damages. CONSULTANT indemnifies
and holds CITY harmless from and against any claim, action,
damages, costs (including, without limitation, attorney's fees),
injuries, or liability, arising out of this Agreement, or its
performance. Should CITY be named in any suit, or should
any claim be brought against it by suit or otherwise, whether
the same be groundless or not, arising out of this Agreement,
or its performance, CONSULTANT will defend CITY (at CITY's
request and with counsel satisfactory to CITY) and will
indemnify CITY for any judgment rendered against it or any
sums paid out in settlement or otherwise.
B. For purposes of this section "CITY" includes CITY's officers, officials,
employees, agents, representatives, and certified volunteers.
C. It is expressly understood and agreed that the foregoing provisions will
survive termination of this Agreement.
D. The requirements as to the types and limits of insurance coverage to be
maintained by CONSULTANT as required by Section 222, and any
approval of said insurance by CITY, are not intended to and will not in any
manner limit or qualify the liabilities and obligations otherwise assumed by
CONSULTANT pursuant to this Agreement, including, without limitation, to
the provisions concerning indemnification.
19.ASSIGNABILITY. This Agreement is for CONSULTANT's professional services.
CONSULTANT's attempts to assign the benefits or burdens of this Agreement without
CITY's written approval are prohibited and will be null and void.

20.INDEPENDENT CONTRACTOR. CITY and CONSULTANT agree that
CONSULTANT will act as an independent contractor and will have control of all work
and the manner in which is it performed. CONSULTANT will be free to contract for
similar service to be performed for other employers while under contract with CITY.
CONSULTANT is not an agent or employee of CITY and is not entitled to participate in
any pension plan, insurance, bonus or similar benefits CITY provides for its employees.
Any provision in this Agreement that may appear to give CITY the right to direct
CONSULTANT as to the details of doing the work or to exercise a measure of control
over the work means that CONSULTANT will follow the direction of the CITY as to end
results of the work only.
21.AUDIT OF RECORDS. CONSULTANT will maintain full and accurate records with
respect to all services and matters covered under this Agreement. CITY will have free
access at all reasonable times to such records, and the right to examine and audit the
same and to make transcript therefrom, and to inspect all program data, documents,
proceedings and activities. CONSULTANT will retain such financial and program
service records for at least three (3) years after termination or final payment under this
Agreement.
22.INSURANCE.
A. Before commencing performance under this Agreement, and at all other
times this Agreement is effective, CONSULTANT will procure and
maintain the following types of insurance with coverage limits complying,
at a minimum, with the limits set forth below:

B. Commercial general liability insurance will meet or exceed the
requirements of ISO-CGL Form No. CG 00 01 11 85 or 88. The amount of
insurance set forth above will be a combined single limit per occurrence
for bodily injury, personal injury, and property damage for the policy
coverage. Liability policies will be endorsed to name CITY, its officials,
and employees as "additional insureds" under said insurance coverage
and to state that such insurance will be deemed "primary" such that any
other insurance that may be carried by CITY will be excess thereto. Such
endorsement must be reflected on ISO Form No. CG 20 10 11 85 or 88, or

equivalent. Such insurance will be on an "occurrence," not a "claims
made," basis and will not be cancelable or subject to reduction except
upon thirty (30) days prior written notice to CITY.
C. Professional liability coverage will be on an "occurrence basis" if such
coverage is available, or on a "claims made" basis if not available. When
coverage is provided on a "claims made basis," CONSULTANT will
continue to renew the insurance for a period of three (3) years after this
Agreement expires or is terminated. Such insurance will have the same
coverage and limits as the policy that was in effect during the term of this
Agreement, and will cover CONSULTANT for all claims made by CITY
arising out of any errors or omissions of CONSULTANT, or its officers,
employees or agents during the time this Agreement was in effect.
D. Automobile coverage will be written on ISO Business Auto Coverage Form
CA 00 01 06 92, including symbol 1 (Any Auto).
E. CONSULTANT will furnish to CITY duly authenticated Certificates of
Insurance evidencing maintenance of the insurance required under this
Agreement and such other evidence of insurance or copies of policies as
may be reasonably required by CITY from time to time. Insurance must
be placed with insurers with a current A.M. Best Company Rating
equivalent to at least a Rating of "A:VII."
F. Should CONSULTANT, for any reason, fail to obtain and maintain the
insurance required by this Agreement, CITY may obtain such coverage at
CONSULTANT's expense and deduct the cost of such insurance from
payments due to CONSULTANT under this Agreement or terminate
pursuant to Section 15.
23. USE OF SUBCONTRACTORS. CONSULTANT must obtain CITY's prior written
approval to use any consultants while performing any portion of this Agreement. Such
approval must approve of the proposed consultant and the terms of compensation.
24.INCIDENTAL TASKS. CONSULTANT will meet with CITY monthly to provide the
status on the project, which will include a schedule update and a short narrative
description of progress during the past month for each major task, a description of the
work remaining and a description of the work to be done before the next schedule
update.

25. NOTICES. All communications to either party by the other party will be deemed
made when received by such party at its respective name and address as follows:

Any such written communications by mail will be conclusively deemed to have been
received by the addressee upon deposit thereof in the United States Mail, postage
prepaid and properly addressed as noted above. In all other instances, notices will be
deemed given at the time of actual delivery. Changes may be made in the names or
addresses of persons to whom notices are to be given by giving notice in the manner
prescribed in this paragraph.
26. PROHIBITED USE OF ARTIFICIAL INTELLIGENCE.
A. Restriction on Artificial Intelligence Usage. CONSULTANT must not
utilize, employ, or incorporate any form artificial intelligence, machine
learning, or other similar technologies (collectively, "Al") in the provision of
professional services in this Agreement without CITY's express written
consent.
B. Exclusions. The Al prohibition set forth directly above will not apply to
general business tools and software that may have Al components but are
not directly involved in the execution or delivery of professional services
that this Agreement covers, provided that such tools and software do not
significantly impact the quality or nature of such services.
C. Notification. CONSULTANT must promptly notify CITY, in writing, of any
proposal to employ Al in connection its provision of services to the CITY
under this Agreement. CITY will have the sole discretion to grant or deny
such proposal.
27. CONFLICT OF INTEREST. CONSULTANT will comply with all conflict of interest
laws and regulations including, without limitation, CITY's conflict of interest regulations.
28.SOLICITATION. CONSULTANT maintains and warrants that it has not employed
nor retained any company or person, other than CONSULTANT's bona fide employee,
to solicit or secure this Agreement. Further, CONSULTANT warrants that it has not
paid nor has it agreed to pay any company or person, other than CONSULTANT's bona

fide employee, any fee, commission, percentage, brokerage fee, gift or other
consideration contingent upon or resulting from the award or making of this Agreement.
Should CONSULTANT breach or violate this warranty, CITY may rescind this
Agreement without liability.
29.THIRD PARTY BENEFICIARIES. This Agreement and every provision herein is
generally for the exclusive benefit of CONSULTANT and CITY and not for the benefit of
any other party. There will be no incidental or other beneficiaries of any of
CONSULTANT's or CITY's obligations under this Agreement.
30.INTERPRETATION. This Agreement was drafted in, and will be construed in
accordance with the laws of the State of California, and exclusive venue for any action
involving this agreement will be in Los Angeles County.
31. COMPLIANCE WITH LAW. CONSULTANT agrees to comply with all federal, state,
and local laws applicable to this Agreement.
32. ENTIRE AGREEMENT. This Agreement, and its Attachments, sets forth the entire
understanding of the parties. There are no other understandings, terms or other
agreements expressed or implied, oral or written. This Agreement will bind and inure to
the benefit of the parties to this Agreement and any subsequent successors and
assigns.
33. RULES OF CONSTRUCTION. Each Party had the opportunity to independently review
this Agreement with legal counsel. Accordingly, this Agreement will be construed simply, as
a whole, and in accordance with its fair meaning; it will not be interpreted strictly for or
against either Party.
34. SEVERABILITY. If any portion of this Agreement is declared by a court of
competent jurisdiction to be invalid or unenforceable, then such portion will be deemed
modified to the extent necessary in the opinion of the court to render such portion
enforceable and, as so modified, such portion and the balance of this Agreement will
continue in full force and effect.
35.AUTHORITY/MODIFICATION. The Parties represent and warrant that all necessary
action has been taken by the Parties to authorize the undersigned to execute this
Agreement and to engage in the actions described herein. This Agreement may be
modified by written amendment. CITY's executive manager, or designee, may execute
any such amendment on behalf of CITY.
36. ELECTRONIC SIGNATURES; SIGNATURE AUTHORITY. This Agreement may be
executed by the Parties on any number of separate counterparts, and all such
counterparts so executed constitute one Agreement binding on all the Parties
notwithstanding that all the Parties are not signatories to the same counterpart. In
accordance with Government Code § 16.5, the Parties agree that this Agreement,
Agreements ancillary to this Agreement, and related documents to be entered into in
connection with this Agreement will be considered signed when the signature of a party

is delivered by electronic transmission. Such electronic signature will be treated in all
respects as having the same effect as an original signature. CONSULTANT warrants
that its signatory (or signatories, as applicable) to this Agreement has the legal authority
to enter this Agreement and bind CONSULTANT accordingly.
37. CAPTIONS. The captions of the paragraphs of this Agreement are for convenience
of reference only and will not affect the interpretation of this Agreement.
38.TIME IS OF ESSENCE. Time is of the essence for each and every provision of this
Agreement.
39. FORCE MAJEURE. Should performance of this Agreement be prevented due to fire,
flood, explosion, acts of terrorism, war, embargo, government action, civil or military
authority, the natural elements, or other similar causes beyond the Parties' reasonable
control, then the Agreement will immediately terminate without obligation of either party
to the other.
40.STATEMENT OF EXPERIENCE. By executing this Agreement, CONSULTANT
represents that it has demonstrated trustworthiness and possesses the quality, fitness
and capacity to perform the Agreement in a manner satisfactory to CITY.
CONSULTANT represents that its financial resources, surety and insurance experience,
service experience, completion ability, personnel, current workload, experience in
dealing with private consultants, and experience in dealing with public agencies all
suggest that CONSULTANT is capable of performing the proposed contract and has a
demonstrated capacity to deal fairly and effectively with and to satisfy a public CITY.

Dear Ms. Bola:
Thank you forthe opportunity to submitthis proposal for On -Call Construction Inspection
Services for the City of El Segundo (City). Since 1962, MNS Engineers, Inc. (MNS) has provided
quality infrastructure consulting services to the transportation, water resources, government, and
federal markets in California. We specialize in the core services of construction management, civil
engineering, and land surveying.
MNS understands the City is seeking qualified professional consulting firms to provide construction
inspection services on an as -needed basis. Although the projects will vary in size and scope, project
types include water infrastructure improvements, sewer structure improvements, and local street
rehabilitation. We have selected qualified staff and project experience references to demonstrate our
intent to successfully meet the City's needs. MNS offers a uniquely qualified team to provide these

Professional and Qualified Team
Leading the team is Greg Chelini, PE, Principal -in -Charge, who specializes in construction
management, contract administration, field construction, and design and land surveying
experience in the civil engineering and construction field. Greg has been responsible for managing
projects ranging from asphalt pavement rehabilitation to constructing bridges over water bodies
(environmentally sensitive areas) and railroad lines. Responsibilities include scheduling, estimating,
construction inspection, contract administration, claim resolution, and utility relocations. He also
handled project team coordination meetings with design engineers, contractors, and government
agencies, as well as field management of employees, and subcontractors.

a median from Isis Avenue to Pacific Coast Highway (PCH).
The roadway corridor is mixed with commercial properties and

existing pavement throughout the 1.5-mile corridor. The project
will also remove existing mature ficus trees in the median and
develop a landscaped median.
El Segundo Boulevard requires Americans with Disabilities
Act (ADA) compliant driveways, curb ramps, and pedestrian
crossings at the intersections; traffic signal modifications;
and three miles of dedicated bicycle facilities including bicycle
detection and a Class IV one-way cycle track. The project will also
enhance bicycle safety on Nash Street from Imperial Highway to

This roadway project improved and widened two main arterials

subgrade remediation; HMA paving; and daily traffic control

Longbranch Avenue Rehabilitation and Repair. Funded
by Measure K-14, this $1.3M project completely rebuilt
Longbranch Avenue from 3rd Street to 10th Street. The project
constructed new sidewalks and curb ramps forthe entire length
of the project. Each of the existing driveways was tied into the
new roadway; all the existing mailboxes were moved to the
edge of the new pavement. Parkways were added between the
sidewalks and the new roadway. MNS provided construction
management, inspection, and materials testing.
Ocean View Avenue Rehabilitation and Repair. Funded by
Measure K-14, this $870K project was a complete rehabilitation
of Ocean View Avenue and the surrounding cross streets of
Front Street,1 st Street, 2nd Street, and Carmelda Lane. The
project consisted of removing the existing asphalt and placing
a new section of aggregate base and asphalt. New cross
gutters, sidewalks, and curb ramps were installed at various
locations within the project. Newport Avenue was added as an
extension of this project for an additional construction cost of
$204K. MNS provided construction management, inspection,
and materials testing.
Grover Bach Street Rehabilitation and Safety Improvements.
Funded by Measure K-14, this $500K project provided pavement
rehabilitation of various streets. Construction elements involved
removing and replacing (dig outs) failing sections of pavement
with a 4-inch hot mix asphalt (HMA) plug, followed by a crack
seal and a slurry seal of the entire street. A number of dig out
locations required root removal and curb and gutter replacement
to repair damage caused by tree root intrusion. The project also
reinstalled the pavement stripe and markings. MNS provided
construction management and inspection.

The North Beach Trail was constructed to improve safety and
mobility for beachgoers and to renovate Ocean Front Walk north

of the Pier with new paving, lighting, and seating. Construction
took place along the highly public beach of Santa Monica. During
each phase, construction was performed in incremental sections.
Signage provided direction for pedestrian detours and any
closures, while a temporary path provided access for cyclists and
pedestrians in the construction zone.
This project widened approximately 2.2 miles of the Marvin
Braude Bike and Pedestrian Trail from 14 feetto 30 feet at Santa
Monica State Beach. The project provided a separate pedestrian
and bicycle path separated by a concrete buffer. Additional
trail improvements included the development of a "Pier Plaza"
adjacentto the Santa Monica Pier; installation of new seat walls,
lighting, and paving along the oceanfront walk portion of the trail;
construction of a new vertical wayfinding path through the center
of the 1,550 parking lot; and replacement of the existing 2-foot-
high wall under the Santa Monica Pier Bridge. Daily coordination
with the adjacent residents, businesses, and the public was
critical throughout the project.

This project rehabilitated the steel truss bridge over the Estrella
River. Construction elements included removing the existing
steel truss bridge from the current foundations while the existing
abutments were demolished and replaced with new abutments
and wing walls founded on 48-inch CIDH piles. The concrete
bridge deck, barriers, and pedestrian walkway were removed
from the existing bridge during this process, and the steel
structure was rehabilitated with the replacement of the top chord
truss pins, end portal bracing elements, and new high strength
connections.
The bridge was re -installed on the new abutments, and a new
concrete deck was placed on the retrofitted structure along
with new guardrails and a new barrier matching the original
historical bridge barrier. The bridge was also subject to

This $5M project constructed a Class I bike/multi-purpose path
along the south side of Hollister Avenue from Pacific Oaks Road
to Ellwood Elementary School to provide a higher level of comfort
and safety to the bicyclists and pedestrians, especially school
children, living in the area.
This project consisted of over a mile of complete street
improvements such as pavement rehabilitation, multimodal path
construction, replacement of over a dozen curb ramps, drainage
improvements, signaled intersection upgrades, parkway and
median planter construction, and curb and gutter replacement.
The pavement rehabilitation entailed removal and replacement of
failing pavement sections, pavement leveling courses, pavement
overlays, and micro surfacing placement. The project also
incorporated a detailed landscape and recycled water irrigation
plan, which enhanced the bikeway and pedestrian path. The
construction team maintained access to adjacent businesses and
provided safe pedestrian and bicycle passage through the project
site. Proactive daily traffic control monitoring and coordination
with the public also contributed to the success of the project.
The multiple funding sources for this project included a
$1.6M Active Transportation Program (ATP) grant for project
construction, Measure A, and Goleta Transportation Impact
Program funds. MNS utilized an in-house document control
system to manage the project in accordance with City and
Caltrans Local Assistance Procedure Manual (LAPM) guidelines.

This $12M interchange improvement project widened Palo
Comado Canyon Road and both sides of the Palo Comado Canyon
Road Overcrossing over US 101. The new bridge is a four -span,
combination T-beam and pre-cast/pre-stressed (PC/PS) [-girder
bridge, which also required modifications to the northbound on/off-
ramps and a new highway auxiliary lane. Construction also involved
cast -in -drilled -hole (CIDH) piles, three retaining walls, and City
roadway improvements.
Roadway improvements included new street and bridge lighting,
traffic signal improvements, architectural features on the bridge,
drainage, ramp metering, utility relocation, earthwork, prepaving
inertial profile, hot mix asphalt (HMA) paving, jointed plain concrete
pavement (JPCP), Midwest guardrail system (MGS), fencing, and
new irrigation and landscaping.
The project also provided beautification with the construction of
architectural treatment of the concrete barriers, retaining walls,
slope paving, and bridge portal pilasters. Drainage modifications
involved placing 18-and 24-inch reinforced concrete pipe (RCP) in
20- to 25-foot-deep trenches to tie into the existing systems. MNS
is provided construction management and inspection and material
testing services forthe roadway work.

The City of El Segundo (City) is requesting a proposal to provide
consulting services on an as -needed, on -call basis for the City's
Public Works Department. The projects will vary in size and
scope; the type of services will be determined as the need arises
on a task order basis. The consultant will provide the required
construction inspection services as outlined in the task order.
MNS has the ability to respond in atimely mannerto meetthe
staffing needs for the various types of projects. We also have a
depth of resources and be experienced in providing construction
management and inspection services for water, sewer, drainage,
and roadway related projects. Our staff will act as an extension of
the City and will coordinate directly with City staff.
MNS specializes in providing construction management and
inspection services for local agency public works projects.
As shown in our project experience (Section 3), we have
successfully managed water and sewer pipeline and facility
projects; parks and downtown beautification; sidewalk and curb
ramp (ADA) upgrades; drainage; and roadway rehabilitation
projects. We are able to meetthe anticipated project and staffing
needs as shown in the City's CIP.
ManagementContract Approach
Our overall management approach is to provide the most
qualified and experienced resources to the City of El Segundo
in a timely manner with personnel that best meets the needs of
the anticipated project. MNS staff will work as an extension of
the City of El Segundo's staff or as an independent team when
required by the City; we will have the necessary experience and
training to hit the ground running for any project.

Based on on -call contracts completed with other agencies,
we have divided our approach to managing this contract and
associated task orders into four phases:
• Contract Setup and Project Scoping
• Staffing Implementation

Contract Setup and Project Scoping
As part of Contract Setup, one of the first actions upon selection
is to meet with the City of El Segundo's Project Manager to
establish a clear protocol and understand specific forms, reports,
invoicing processes, schedule, and expectations for the contract.
Communication is fundamental to establishing a firm foundation.
The MNS Project Manager will prepare detailed scope of services
for each project or task order based upon the following:
• Our understanding of the project
• Information supplied by the City at the preliminary scoping
meeting
• Our own evaluation of the project site and services required
Necessary subconsultants will also be retained atthis time for
any portion of the work in which MNS requires additional or
specialized technical expertise, and/orto meet Disadvantaged
Business Enterprise (DBE) requirements.
Staffing Implementation
Staffing Implementation starts with understanding the staffing
needs of the current project as well as future projects. This is
accomplished by communicating with the City of El Segundo's
Project Manager on a consistent basis in order to anticipate the
specific project need and identify/approve the scope of work in
advance to proactively meet the project needs. We are able to
immediately respond to City staffing/project needs. Our staff is

crossed trained in multiple disciplines providing the City with a
high level of efficiency and experience for its projects.
Quality Control
MNS considers quality control the backbone of the value-added
services we provide. Based on working with various local
agencies for over 55 years, MNS has developed an internal
Quality Assurance/Quality Control (QA/QC) program that is
implemented on all projects. The program, which is tailored to
meetthe specific work requirements and expectations for the
City of El Segundo's on -call contract, focuses on performance
and responsibilities. As the first order of work, the MNS Project
Manager will implement its Quality Control Plan for the contract.
The program will include procedures to ensure quality and timely
services; provide accurate and timely services, documentation,
calculations, and reports; and perform in a professional manner.

project staffing need throughout the contract to ensure that the
overall quality of service for the project and the City are being

Reporting/Invoicing
The MNS Project Manager will work directly with the City of El
Segundo's Project Managerto effectively communicates task
order status, progress, and MNS team performance to the City.
As MNS has repeatedly demonstrated on previous and current
on -call contracts, a few of the key elements in managing these
contracts includes responsiveness, organization, quality control,
and correct attitude.
Construction Inspection
MNS will provide the level of inspection required for the
specific type of project. The MNS inspector will ensure the
work is performed in accordance with the contract documents.
Inspection tasks include monitoring the contractor's activities for
conformance with the plans and specifications; permits; contract
change orders; and working drawings. Inspectors will track and
review the following:
• Item quantities
• Extra work time and materials
• Monitor safety/traffic control
• Utility coordination
• Significant conversations and events
• Verify materials incorporated in the work meet contract
requirements
• Monitor contractor's SWPPP and best management practice
(BMP) compliance

Work, Inspector responsibilities will include:
• Conducting on -site inspection of the work in progress to
ensure the work is performed in accordance with the contract
documents.
• Keeping a daily report for recording hours and equipment on
the job site, extra work, and daily activities.
• Providing assistance with coordination of any utility work
required.
• Ensuring the contractor's traffic control is performed in
accordance to the contract's approved traffic control plan or
to the Caltrans Manual on Uniform Traffic Control Devices
(MUTCD).
• Collecting material certifications and load tickets to maintain a
record of the quantity of material used.
• Documenting the material to incorporate into the work meets
the required project specifications.
• Maintaining orderly files for reports and copies of the contract
documents.
• Coordinating and witnessing acceptance testing such as air
testing, mandrel, closed-circuit television (CCTV) inspection
for pipelines and other similar items.
• Providing inspection to ensure SWPPP and BMPs are
implemented correctly.
• Serving as a liaison between the contractor and the City to
assist the contractor in understanding the intent of the contract
documents.
• Coordinating materials tests and soils tests during construction
to confirm materials used and workmanship meet or exceed
expectations of the plans and specifications.
• Maintaining a marked -up set (by contractor) of contract record
drawings.
• Assisting with RFIs in obtaining relevant details and
information to aid in the resolution of any plan or specification
discrepancies.
• Delivering Notices of Non -Compliance whenever work is

Priorto construction, it is important the construction

Project Setup/Kick-off Meeting
The MNS Project Manager will meet with the City of El Segundo
Project Manager to review the following:
• Establish parameters including design features, levels of
authorization, inspection needs, and procedures for contract
change orders and requests for information (RFIs).
• Review project administration requirements to ensure
consistency with the special funding administration
procedures, such as the Caltrans Local Assistance Procedures
Manual (LAPM) for state orfederally funded projects.
• Establish an outline of dispute resolution regarding any
disputes with the contractor's methodologies, policies, and
procedures.
Pre -Construction Conference
MNS will coordinate a pre -construction meeting to discuss
the hierarchy of both the construction management team and
the contractor and to establish the protocol used throughout
the project. The following parties are typically invited: selected
contractor, City staff, utility companies, and others involved
with the project. The meeting will highlight the contractor's
responsibility towards such items as safety, emergency response,
traffic control, site access, labor compliance, certifications
of materials, submittals, schedule updates, permit and utility
agreements, order of work, weekly meetings, pay requests, public
notices, and quality control. MNS will prepare and distribute an
agenda and meeting minutes.
Construction Coordination
MNS will work closely with the City of El Segundo and the contractor
to promote effective coordination and communication at the job
level with all agencies, surveyors, technicians, and the affected
community and businesses. Timely coordination and review of
contractor's submittals such as the Stormwater Pollution Prevention
Plan (SWPPP), working drawings, material testing, and traffic
control updates will be performed to minimize potential delays.
Contract Administration
MNS has developed a system of computer -generated files and
forms which can be modified to meetthe City of El Segundo's
requirements.

MNS has successfully used these forms to assist in tracking
correspondence, submittals, RFIs, contract change orders,
weekly statement of working days, and progress pay estimates.
We also use summary sheets for tracking and documenting
materials testing results and certification. We monitor labor
compliance through review of certified payroll and employee
interviews. We monitor cost control by tracking contract item
payments and quantities, contract change order payments, extra
work, and supplemental work.
Weekly Meetings
To facilitate and maintain communication, we will hold weekly
construction meetings with the contractor to discuss the
progress of the work, and address any outstanding or anticipated
issues. Specialty meetings such as utility, traffic control, and pre -
paving will be held to address project -specific work elements as
required. The contractor's three -week -look -ahead schedule will
be reviewed and discussed during each meeting.
Public Relations
MNS understands the importance of public relations and public
awareness for construction projects and realizes most public
works projects directly impact neighboring properties and the
traveling public. MNS will act as a liaison between the City and
the public, respond to questions and complaints from the public
and other agencies regarding construction activities, and be
available for public meetings.
Submittals/RFIs
The timely review of submittals and RFIs is critical to project
construction. All submittals and RFIs will be logged and
distributed as necessary. MNS will monitor the log to verify
responses are submitted in a timely manner and will also
coordinate with the Design Engineer to ensure the RFIs and
submittals are answered and returned within the required time
frame.
Schedule Review
MNS will perform a preliminary review of the contractor's
baseline schedule to verify all project milestones are accounted
for and the schedule includes adequate data to present a clear
picture of sequencing the various work items to support a logical
project completion date. Requiring a clear and detailed schedule,
along with subsequent monthly updates, will be a valuable tool
during the life of the projectto monitor contract progress and
potential delays.

MNS will take the lead in negotiating time extensions due to
contract change orders (CCOs) and other delays. The contractor's
three -week -look -ahead schedule is also a valuable tool that will
be reviewed at each weekly meeting.
Permit Management
MNS will monitor the work to ensure the contractor is complying
with the various permit requirements. Ourteam includes certified
Qualified SWPPP Practitioner (QSP) and Qualified SWPPP
Developer (QSD) staff to ensure the project's compliance with
the approved SWPPP and Water Pollution Control Board permit.
MNS inspectors will provide focused attention to dust control,
prevention of sediment tracking onto the roadway, and site
maintenance.
Safety
Performing all work and operations in a safe manner is
imperative and must remain consistent with the following
guidelines and regulations: Cal/OSHA, Department of Industrial
Relations Construction Safety Orders and the contractor's Code
of Safe Practices, governing codes and regulations, and contract
documents. MNS will review the site for safe working practices
and notify the contractor of any unsafe conditions and verify the
safety concerns have been properly addressed.
Change Orders and Potential Claims
The main objective for claims on any project is to avoid them
when possible. Methods include anticipating and addressing any
potential problems before they occur, providing timely responses
to RFIs, expediting prompt processing of change orders,
reviewing the contractor's schedule, and reviewing the project
work. MNS will review, negotiate, and prepare all CCOs, and
coordinate with the City of El Segundo to process CCOs.
Construction Surveying
MNS has in-house surveyors available should the City of El
Segundo require the construction management team to provide
surveying services. Otherwise, MNS will coordinate with the
contractor's project surveyorto ensure all required surveying is
provided in accordance with the contract documents.
Materials Testing
MNS will either provide a subconsultant or work with the City of
El Segundo's preferred firm to provide materials testing. MNS
will coordinate with the materials testing firm to provide any
needed testing throughoutthe project. Testing will be performed
in accordance with the City's Quality Assurance Procedures

(OAP) at the required/needed frequency to verify the adequacy of
the material being placed.
Punch List and Final Report
To expedite and ensure the accuracy of final documents and
reports, MNS will maintain an updated set of record drawings,
quantities, CCO costs, and general record keeping throughoutthe
life of the project. The Resident Engineer will coordinate a project
review and miscellaneous punch list items priorto acceptance
of the contract work. This task also includes a final walkthrough
of the project with the City and any governing agencies involved
with the project.
Final reports and job records will be submitted to the City of El
Segundo atthe completion of the contract. We will coordinate
a post -construction meeting with the City, Design Engineer,
and involved staff to discuss project issues and any "Lessons
Learned" on the project.

requirements of the contract documents and efficient closeout of

Cost and schedule control is an ongoing task throughout the life
of the project. Schedule and costs will be carefully managed to
contain expenditures within the project budget. MNS aggressively
pursues cost savings measures and seeks to identify and
implement cost reducing opportunities throughout the project.
Cost and schedule often go hand -in -hand with one another. By
keeping the schedule on track and minimizing delays will most
certainly minimize extra costs to the project as well. Our overall
approach to schedule and cost control is being proactive and
looking ahead in lieu of reacting. Cost savings start with an
experienced and knowledgeable construction managementteam
that understands what is required to successfully construct a
project. At MNS, we have seasoned construction engineers,
managers, and inspectors with the ability to identify potential
impacts to a project and identify cost savings ahead of time
to minimize impacts and reduce overall project costs. A few
methods to assist with increasing construction efficiency,
adhering to the schedule, and minimizing costs include
understanding and being familiar with the project, permits, and
challenges prior to commencing the project:

The project's document control system will track and monitor

It is our utmost priority to keep the City's projects moving
forward and managed in every aspect at all times. All work will be
scheduled with an adequate amount of time and MNS will have
qualified staff readily available to work on projects in a timely

Mr. Chelini has over 33 years of construction
management and project management experience
working for public agencies. Prior to MNS, Greg worked
12 years for the California Department of Transportation
(Caltrans). His extensive work experience makes him
highly qualified for supervising staff on concurrent
projects; administrating multiple projects; supporting field
staff; providing project team quality control; applying
value engineering concepts to projects; consulting with
various project players to facilitate efficient job progress
and maintaining project integrity; coordinating with public
agencies; and maintaining project schedule and budget.
His experience includes:
Hollister Avenue Class I Bike Path and Pedestrian
Improvements, City of Goleta, CA. Principal -in -Charge.
This $5M project constructed a Class I bike/multi-
purpose path along the south side of Hollister Avenue
from Pacific Oaks Road to Ellwood Elementary School.
This project consisted of over a mile of complete street
improvements such as pavement rehabilitation,
multimodal path construction, replacement of over a
dozen curb ramps, drainage improvements, signaled
intersection upgrades, parkway and median planter
construction, and curb and gutter replacement. The
pavement rehabilitation entailed removal and
replacement of failing pavement sections, pavement
leveling courses, pavement overlays, and micro surfacing
placement. The project also incorporated a detailed
landscape and recycled water irrigation plan, which
enhanced the bikeway and pedestrian path. The
construction team maintained access to adjacent
businesses and provided safe pedestrian and bicycle
passage through the project site. Proactive daily traffic
control monitoring and coordination with the public also
contributed to the success of the project. The multiple
funding sources for this project included a $1.6M Active
Transportation Program (ATP) grant for project
construction, Measure A, and Goleta Transportation
Impact Program funds. MNS utilized an in-house
document control system to manage the project in
accordance with City and Caltrans Local Assistance
Procedure Manual (LAPM) guidelines.
Lindero Canyon Road Bridge Improvements at US
101, City of Westlake Village, CA. Project Manager.
The highly -traveled Lindero Canyon Road corridor is the
gateway to the City; this $6.2M project modified the
existing bridge over US 101. The project removed the
existing center median; added a travel lane in each

barriers with aesthetic treatments; modified the
northbound Lindero Canyon Road on -ramp median; and
improved related grading, drainage, utility and traffic
signals. Responsibilities included overseeing project
management with a particular focus on budget, schedule,
and technical oversight; supporting the Resident
Engineer in implementing the management plan; serving
as the City's point -of -contact for the consultant contract
and overall construction management services provided
per the contract; and providing technical items for bridge
construction, such as falsework and shoring review.
ARRA-Funded Pavement Rehabilitation, City of
Carpinteria, CA. Principal -in -Charge. This $1.3M
pavement rehabilitation project repaired the existing
asphalt by removing failed pavement areas. This process
involved grinding the asphalt to assorted depths and
replacing with a deep -lift of asphalt. This project installed
1,600 linear feet of AC dike and raised over 60
manholes, valves, and sewer cleanouts to finished grade.
Village at the Park Sports Complex, Pleasant Valley
Recreation and Park District, CA. Principal -in -Charge.
This $12M, 55-acre sports complex at the Village of the
Park residential community featured three softball fields,
over 25 acres of soccer fields, three recreational -use
buildings plus office facilities, a perimeter parking lot,
concrete and granite walkways and paths, landscaping
and irrigation, and extensive lighting for the fields and
pedestrian walkways. Particular challenges for this
project were staying within budget when faced with in-
field changes and inadequate existing site conditions.
MNS worked closely with the District and contractor to
implement solutions on a daily basis to adhere to the
budget such as reducing landscape overplanting and
providing efficiency modifications to the irrigation plan.
This project received the 2009 APWA Project of the Year
from the Ventura County Chapter.
Supplemental Water Project, Nipomo Community
Services District, CA. Project Manager. This $16M
supplemental water project involved three separate
construction contracts:
• Horizontal Directional Drilling (HDD) of 2,600 feet of
30-inch HDPE pipe under the Santa Maria River; 24-
inch DIP; and jack and bore.
• Blosser Road Waterline includes 5,000 feet of 18-
inch pipeline and 270 feet of 36-inch jack and bore
under the Santa Maria levee.
• New Pump Station construction includes a booster
pump station; electrical system (including portable
backup generator); water chloramination system and
appurtenances; approximately 1,720 linear feet of all -

linear feet of 24-inch ductile iron pipe; pressure
reducing station; and chloramination systems at four
separate existing water wells in Nipomo. An 18-inch
pipeline extension will be constructed along Blosser
Road to the Santa Maria Levee. At this juncture, the
pipeline will transition to a 24-inch horizontal
directional drilled pipeline across the river; the 24-
inch line will be constructed from the river basin up
the bluffs south of the river, connecting to a 0.5-
million-gallon storage reservoir. The pumping plant
consists of a reinforced concrete structure founded
on driven pile foundation. The project is constructed
within a highly sensitive environmental habitat and
requires extensive coordination with permitting
agencies.
Phase 1 Wastewater Treatment Plant Upgrade,
Laguna County Sanitation District, CA. Principal -In -
Charge. This $53M wastewater treatment plant upgrade
and expansion project will replace the existing
headworks; replace the existing clarifiers and trickling
filter with an aeration basin/mixed liquor splitter box;
repurpose existing settling ponds; construct new
stormwater capture facilities; repurpose and convert the
existing south primary clarifier for the use of a break tank;
modify the existing sludge collection and digester
process; expand the in-house recycled water system;
install a new 800 kw generator; and construct a new
building to house a new laboratory, offices, locker room,
control room, and mechanical/server rooms. MNS is
providing Construction Management and Inspection.
Cabrillo Boulevard Bridge Replacement, City of
Santa Barbara, CA. Principal -in -Charge. As part of the
Lower Mission Creek Flood Control project, this $14M
bridge was constructed at Cabrillo Boulevard and State
Street in one of the most tourist -frequented areas in
downtown Santa Barbara. This project replaced the
existing bridge with a widened and longer bridge
spanning Mission Creek, a highly environmentally -
sensitive lagoon and estuary. One of the goals of this
project was to preserve the architectural integrity of this
historic bridge. The existing four -lane bridge, sidewalks,
and bike path were replaced with a four -lane pre-
stressed/pre-cast (PS/PC) slab bridge with sidewalks,
decorative rail and lighting. The bridge was founded on
special Tubex Piles as well as cast -in -drill -hole (CIDH)
pile extensions with drop caps at the pier bents. This
project was constructed in several stages to
accommodate the high level of traffic.

Mr. Newman has over 44 years of experience in
transportation, water/wastewater improvement, and
development projects. Prior to joining MNS, Robert
served as the Public Works Director for the City of Santa
Clarita. He managed six divisions in the department
(Building and Safety, Capital Improvement Projects,
Engineering Services, Environmental Services, General
Services, and Traffic and Transportation Planning) with a
full-time staff of 145, an operating budget of $26M, and a
capital budget of $50M. Robert's total capital
improvement program oversights totaled over $1 B in
improvements. He served an integral role in resolving
Santa Clarita Valley Chloride compliance issues, working
with council members and board members, water
agencies, sanitation districts, and other project
stakeholders to provide guidance, and expertise in a
complex total maximum daily load (TMDL) regulatory
matter. The program included efforts to protect the Santa
Clarita Valley's critical water supply issues including the
potential for future reclaimed water in partnership with
the city and the sanitation district. Robert offers a
progressive leadership style; coaching and mentoring
skills; effective communicator on all levels, team building,
large budget development and management; and
supervisory skills including effective hiring, discipline,
training, and performing multiple complex administrative
tasks. His experience includes:
Canyon Country Community Center Stormwater
Improvements and Roadway Widening and
Pedestrian Access, CA. Public Works Director
Overseeing the Capital Improvement Program. This $3M
project widened the Sierra Highway in coordination with a
$67M new community center. While with the City of
Santa Clarita, Robert served as the Public Works
Director and worked with City staff and provided project
oversight during the implementation of the project, from
initial concepts through design, bidding, and construction
of the project. The project is located at the intersection of
two major roadways in the City with traffic volumes over
40,000 average daily traffic (ADT). The scope included
utility relocations, property acquisition, street light
installation, roadway widening, and traffic signal
modifications. The project also included roadway
widening, Class 2 bike lane, pedestrian sidewalk,
streetlights, paving, landscaping of new median and
parkway, signal modification, and overlay. As part of the
overall project development, Robert led the efforts in the
construction of a major regional storm drain and
stormwater infiltration system, in partnership with the Los
Angeles County Flood Control District.

Citywide Stormwater Project Oversight, City of Santa
Clarita, CA. Public Works Director Overseeing the
Capital Improvement Program. Robert provided oversight
of regional board permitting through project conditioning,
design, construction, and system maintenance. As the
Public Works Director, Robert was involved with over 100
municipal and private development projects.
Enhanced Watershed Management Plan (EWMP), City
of Santa Clarita, CA. Public Works Director Overseeing
the Capital Improvement Program. The EWMP allows
collaboration among agencies on multibenefit regional
projects to retain both non-stormwater and stormwater
runoff, as well as to facilitate flood control and increase
water supply. Nearly 90% of the watershed is open
space with approximately 88% being undeveloped land
and contains one of the last remaining national rivers in
Southern California. The Upper Santa Clara River
watershed (USCRW) presented unique challenges for
maintaining the balance of population growth,
conversation of endangered species habitat, floodplain
management, water supply, and wildlife corridors that
depend on the Santa Clara River and its floodplain. The
EWMP was developed to protect the beneficial uses of
the USCRW receiving waters while recognizing these
unique characteristics.
In this multiagency collaboration, as the City of Santa
Clarita's Public Works Director, Robert provided
oversight in the cities involvement in the Integrated
Regional Water Management (IRWM) process,
consisting of members of the RWMG as well as an
extensive mix of many other agencies and organizations
with an interest in improving water supply, water quality,
flood management, and ecosystems in the region.
Stakeholder agencies included Castaic Lake Water
Agency (CLWA), City of Santa Clarita, Los Angeles
County Flood Control District, Newhall County Water
District (NCWD), Rivers and Mountains Conservancy
(RMC), Santa Clarita Water Division of CLWA (SCWD),
and Santa Clarita Valley Sanitation District of Los
Angeles County (SCVSD). Specific efforts included direct
emails, mailings, face to face interaction, event
participation, classroom instruction, flyers, notices,
surveys, and presentations were performed to get
environmental groups, conservancy groups, well owner
groups, disadvantaged communities (DACs), water
suppliers, municipalities, the local sanitation and flood
control districts, American Indian Tribes, developers,
landowners, adjacent IRWMP areas, state agencies,
elected representatives, and others to take part in the
IRWMP. Involved specific roles and responsibilities.
Robert Newman represented the City of Santa Clarita, a
municipal government providing open space and land
use planning as well as stormwater management, water

Cross Valley Connector Construction, City of Santa
Clarita, CA. Multi -Project Program Manager. This $245M
multi -phase general plan consists of a complex 8.5-mile
construction effort for a major roadway linking State
Route 14 and Interstate 5. Robert successfully managed
the project and collaborated with over 100 project
stakeholders and with multiple funding sources in 11
construction phases, each with unique challenges and
constraints.
Annual Overlay and Slurry Seal Program, City of
Santa Clarita, CA. Public Works Director Overseeing the
Capital Improvement Program. This $13M pavement
preservation project involved roadway improvements
ranging from major arterials with traffic volumes
exceeding 40,000 average daily traffic (ADT) to
residential streets. Robert worked with City staff and
provided oversight during the implementation of the
project, from street selection based upon five-year -
master plan, through preliminary design, engineering,
traffic striping plan development, bidding, and
construction. Funding for the project included STPL, Los
Angeles Metro Measure M, State SB-1, TDA Article 8.
City Wide Guardrail Improvements—HSIP, CA. Public
Works Director Overseeing the Capital Improvement
Program. This $1.1 M citywide guard rail improvement
project replaced end attenuation and filling gaps, where
needed. Robert worked with city staff and provided
project oversight during the implementation of the
project, from initial concepts through design, and bidding.
The initial bids for the project came in over the project
budget so the project was rescoped to ensure the project
could be delivered within budget. The guardrail and
roadway safety improvement project were performed and
consistent with the Caltrans awarded Highway Safety
Improvement Program (HSIP) grant funds.

Drainage Systems
Michael has extensive experience with designing and
inspecting drainage systems for various applications:
• Serving as Design Engineer on several large
residential tracts of land (400+ homes), which
involved developing temporary and permanent
drainage systems such as above drainage
conveyances and below ground pipelines, culverts,
and channels.
• Conducting oversight and inspection of many miles
of pipeline installation.
• Designing a diversion pipeline and associated
structures to divert water from the landfill at
Vandenberg Air Force Base (VAFB).

Erosion Control and Sediment Management
Notable experience included a major culvert redesign to
divert water from the World War I I (WWII) landfill. The
drainage channel eroded into a VAFB WWII landfill

Slope Stability Design/Mitigation/Failure Analysis
He has extensive experience with slope stability design,

Michael has worked with numerous clients ranging from
public agencies to military installations. Project
management highlights include:
• Serving as Principal Engineer for Montgomery
Watson Harza (MWH), he managed multimillion -
dollar projects for VAFB for over eight years. Projects
involved remedial investigation and mitigation of
impacted soil and groundwater; the bulk of the
remedial efforts included either removal of thousands
of cubic yards of impacted soil or in -situ soil and
groundwater treatment.
• Serving as Engineer of Record for all MWH activities
at VAFB including developing cost estimates,
preparing proposals, negotiating contracts with the
client and contractors, and final reporting

• Serving as Project Manager, he was responsible for

water -related providing onsite inspection and
coordination for roadway, bridge, and utility projects. He
is familiar with Caltrans methods and procedures as well
as coordinating with multiple agencies and utilities. His
experience includes:
State Route 246 Passing Lane and Operational
Improvements, Caltrans District 5, Lompoc, CA
Assistant Resident Engineer. This $18M highway
improvement project was constructed in multiple stages
and involved widening over four miles of highway
including construction of new passing lanes and raising
the profile over eight feet in some areas to improve sight
distance. The project included over 250,000 cubic yards
of roadway excavation; over 63,000 tons of hot mix
asphalt (HMA) paving; 15,000 feet of HMA dike, 18- to
60-inch drainage pipe; reinforced concrete box culverts;
rock slope protection (RSP); Midwest guardrail system;
and traffic control. Also included in the project was the
installation of two 84-inch culverts under the highway to
serve as wildlife crossings. The project required
coordination with adjacent property owners to maintain
access, close adherence to permit requirements,
coordination with materials technicians and surveyors.
Responsibilities included daily inspection and
documentation, preparing monthly estimates, submittal
review, and checking grades.
State Route 154 Rehabilitation and Overlay, Caltrans
District 5, Santa Ynez, CA. Assistant Resident
Engineer. This $12M Caltrans pavement rehabilitation
project involved inertial profile grinding and paving of
over 12 miles of highway. Construction elements
included placement of 59,000 tons of rubberized hot mix
asphalt (RHMA); placement of 80,000 feet of hot mix
asphalt (HMA) dike; over 14,000 feet of Midwest
guardrail system; concrete barrier rail transitions; striping;
and extensive Stormwater Pollution Prevention Plan
(SWPPP) and final best management practice (BMP)
considerations. Taylor worked for both Structures and
District Construction as part of the Caltrans on -call
contract. Responsibilities included daily inspection and
documentation, monitoring traffic control, preparing
monthly estimates, submittal review, tracking extra work,
and checking grades.
Decision Point Documents for South Coast US 101
High Occupancy Vehicle (HOV) and Rehabilitation
Project, Santa Barbara County Association of

engineering and design services to develop 35% plans
for the northern segment of the South Coast 101 HOV
Lanes Project and South Coast 101 Rehabilitation
Project in southern Santa Barbara County. This segment
of the US 101 begins north of the Padaro Lane
Interchange in Summerland and extends to south of
Sycamore Creek in the City of Santa Barbara. Overall,
the US 101 HOV Lane Widening project will widen the
US 101 by adding two lanes. This project is crucial in the
overall widening project, for SBCAG and Caltrans to
develop a comprehensive strategy to efficiently
rehabilitate the existing four lanes. MNS is providing
engineering services for two miles of freeway geometric
design; overall roadway drainage design; and overall
utility coordination. Responsibilities include modeling US
101 mainline and ramp corridors; geometric design of US
101 mainline and ramps, including profile, super
elevation, and alignments; utility coordination and
verification; preparing pothole plans; preparing
alternative analysis of US 101 mainline and ramp
alignments as well as truck turning analysis for ramp
intersections.
Supplemental Water Projects, Nipomo Community
Services District, CA. Construction Inspector. This
$17M supplemental water project involved three separate
construction contracts: horizontal directional drilling
(HDD) under the Santa Maria River; Blosser Road
waterline and road improvements; and new pump station
construction. The project also involved converting five
existing wells to the chloramine disinfection process to
coincide with the City of Santa Maria's process. A one -
mile, 24-inch pipeline extension was constructed along
Blosser Road to the Santa Maria River Levee, where it
was bored and jacked under the levee. The pipe then
transitioned to a 30-inch high -density polyethylene
(HDPE) pipe, which was installed 100 feet under the
riverbed by horizontal directional drilling (HDD). The HDD
daylights on the bluff 120 feet above the riverbed where it
connected to the newly constructed pump station. The
new pump station construction included a booster pump
station; electrical system (including portable backup
generator); water chloramination system and
appurtenances; approximately 1,720 linear feet of all-
weather access road to the pump station site; and 1,750
linear feet of 24-inch ductile iron pipe. The project was
constructed within highly sensitive environmental habitat,
which required extensive surveying and coordination with
permitting agencies as well and the surrounding farmland
owners. MNS provided construction management and
inspection. Responsibilities included inspecting all
aspects of the pipeline —shoring for open cut sections,
jack -and -bore, and concrete inspection of thrust blocks.
Taylor also provided daily inspection and

Goleta Drainage Improvements at US 101, Caltrans
District 5, CA. Assistant Resident Engineer. This
$16.6M project replaced the existing box culvert
structures along rivers at US 101. This project was multi -
staged over two seasons to accommodate traffic on US
101. The new bridge structure involved driven pile, cast -
in -place deck slab, shoring and falsework, and
environmental considerations for working within the two
rivers. Responsibilities included inspecting all aspects of
the bridge construction from falsework and shoring
erection; pile driving; and pouring of abutments and deck
slab; monthly quantity estimates and calculations; daily
diaries; checking grades; change order tracking; and
material verification in accordance with the Caltrans
Construction Manual.
Los Carneros Road Overhead Bridge Replacement at
US 101, City of Goleta, CA. Construction
Inspector/Construction Office Engineer. This $6.3M
project involved removing and replacing the existing bridge
over the Union Pacific Railroad (UPRR) tracks and
reconstructing the roadway approaches. This project was
multi -staged to accommodate traffic across the bridge
throughout construction. The work within the UPRR and
Caltrans right-of-way required close coordination with the
railroad and Caltrans throughout construction. This project
included shoring and falsework, pre -cast girders,
lightweight expanded polystyrene backfill, metal beam
guard rail (MBGR), hot mix asphalt (HMA) paving,
drainage, and traffic control. Responsibilities included daily
inspection, daily reports, document control, tracking item
quantities and extra work.
Black Road Bridge Replacement, Santa Maria, CA.
Construction Inspector. This $2M bridge replacement
project is located on Black Road in Santa Maria, CA.
Construction elements involved a post -tensioned box
girder bridge including the erection of falsework and
shoring; 42-inch cast -in -drilled -hole (CIDH) piles in wet
holes; steel frame tubular railing; and retaining walls. The
bridge spanned over an environmentally sensitive creek,
which required constant coordination and communication
with an onsite biologist. Also included in the project was
the installation of two 48-inch culverts within the roadway
to serve as Tiger Salamander crossings for the
environmentally sensitive area adjacent to the road.
Responsibilities included inspecting all aspects of
construction such as excavation in creek; driving and
pouring of CIDH piles and abutment seats to falsework
erection; pouring of stem and soffit and bridge deck; and
post -tensioning, drainage, metal beam guard rail
(MBGR).

The line will travel 8.5 miles and serve the Cities of Los
Angeles, Inglewood, and El Segundo. Once in operation,
this line will offer additional transportation options to
congested roadways and provide significant
environmental benefits, economic development, and
employment opportunities throughout Los Angeles
County. Riders will have easier connections within the
Metro Rail system, municipal bus lines, and other
regional transportation services. The project includes the
Southwestern Yard Maintenance Facility, a facility with
the capacity to service and store up to 70 light -rail
vehicles (LRV). This facility will serve the new
Crenshaw/LAX Project and the existing Metro C Line
(Green), housing general administration, and operation
and support services. The facility will be equipped to
perform inspections, body and heavy repairs, and
cleaning and washing of Metro's growing LRV fleet.
Metro is also constructing a transit station that will
connect LAX to the regional rail system. The Airport
Metro Connector (AMC) transit station at Aviation BI and
96th Street will provide a direct connection to LAX's
future Automated People Mover (APM). The
Crenshaw/LAX Transit Project will serve the Crenshaw
District, Inglewood, Westchester, and surrounding areas
with eight new stations: Expo/Crenshaw, Martin Luther
King Jr., Leimert Park, Hyde Park, Fairview Heights,
Downtown Inglewood, Westchester/Veterans, and
Aviation/Century. The project began construction in 2014
and anticipates completion in 2021. The Crenshaw/LAX
Project is one of 12 transit projects funded by Measure
R, the half -cent sales tax approved by Los Angeles
County voters in 2008. Responsibilities included quality
assurance for approximately $250M in advance utility
relocation such as the Los Angeles Department of Water

Regional Connector Transit Project, Metro, Los
Angeles, CA. Principal Construction Inspector. The
$225M Metro Regional Connector Project extends from
the Metro Gold Line Little Tokyo/Arts District Station to

Angeles, allowing passengers to transfer to Blue, Expo,
Red and Purple Lines, bypassing Union Station. The 1.9-
mile alignment will serve Little Tokyo, the Arts District,

oversaw advanced utility relocation of several multibillion

of Metro's priority projects, the Purple Line Extension is a
critically important rail project that provided a high -
capacity, high-speed, and dependable alternative for
commuters to travel between downtown Los Angeles, the
Miracle Mile, Beverly Hills, and Westwood. From the
current terminus at Wilshire/Western, the Purple Line
Extension extends westward for about nine miles and
adds seven new stations providing easy access to the
Westside, our region's second-largest job center. The
project is being built in three sections. The first section
between Wilshire/Western and Wilshire/La Cienega is
now under construction and is scheduled for completion

North Pleasant Valley Groundwater Desalter Project,
City of Camarillo, CA. Resident Project Representative.
This $35M facility will process approximately 4,500 acre-
feet per year of groundwater, producing about 3,800
acre-feet of drinking water per year. The resulting brine
waste of approximately 700 acre-feet per year will be
discharged to the Calleguas Regional SMP, Phase 2C.
The SMP conveys brine waste to the Pacific Ocean. The
North Pleasant Valley Desalter project site is located
within the 4.7-acre treatment plant and will treat brackish
groundwater for use as potable water. This project
includes construction of a new Administration building
housing an emergency generator, green sand filtration
system, a reverse osmosis treatment system, storage
tanks, and other operating facilities; a new perimeter
wall, gates, access driveway, and related site
improvements: large diameter pipelines to connect Wells
A and B to the treatment site; drilling of a new well;
pipelines to connect the discharge from the facility to the
City's existing water system; a discharge brine line from

El Estero Wastewater Treatment Plant Tertiary Filter
Replacement, City of Santa Barbara, CA. Assistant
Resident Engineer. This $8.4M project replaced the

included demolition of an existing gravity filter, installation

new reclaimed water transfer pumps, yard piping
modifications, associated electrical and instrumentation

Owner's Agent/Owner's Engineer (OA/OE) Services
for the Groundwater Reliability Improvement
Program (GRIP), Water Replenishment District of
Southern California (WRD), CA. Construction Manager.
WRD established the GRIP to find alternative sources of
water to offset the imported water used for replenishment
in the Montebello Forebay. As part of the GRIP, an
advanced water treatment facility (AWTF) is being
designed and constructed to treat 10,000-acre-feet per
year of tertiary recycled water. The GRIP AWTF is
located in a 5.2-acre lot, adjacent to the San Gabriel
River in the City of Pico Rivera. Treatment processes
include automatic strainer to protect downstream
membrane treatments systems from large particles;
microfiltration (MF) or ultrafiltration (UF) to reduce
turbidity and silt density index (SDI) of reverse osmosis
(RO) feed water; cartridge filtration to project
downstream of the RO process; RO to remove salts,
minerals, metal ions, organic compounds, and
microorganisms; advanced oxidation with utraviolet light
(UV) treatment using hydrogen peroxide in concert with
UV to reduce N-Nitroso-Dimethylamine (NDMA)
concentrations and provide additional disinfection,
decarbonation to release excess carbon dioxide and
stabilize the product water; and pH adjustment/corrosivity
stabilization. The 11,700-square-foot treatment facility is
LEED certified with approximately 40,000 square feet of
additional surface landscape and bioretention, 4,000
square feet of vegetated roof garden, with 79,000 square
feet of surface parking and pedestrian hardscape.
Government Wastewater Treatment Plant (WWTP)
Upgrade (ICI), Ontario, Canada. Project
Superintendent/Engineer. This $15M project constructed
a new state-of-the-art polymer distribution system for
sludge discharge, a new oil handling facility, civil cut/fill
operation for new roads and access paths, retrofit of
entire WWTP facility including a four-story demolition and
reinstallation of concrete slabs and office layout. Project
management responsibilities included conformance to
stringent government specifications, requests for
information (RFIs), monthly draws, cost estimating,
close-out reports, document control, weekly contract
negotiations and bid approval, quality assurance/quality

three utility scale solar farms with road access, module

racking supports, inverter, structural pads, substation,
and interconnection point. Responsibilities included
managing the principal contractor (PCL Constructors and
RES USA), contract compliance, scheduling milestone
and phase construction, problem solving design
discrepancies onsite, extra work approvals, and quality
assurance/quality control (QA/QC) inspections with 200
manpower onsite daily. Project management tasks

Two Main Roads Government Projects, Brisbane,
Canada. Site Engineer. This $700M major roadway
infrastructure improvements project involved multiple
subprojects: construction of large cut/fill operations,
landscaping, and embankments ($7M); installation of
110,000 tons of four -lane highway asphalt ($10M); inner
city installation of stormwater drainage and manholes
($1.5M); construction of a new road including diversions
and traffic switches, which required 10 to 15 closures per
week $1.25M; and installation of heavy-duty structural
walls for a new road subgrade and paving ($5M).
Detailed and site specific paperwork were created for
each project including safe work method statements,
process control plans, specification conformance,

of Grover Beach, CA. Construction Inspector. Funded
by Measure K-14, this $1.3M project completely rebuilt
Longbranch Avenue from 3rd Street to 10th Street. The
project constructed new sidewalks and curb ramps for
the entire length of the project. Each of the existing
driveways was tied into the new roadway; all the existing
mailboxes were moved to the edge of the new pavement.
Parkways were added between the sidewalks and the
new roadway. Responsibilities included construction
inspection, tracking quantities, monitoring traffic control,
and coordination.
Ocean View Avenue Rehabilitation and Repair, City
of Grover Beach, CA. Construction Inspector. Funded
by Measure K-14, this $870K project was a complete
rehabilitation of Ocean View Avenue and the surrounding
cross streets of Front Street, 1 st Street, Second Street,
and Carmelda Lane. The project consisted of removing
the existing asphalt and placing a new section of
aggregate base and HMA. New cross gutters, sidewalks,
and ADA compliant curb ramps were installed at various
locations within the project. Newport Avenue was added
as an extension of this project for an additional
construction cost of $200K. Responsibilities included

Annual Overlay and Slurry Seal, City of Santa Clarita,
CA. Construction Inspector/Materials Testing Technician.
This $4M project involved hot mix asphalt (HMA) overlay,
microsurFacing, and slurry seal treatments in various
areas of the City for the 2014-2015 annual overlay and
slurry seal program. Construction elements included dig
out and replacement; asphalt concrete (AC) grinding;
placement of up to 1,500 tons of HMA per day; crack
sealing; slurry placement; raising utility covers and risers;
utility replacement; ongoing daily traffic control; and
coordination/outreach with residents and businesses.
Responsibilities included providing oversite on inspectors
providing field testing and inspection.
Various Pavement Rehabilitation Projects, Various
Agencies, Los Angeles, Santa Barbara, and Los
Angeles Counties, CA. Public Works Inspector. For
over 10 years, Chris has provided construction inspection
services during all project phases for numerous

• Pavement Rehabilitation, County of Ventura, CA.
This County of Ventura project involved pavement
rehabilitation of 24 roads in the areas of Ventura and
Mira Monte, CA. Construction work included pre -cast

sidewalk removal and replacement; sidewalk

• Thousand Oaks Pavement Rehabilitation, Agoura
Hills, CA. This project was part of the City's Annual
pavement rehabilitation project. Construction
elements involved rubberized hot mix asphalt
(RHMA) paving, grinding, and traffic control.
• Mullholland Highway Scenic Corridor
Improvements, Phase 3, City of Calabasas, CA.
This City project widened the highway to make way
for an enhanced bicycle lane and landscaped
sidewalks. This project also involved construction of
a double retaining wall next to adjacent properties
located up on a slope above the road.

rehabilitation on US 101. The project included the
installation of a new metal guardrail system (MGS),
localized post and rail element wall shoulder support,
along the northbound lane, with concrete barriers slabs
for each of the three bridge approaches for State Route
41 between post miles 12.5 and 13.3, west of
Atascadero, in San Luis Obispo County. The new MGS
was placed approximately a minimum of 4 feet outside of
the edge of travel way (ETVV). To facilitate this, shallow
sliver fills retained by a metal beam and post rail element
wall were locally placed behind the MGS to widen the top
of slope hinge line.
US 101 High -Occupancy Vehicle (HOV) Carpinteria
Segment 4A (EA 05-ON7AU4) Caltrans District 59 in
District 5, CA. Construction Inspector. This $151 M
Caltrans multistage construction project along a 3.3-mile
stretch of US 101 reconstructed the freeway and added
an HOV lane in each direction. The project was
constructed in multiple stages and included staged
shoring and falsework, CIDH and driven piles, two new
creek bridges, and new reinforced box culverts.
Additional construction activities included replacing three
existing bridges, realigning retaining walls, and adding
miles of new sound walls and barrier rail. The project
won the Platinum Hard Hat Award in Safety Excellence.
A full-time Safety Manager was retained for the duration
of the project. The Safety Manager and team leaders
fostered a culture in which each activity was planned and
executed with safety at the forefront. Going above and
beyond standard safety requirements, the team
developed project -specific quarterly safety themes and
conducted monthly operations meetings. The rigorous
safety program and activity included the following:

Las Cruces Pavement Rehabilitation at State Route 1,
Caltrans District 5, Lompoc, CA. Construction
Inspector. This $60M Caltrans project is being
constructed along a 19.3-mile stretch of State Route 1.
Construction involves profile grinding and overlaying
State Route 1 with over 64,000 tons of rubberized hot
mix asphalt (RHMA) (gap graded). This project also
consists of removing over 13,000 linear feet of guard rail;
and installing over 10,700 linear feet of Midwest
Guardrail System and over 360 linear feet of concrete
barrier transition at 53 locations throughout the project.
Work also involves significant drainage improvements.
Additionally, there was over 118,000 linear feet of asphalt
concrete (AC) dike removed and replaced with
approximately 117,770 linear feet of hot mix asphalt
(HMA) dike (various types). Responsibilities include
providing construction inspection of the various items of
work, daily reports„ traffic control, tracking quantities, and
Stormwater Pollution Prevention Plan (SVVPPP)
inspection.
2016 Street Repairs, City of Arroyo Grande, CA.
Construction Inspector. This street repair project
prolonged the life of numerous streets and prepared
them for a slurry seal application. Construction involved
removing and replacing failing sections of pavement with
a 4-inch hot mix asphalt plug on the streets to be slurry
sealed and then grinding and placing a thin maintenance
overlay on streets in need of more extensive repair. The
project also involved significant replacement of sidewalk
and curb ramp to bring the area in compliance with the
Americans with Disabilities Act (ADA). This project
required close attention to the contractor's traffic control
and communication with the design team to incorporate
several approved design exceptions into the sidewalks
and curb ramps.
2016 Street Resurfacing, City of Arroyo Grande, CA.
Construction Inspector. This project followed the City's
2016 Street Repair project and involved crack sealing
and slurry sealing the repaired streets, restriping streets,
and repainting red curbs. This project required close
monitoring of traffic control to ensure the contractor
properly notified affected residents.
Le Point Area Water Main Upgrade, City of Arroyo
Grande, CA, Construction Inspector. This $480K project
installed 2,280 feet of new 8-inch water main, replacing

the aging existing main. The project included the
installation of 42 new service lateral connections to
existing meters and the installation five new fire hydrants.
The new main required six intersection tie-ins and one 8-
inch hot tap to the 12-inch main. The trenches were
backfilled with one sack slurry and then repaved. The
new system was then disinfected per the City
specifications, which are based on AWWA Standards.
Responsibilities included serving as the main point of
contact to address concerns from the public and to
ensure the contractor was properly notifying residents in
the area; coordination with the City's Utility Department;
daily inspection of the contractor's operations consisting
of trenching and shoring, pipe installation, trench backfill,
sidewalk replacement and paving; and ensuring the
contractor was in compliance with their Water Pollution
Control Plan and Cal/OSHA requirements. This project
required Phil to pay special attention to the contractor's
traffic control because of the sites proximity to the local
Junior High school.
South Alpine Water Main Upgrade, City Of Arroyo
Grande, CA. Construction Inspector. This $260K project
installed 956 feet of new 8-inch water main to replace the
existing main. This project included the installation of 22
new service lateral connections to existing meters and
the installation of three new fire hydrants, five
intersection tie-ins, and one blow off assembly. This
project included the connection of an Elder Care
Facility's fire suppression system to the new main,
requiring close coordination with a 3rd party alarm
system and the local fire department. The new system
was disinfected per the City's specifications which were
based on AWWA Standards. Responsibilities included
serving as the main point of contact to address concerns
from the public and to ensure the contractor was properly
notifying residents in the area,daily inspection of the
contractor's operations, consisting of trenching and
shoring, pipe installation, trench backfill, sidewalk
replacement and paving; and ensuring the contractor
was in compliance with their Water Pollution Control Plan
and Cal/OSHA requirements. This project required Phil to
pay special attention to the contractor's traffic control
because of the numerous cul-de-sacs impacted by this
work.
San Jose Creek Improvements and Fish Passage,
City of Goleta, CA. Construction Inspector. This $22M
creek capacity improvement project widened
approximately 4„000 linear feet of creek channel to
support a 100-year storm event and installed a fish,
passage to facilitate the movement of endangered
steelhead trout. The new channel was constructed with
vertical walls of cast -in -drilled -hole (CIDH) steel piling —
ranging from 37 feet to 50 feet long —with pre -cast

Construction Inspector. This $60M Los Angeles METRO
project with Caltrans oversight involves shoulder and
bridge widening to build soundwalls along a 6-mile
stretch of State Route 170 through the dense North
Hollywood neighborhood. The widening includes the
improvements to six freeway interchanges and
reconstruction of 60 drainage systems. The widened
shoulder sections include lean concrete base and
rubberized hot mix asphalt construction (RHMA). The
drainage system construction includes building new
Austin Vaults, Gross Solids Removal Devises, and
Bioswales. The project's bridge construction involved the
widening and seismic retrofit of eight sets of bridge under
crossings. Bridge widenings include use of Cast -in -
Drilled -Hole (CIDH) pile or spread footing foundations,
bents constructed of either columns or pier walls, spans
of cast -in -place or pre -cast girders, and cast -in -place
decks. Seismic retrofit elements include casing of
existing columns and use of large diameter piles at bent
widenings in conjunction with permeation grouting for soil
improvement to transfer lateral seismic loads to the new
foundations. The bridge widenings include the complex
460-foot-long, nine -span structure crossing both
Riverside Dr. and Tujunga Ave., which includes a mix of
cast -in place girders, precast girders, and T-Beam spans,
meeting at a center hinge joint. The project includes
construction of over 1500 feet of cast -in -place concrete
retaining walls built in three locations. The widenings
allow for the construction of almost 25,000 feet of
Soundwalls, consisting of CMU block placed on top of
736SV Concrete Barrier built on CIDH piles. Other
important elements of the project included removal and
replacement of 12 overhead sign structures, temporary
and new fiber optic communication conduit placement,
new overhead highway lighting, traffic control
management, and SWPPP compliance. The project is

relocation of underground utilities including sewer lines,
LADOT for city street closures and detours, and City
sanitation. This project is being constructed in
accordance with applicable Los Angeles METRO,
Caltrans standards, and City of Los Angeles methods,
and procedures. Responsibilities include project
inspection, daily reports, grade checking, tracking
quantities, and coordination.
Pavement Rehabilitation at State Route 156, Caltrans
District 5, Hollister, CA. Construction Inspector.
Located on State Route 156 in San Benito County, this
$5M project provided pavement rehabilitation of the
existing highway using rubberized hot mix asphalt
(RHMA), upgraded the metal beam guard rail to the
Midwest Guardrail System, placed shoulder backing, and
required daily traffic control. Responsibilities included
performing inspection, night work, coordinating with the
contractors and Caltrans staff, daily reports, tracking
quantities, and Stormwater Pollution Prevention Plan
(SWPPP) inspections.
Owner's Agent/Owner's Engineer (OA/OE) Services
for the Groundwater Reliability Improvement
Program (GRIP), Water Replenishment District of
Southern California (WRD), CA. Construction Inspector.
WRD established the GRIP to find alternative sources of
water to offset the imported water used for replenishment
in the Montebello Forebay. As part of the GRIP, an
advanced water treatment facility (AWTF) is being
designed and constructed to treat 10,000-acre-feet per
year of tertiary recycled water. The GRIP AWTF is
located in a 5.2-acre lot, adjacent to the San Gabriel
River in the City of Pico Rivera. Treatment processes
include automatic strainer to protect downstream
membrane treatments systems from large particles;
microfiltration (MF) or ultrafiltration (UF) to reduce
turbidity and silt density index (SDI) of reverse osmosis
(RO) feed water; cartridge filtration to project
downstream of the RO process; RO to remove salts,
minerals, metal ions, organic compounds, and
microorganisms; advanced oxidation with ultraviolet light
(UV) treatment using hydrogen peroxide in concert with
UV to reduce N-Nitroso-Dimethylamine (NDMA)
concentrations and provide additional disinfection,
decarbonation to release excess carbon dioxide and
stabilize the product water; and pH adjustment/corrosivity
stabilization.

Prunedale Improvements Project, Caltrans District
5/59, Monterey County, CA. Assistant Structures
Representative, The $75M Prunedale Improvement
Project spanned four areas along an eight mile stretch of
US 101 in the County of Monterey, north of Salinas, CA.
This project involved realigning over 10 miles of State
highway in multiple stages as well as improving and
reconstructing the adjacent frontage roads; eight new
structures, one existing structure widening, six concrete
and/or soldier pile retaining walls and sound walls, and
five reinforced box culverts. Additional elements included
over one million cubic yards of earthwork, miles of hot
mix asphalt (HMA) and Portland cement concrete (PCC)
paving, numerous drainage systems, traffic control, and
traffic signals. George provided field construction
inspection on a soil nail wall and two of the bridges,
tracking item quantities, daily reports, and traffic control.
Various Emergency Storm Damage Repair Projects,
Caltrans District 5, CA. Construction Inspector. George
provided inspection on several storm damage repair
projects on State Routes 1, 9, 17, 35, and 236 in Santa
Cruz County and. US 101 and State Route 192 in Santa
Barbara County as part of the Caltrans On -Call contract.
Projects varied in size and scope and involved earthwork
and grading, slide removal and embankment
construction; soldier pile walls, retaining walls, crib walls;
drainage repair; barrier rail; paving; traffic control. Due to
the emergency nature of the projects they were
administered on a time and materials basis in
accordance with Caltrans requirements.
Ranchero Road Interchange, San Bernardino County
Transportation Authority, CA. Construction Inspector.
This $34M new interchange construction project involved
constructing a new two -span, post -tensioned box girder
overcrossing across Interstate 15; realigning four
frontage roads; constructing five new on/off-ramps; utility
relocations; installing new 8-inch sewer lines and 12-inch
water lines; over 600,000 cubic yards of earthwork;
50,000 tons of hot mix asphalt (HMA) and rubberized hot
mix asphalt (RHMA) pavement; 12,000 cubic yards of
Portland cement concrete (PCC) pavement; rock slope
protection (RSP); metal beam guard rail (MBGR); barrier
rail; extensive traffic signals, ramp metering, and lighting;
numerous drainage systems; and significant
environmental/permit requirements. The project was
constructed within Caltrans and City right-of-way and per
Caltrans and Greenbook standards and specifications.
Responsibilities included project inspection, material
verification, tracking item quantities, tracking extra work,
traffic control, and coordination with the contractor and

2020 Pipeline Rehabilitation Project, Goleta Sanitary
District, Goleta, CA. Construction Inspector. This $1.5M
sewer main rehabilitation project replaced 8-inch vitrified
clay pipe (VCP) and rehabilitated over 7,500 feet of
existing 6-inch, 8-inch, and 12-inch pipe through cured -
in -place pipe (CIPP) liner including rehabilitating 76
laterals using top hat lateral connection sealers. The
project also included rehabilitating 34 manholes using
sprayed polyurethane coating; point repairs; trenching
and shoring; HMA paving; and daily traffic control. The
rehabilitation work was performed at various locations
throughout the City requiring close coordination and
communication with residents, businesses, and the
District as well as accommodating the flow of vehicle,
bicycle, and pedestrian traffic. Additionally, a portion of
the pipeline required realigning to keep within easement
boundaries. Donny was the District's Lead Inspector on
the project responsible for daily inspection, tracking
quantities, coordination, and also assisted with submittal
and RFI review and recommendations.
FY 17/18 Annual Water and Wastewater Main
Improvements, City of Santa Monica, CA. Construction
Inspector. This project encompasses two phases: water
main replacement and wastewater main improvements.
The $4.5M water main replacement installs
approximately 5,400 lineal feet of 8- and 12-inch
polyvinyl chloride (PVC) water main, 700 lineal feet of 16-
inch ductile iron water main, and miscellaneous
appurtenances. The $3M wastewater main improvement
consists of new sewer construction and sewer lining. The
new sewer construction includes replacement of
approximately 8,800 lineal feet of 6- and 8-inch sewer
main with new 8- and 10-inch sewer main, connection of
existing service laterals to new sewer main, installation of
21 new manholes, and spray -lining and rehabilitation of
57 existing manholes. The sewer lining portion installs
approximately 2,100 lineal feet of cured -in -place pipe
(CIPP) liner and 72 top hat lateral connection sealers.

River Street Water Main Replacement, City of Santa
Cruz, CA. Construction Inspector. This $3.51M water
main replacement project replaced over 3,000-linear-foot
of existing water line with 8-inch, 12-inch and 18-inch
polyvinyl chloride (PVC) and ductile iron pipe along one
of the most highly traveled corridors in the City. The
project also included the installation of fire hydrants;
service re -connections; testing, flushing, chlorination, and
disinfection of the new pipeline; trenching and shoring;
HMA and PCC paving; and daily traffic control. The
project involved significant coordination with the local

heavy flow of vehicle, bicycle, and pedestrian traffic.
Additionally, due to the old age of the street, the
contractor encountered many unknown piping, utilities,
and structures throughout the construction requiring in-
field adjustments, removals, and cost-effective work-
arounds in order to complete the pipe placement.
Significant coordination with the contractor and the City
was instrumental in successfully completing the project.
Donny was the City's Lead Inspector on the project
responsible for daily inspection, tracking quantities,
coordination, and also assisted the City with submittal

Loma Vista Sewer Line, City of Ventura, CA. Lead
Construction Inspector. This $3.5M project replaced over
4,700 linear feet (LF) of existing sewer line with 12-inch
and 15-inch polyvinyl chloride (PVC) pipe along one of
the most highly traveled corridors in the City. Additionally,
the project replaced six manholes; rehabilitated four
manholes; connected sewer laterals; used trenching and
shoring; installed hot mix asphalt (HMA) paving; and
provided daily traffic control. The project involved.
significant coordination with the local businesses and
residents. Construction had to accommodate a heavy

Supplemental Water Projects, Nipomo Community
Services District, Nipomo, CA. Construction Inspector.
This $16M supplemental water project involved three
separate construction contracts: A one -mile, 24-inch
pipeline extension was constructed along Slosser Road
to the Santa Maria River Levee, where it was bored and

jacked under the levee. The pipe then transitioned to a
30-inch high -density polyethylene (HDPE) pipe, which
was installed 100 feet under the riverbed by horizontal
directional drilling (HDD). The new pump station
construction included a booster pump station; electrical
system (including portable backup generator); water
chloramination system and appurtenances;
approximately 1,720 linear feet of access road to the
pump station site; and 1,750 linear feet of 24-inch ductile
iron pipe.. The project was constructed within highly
sensitive environmental habitat, which required extensive
surveying and coordination with permitting agencies as
well and the surrounding farmland owners. MNS
provided construction management and inspection.

Joshua Road Pump Station Reservoir, Nipomo
Community Services District, Nipomo, CA.
Construction Inspector. The $3M Joshua Road Pump
Station Reservoir project was phase 2 of the larger
Supplemental Water Project completed in 2016 for the
Nipomo Community Services District (District). Water
purchased by the District from the City of Santa Maria and'.
imported through the Supplemental Water Project pipeline
allowed the Distriict to reduce pumping from its existing
wells. Taking action to slow the depletion of groundwater
to reduce the potential for seawater intrusion on the
Nipomo Mesa was a shared responsibility of all
groundwater users on the basin, By providing an additional
source of water other than groundwater, this project
increased the reliability and security of the community's
water supply. This project constructed a 500,000 gallon,
partially -buried concrete reservoir at the Joshua Road
Pump Station. Additional construction elements involved
associated piping, electrical, instrumentation, grading, and
landscape improvements. This project increased delivery
capacity to at least 800-acre-feet-per-year and provided
operational flexibility. MINIS provided construction
management services.
Los Osos Valley Road Interchange, City of San Luis
Obispo, CA. Construction Inspector. This $17M project
constructed a new four -span„ '370-foot long, post -
tensioned, box girder bridge on Los Osos Valley Road
(LOVR) over US 101; widened a three -span, 112-foot
long multi -plate bridge over San Luis Obispo Creek; and
upgraded all four on/off-ramps at the interchange. The
new bridge provided! two additional eastbound lanes for
traffic relief on this busy roadway, in addition to sidewalks
and bike lanes. LOVR now has two, 12-foot lanes for
westbound traffic; two, 12-foot lanes for eastbound traffic;
pedestrian sidewalks; and bike lanes in both directions.
The project was built in multiple stages to accommodate
traffic through this heavily traveled corridor.

This $3.2 M project consisted of four projects to improve
the City's sewer system. The work involved replacing
approximately 4,200 feet of 8 to 180-inch sewer line,
connecting existing service laterals to the new sewer
main, replacing 20 manholes, and improving various
drainage systems. The pipeline work required several
methods of construction including up to 12-foot-deep
open trench, 1,800-feet of pipe bursting with 8 to and 18-
inch High Density Polyethylene (HDPE) fused pipe and
slip lining of existing pipe and 18-inch sewer bypasses
continually in place during construction. The pipe
bursting consisted of excavating 12-foot by 40-foot pull
pits requiring significant shoring and dewatering. Other
project elements included replacing curb, gutter, and
sidewalk; 14 Americans with Disabilities Act (ADA) curb
ramps; and Hot Mix Asphalt (HMA) paving of various
streets. The project, located in an environmentally
sensitive area with portions adjacent to Monterey Bay,
required strict controls to prevent zero spills or
discharges.
Pacific Grove -Monterey ASBS Wet -Dry Stormwater
Capture and Reuse Project, City of Pacific Grove, CA.
Lead Construction Inspector. This $3.3M stormwater
collection system improvement project in the City of
Pacific Grove (City) was part of a state grant to improve
water quality discharging into Monterey Bay. The project
installed a 40-foot by 50-foot by 7-foot underground
concrete vault to capture and treat the stormwater prior
to entering Monterey One Water's two-story pump station
and prior to discharge into the Bay. The vault is located
beneath the City golf course, which is immediately
adjacent to Monterey Bay. The project also constructed a
new lift station with 16-foot-deep wet wells with two

associated piping; replaced 1,200 feet of sewer line; and
installed a SCADA system integration with the existing
pump station. The project was constructed within the
Coastal Zone and in an environmentally sensitive area
requiring archeological and Native American monitoring.
California Men's Colony Wastewater Treatment Plant
Upgrade, San Luis Obispo, CA. Project Engineer. This
$30M improvement to the existing wastewater treatment
plant upgraded the facility to meet effluent discharge
requirements and provide adequate redundancy and
reliability. Construction of the new facilities included
oxidation ditches, headworks, influent pump station,
secondary clarifiers, effluent filters, sewer line, and
associated yard piping. The project also required
significant excavation, modifications to the sludge drying
beds, and electrical and SCADA upgrades and
integration. As Project Engineer, Paul was also
responsible for coordination; testing and commissioning;
closeout documentation including contract change orders
(CCOs), punch list items, collection of warranty, spare
parts, Operations and Maintenance (O&M) Manuals,
training logs, and CDs.
Union Road Improvements, City of Paso Robles, CA.
Construction Inspector. This $2.3M roadway and utility
improvement project installed half a mile of 16-inch
ductile iron retrained water line, blow off assemblies,
valve assemblies, and thrust blocks; 1,800-feet of 8-inch
sewer force main; 900-feet of waterline including
connections and associated BAC-T testing; electrical
conduit; and roadway improvements, traffic signals, and
traffic control. The project required extensive
coordination with PG&E, the City of Paso Robles, and
adjacent property owners.
Atascadero State Hospital Seismic Upgrade,
Atascadero, CA. Construction Manager. The $4M
design -bid -build seismic improvement project to the state
hospital involved significant coordination with the existing
hospital staff to complete the improvements while
minimizing disruptions to the facility. Improvements
included 17-foot deep over -excavation and shoring to
strengthen the existing foundation; placement of
reinforced concrete and structural shotcrete; epoxy
anchors; structural welding; repairs to the facility's
windows, roof, walls, razor wire fencing, and security
hardware and fixtures. The project also included
hazardous material abatement. To maintain
uninterrupted facility operation, the work was performed
within a very tight schedule under maximum supervision.
This required constant coordination and communication
with the contractor and hospital staff. Paul's thorough

Atascadero, CA. Construction Manager. This $8.8M

hospital involved a multiphase interior remodel that
included structural modifications, HVAC, roofing,
mechanical improvements, and modifications to 45
patient rooms. Responsibilities included strict
coordination with state hospital programs, facilities,
security, and plant operations policies and procedures.
Coordination was required with the DGS and Office of
State Fire Marshall.

Canyon Road, new street and bridge lighting,
architectural features, signs and striping, and new
irrigation and landscaping. The existing PC/PS I -Girder
and T-Beam bridge is being widened on both sides. The
project also includes three retaining walls; overhead
signs; relocation of several utilities; drainage systems;
ramp metering; earthwork; hot mix asphalt (HMA) paving;
jointed plain concrete pavement (JPCP); Americans with
Disabilities Act (ADA) compliant curb ramps, driveways,
and sidewalks; and adherence to environmental

Miramonte Pavement Resurfacing, County of
Ventura, CA. Construction Inspector. This pavement
resurfacing project was located in the Miramonte and
East Ojai areas of the County. The improvements were
constructed in various locations encompassing
approximately 3.30 miles of deteriorated roadway.
Improvements and rehabilitation included surface
preparation and crack sealing, asphalt curb/dike sealing,
pavement resurfacing with type II slurry seal, and final

and final pavement delineation and striping. Segment B
consisted of striping and signing approximately 1.5 miles
of pavement for the delineation of Class III bike lanes on
both sides of Pasadena Avenue between Sespe Street
and Chambersburg Road (CA Route 23). Other items
include traffic control, WPCP implementation, and field
coordination with ranches and residents. Responsibilities
include daily inspection and documentation, monitoring

Ecocampus National Pollutant Discharge Elimination
System (NPDES) Compliance, City of Burbank Water
and Power, CA. Associate Engineer This conceptual
and detailed design project will install underground
storage and infiltration system and install approximately
360 feet of new 36-inch storm drain. The preliminary
design evaluated alternative assessments for the
Ecocampus to comply with the new standards. When
coordination with the Division of Drinking Water (DDW) is
complete and a preferred alignment is recommended,
MNS will develop detailed plans, specifications, and cost
estimates. Responsibilities include utility research,
drafting potential water main alignments, writing the
preliminary design technical memorandum, and

erosion repair and drainage improvements were

Water Quality Improvements Project, Maywood

California, this planning and design project located in

and the existing clarifier launders; replacement of the
existing filter presses; replacement of the fire system
including piping, valves, and sprinkler heads on three

air conditioning system in the administration building; and
construction of the CEPT Polymer containment structure
including placement of the polymer tank, installation of

California Street Bridge Pedestrian Enhancements,
City of Ventura, CA. Construction Inspector. This $1.3M
project created a safer environment for pedestrians,
bicyclists, and motorists crossing the bridge while helping
to visually distinguish the California Street off -ramp as
the entry to historic Downtown Ventura. This project

replaced 250 feet of existing low -height pedestrian railing
with six-foot high decorative pedestrian railing on the
existing California Street Bridge over US 101; replaced
an existing bridge mounted sign; resurfaced the sidewalk
area; and added eight ornamental light fixtures. As part
of a busy pedestrian route connecting Ventura State
Beach to the heart of the historic downtown, a pedestrian
detour was constructed to provide pedestrians and
bicyclists safe and convenient access through the jobsite.
Constructed within City and Caltrans right-of-way, this
project was performed in accordance with applicable City
and Caltrans standards, methods, and procedures.
Rocky Creek Viaduct at State Route 1, Caltrans, CA.
Construction Inspector. This $9.5M Caltrans emergency
bridge replacement project constructed a 600-foot
viaduct structure that spans a landslide area and is
supported by seven 54-inch cast -in -drilled -hole piles
(CIDH) concrete piles drilled into the steep rocky hillside
230 feet above the ocean. This superstructure included a
9.75-inch concrete deck constructed on six 75-foot-long,
pre -stressed, pre -cast box girders in each span and a
600-foot-long parallel soldier pile retaining wall to shore
the hillside adjacent to the bridge. Construction occurred
in two stages. Stage one accommodated a single open
lane of traffic. Stage two accommodated two-way traffic
on a portion of structure while the remainder of the
viaduct was under construction. Additional project
elements included temporary signalized traffic control;
drainage improvements; earthwork and grading; hot mix
asphalt (HMA) paving; and Stormwater Pollution
Prevention Plan (SWPPP) compliance. TAMC

New Turn -Out Structures at the San Gabriel River
Coastal Basin Spreading Ground, Water Replenishment
District of Southern California, CA. Construction
Inspector. This project constructs two new turn -out
structures and associated discharge structures at the San
Gabriel River Coastal Basin Spreading Grounds, which will
provide needed operational flexibility for the spreading of an
additional 11,000 acre-feet per year (AFY) of tertiary
recycled water and 10,000 AFY of advanced treated
recycled water. Additional work includes shotcrete lining of

Responsibilities included construction inspection.
San Jose Creek Improvements and Fish Passage,
City of Goleta, CA. Construction Inspector. This $22M
creek capacity improvement project widened
approximately 4,000 linear feet of creek channel to support
a 100-year storm event and installed a fish passage to
facilitate the movement of endangered steelhead trout.
The new channel was constructed with vertical walls of
cast -in -drilled -hole (CIDH) steel piling —ranging from 37
feet to 50 feet long —with pre -cast concrete wall sections.
The bottom of the channel was constructed using
articulated concrete revetment with over 500 tie -down
anchors. The project also included constructing a flood
wall on west side, fish passage channel with slotted weirs
within widened channel, and roadway improvements on
Kellogg Avenue south of Hollister Avenue. Additional items
included approximately 1,000 CIDH soldier piles; over 800
pre -cast wall panels; several drainage systems;
dewatering and stream diversion; utility coordination; and
coordination with several permitting agencies. This project
was administered in accordance with Caltrans
specification, methods, and procedures. Responsibilities
included daily inspection of all work, grade take -offs and
verification, shoring review, tracking item quantities and
extra work, safety, and material verification. APWA Project
of the Year, Winner.
El Estero Wastewater Treatment Plant Tertiary Filter
Replacement, Santa Barbara, CA. Construction
Inspector. This $8.41VI project replaced the treatment
plant's existing filtration system with a
microfiltration/ultrafiltration facility. Work included
demolition of an existing gravity filter, installation of
driven concrete piles, construction of a new
microfiltration/ultrafiltration facility, new filter feed pumps,
replacement of chemical feed pumps, modifications to
the chlorine contact basin, modifications to the reclaimed
water storage reservoir, new reclaimed water transfer
pumps, 12" and 24" pipeline placement, associated
electrical and instrumentation modifications and other
appurtenant work. Responsibilities included construction
inspection of all work, pay quantities, tracking extra work,
and coordination with the plant staff.
