LOS ANGELES COUNTY • Approx. 75,312 individuals experiencing homelessness • Based on LAHSA's 2024 census • .27% decrease from 751518 in 2023 • Increase from 691,144 in 2022 • El Segundo is not immune • During the homeless count on January 24, 202-4- • 13 individuals observed and counted • 42 dwellings observed and counted 9 Vehicles, campers, tents, and makeshift shelters Not Just A Police Issue • Homelessness is not a crime • It can lead to non -criminal and quality of life issues: • Violation of city codes • Build-up of trash and debris at encampments • Accidental fires WHAT ARE OTHER CITIES DOING? • Manhattan Beach- Homeless.Outreach Team headed by City Manager's Office • Hawthorne- Homeless -Outreach Team headed by City Manager's Office • Torrance- Homeless Outreach Team headed by City Manager's Office • Redondo Beach- Homeless Outreach Team headed by City Attorney's Office • Santa Monica- Homeless Outreach Team headed by City Manager's Office What can be done? 1A ROACTIVE APPROACH �,IOMELESSNESS in PATCHES Program • City Manager's Office • Police Department • Fire Department • City Attorneys Office • Code Enforcement • Public Works • Recreation, Parks & Library • LA County Department of Mental Health O OMBATTING L EGUNDO, j. • City Manager's Office oversees the program • PATCHES leaders from each department meet monthly • Discuss issues and identify solutions • Police partner with other departments to continue outreach efforts • Contact homeless individuals • Transport individuals in need to shelters • Build relationships with service providers • LA County Department of Mental Health • Code Enforcement • Public Works assists in transporting bulk property to the City Yard, dismantling encampments, and other cleanup • City Attorneys Office will act as a resource to ensure the legality of all activities related to homelessness PATCHES Program Goals and Objectives • Reduce Homelessness in El Segundo • Partner with service providers to assist in housing individuals experiencing homelessness • Implement diversion practices that discourage individuals from committing criminal acts and constructing encampments • Provide a cleaner, safer community for residents, businesses, and visitors PATCHES Program Goals and Objectives • Goal 2, Strategy A: Comprehensively address the unsheltered homeless population. • Goal 5, Strategy D: Implement community planning, land use, and enforcement policies that encourage growth while preserving El Segundo's quality of life and small-town character.
