MEMORANDUM OF UNDERSTANDING BETWEEN
DRUG ENFORCEMENTADMINISTRATION LOS ANGELES FIELD DIVISION
AND THE CITY OF EL SEGUNDO
This agreement is made between the United States Department of Justice, Drug Enforcement
Administration (hereinafter "DEA"), and the City of El Segundo, including its El Segundo
Police Department (hereinafter "ESPD"). The DEA is authorized to enter into this cooperative
agreement concerning the use and abuse of controlled substances under the provisions of 21
U.S.C. § 873.
WHEREAS there is evidence that trafficking in narcotics and dangerous drugs exists in the El
Segundo area and that such illegal activity has a substantial and detrimental effect on the health
and general welfare of the people of El Segundo and Los Angeles County, the parties hereto agree
to the following:
1. The ESPD shall, at its sole discretion, provide space for no more than 20 personal from the DEA to
perform the activities and duties described below:
a. disrupt the illicit drug trafficking in the El Segunda and Los Angeles County
areas by targeting drug trafficking and money laundering organizations;
b. gather and report intelligence data regarding drug trafficking and money
Laundering organizations; and
c. provide assistance to ESPD Detectives in investigations concerning drug
trafficking and money laundering organizations that will result in effective
prosecution before the courts of the United States and the State of California.
2. Should the ESPD have any issue with the direction, mission, or policy directives of
DEA peronnel stationed at the ESPD, the ESPD Chief of Police and the Special
Agent in Charge shall meet to discuss any issue(s) of concern.
3. All DEA personnel assigned to work out of ESPD space shall adhere to.DEA policies
and procedures.
4. DEA personnel shall comply with Title VI of the Civil Rights Act of 1964, Section 504 of
the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, as amended, and all
requirements imposed by or pursuant to the regulations of the United States Department of
Justice implementing those laws, 28 C.F.R. Part 42, Subparts C, F, G, H and I.
DEA assures the ESPD that none of the space allocated to DEA will be used for
the investigation, detention, detection or arrest of persons for immigration enforcement
purposes (including the enforcement of civil immigration warrants).

6. This MOU is not a commitment of funds and neither party to this agreement expects
reimbursement for any service provided under this MOU. Nothing in this MOU is
intended to conflict with current law or regulation or the directives of DEA, the United
States Department of Justice, California law, or ESPD policy.
7. DEA and the ESPD acknowledge that the United States is exclusively liable for damages
caused by the negligent or wrongful acts and omissions of DEA personnel, while on duty
and acting within the scope of their employment, to the extent permitted by the Federal
Tort Claims Act (FTCA), 28 U.S.C. §§ 2401(b), 2671-2680.
8. The term of this agreement shall be effective for three years from the date of the last
signature below. However, this agreement may be terminated by either party on thirty
days' written notice.
