Any writings or documents given to a majority of City Council regarding any matter on this agenda that the City received after issuing the agenda packet are available for public inspection in the City Clerk's Office during normal business hours. FISCAL IMPACT: rem BACKGROUND: The Recreation and Parks Commission advises the City Council on all matters pertaining to recreation, parks, parkways, and street trees. It makes recommendations to the City Council regarding the level of services and policies. It assists in implementing Recreation, Parks and Library Department programs, including youth counseling, senior outreach and transportation services. The Planning Commission makes recommendations to City Council on the adoption or amendment of the City's General Plan, performs duties with respect to land subdivision, planning and zoning as prescribed by City and State law, and advises City Council on those matters falling within its charged responsibilities for the overall development and environment of the City. Page 4 of 6 CCB Interviews May 22, 2024 Page 2 of 3 The Capital Improvement Program Advisory Committee (CIPAC) assists in the development of the five-year Capital Improvement Program (CIP). Each year staff proposes CIP projects for a five-year period. The committee reviews these projects and makes recommendations to the City Council for funding consideration in conjunction with the City's annual budget process. In addition to the projects proposed by staff, the committee holds a community workshop each year to receive project requests from the public. The Diversity, Equity, and Inclusion (DEI) Committee was established July 21, 2020, for the purpose of advising the City Council on issues of diversity, equity, and inclusion. Initially, the DEI Committee was asked to study the following four key City areas: public safety, the citywide organization, the community at large, and the local economy. The DEI Committee completed these studies and presented their reports and recommendations to City Council. The DEI Committee is a standing advisory committee that serves at the behest of the City Council. 176*0111::11IQ0F The Recreation and Parks Commission is comprised of five members, who must be residents of El Segundo. Each member serves a four-year term, without term limits. The Planning Commission is comprised of five members who must be residents of El Segundo. Each member serves a four-year term, without term limits. The Capital Improvement Program Advisory Committee (CIPAC) is comprised of a five - member committee, composed of three residents and two local Business representatives (no residency requirements for business reps). Each member serves a four-year term, without term limits. The Diversity, Equity, and Inclusion Committee (DEI): (Rec Park and Library Staff) is a nine -member committee, comprised of community members who live, work, or attend high school in El Segundo, and two members of the El Segundo Unified School District. Each member serves a three-year term, without term limits.
