How Can Members of the Public Observe and Provide Public Comments?
Members of the Public are welcome to attend the live meeting and speak during the Public
Communications agenda item. Members of the Public may provide comments electronically to
Erica Miramontes via email at emiramontes(cDelsegundo.org, with a limit of 150 words and
accepted up until 30 minutes prior to the meeting. The emails will be read to the Environmental
Committee during public communications and are subject to disclosure under the Public
Records Act.
Additional Information
The Environmental Committee, with certain statutory exceptions, can only take action upon
properly posted and listed agenda items. Unless otherwise noted in the Agenda, the public can
only comment on City -related business that is within the subject matter jurisdiction of the
Environmental Committee, and items listed on the Agenda during the Public Communications
portion of the meeting.

6. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS— this portion of the
agenda is for members to discuss various ideas and for subcommittees
established by the Committee to provide brief reports on the work being done by

MEETING MINUTES
Friday, March 8, 2024, 12:00 p.m.
1) CALL TO ORDER
The meeting was called to order at 12:02pm, held in the Executive Conference
Room of City Hall in person.
2. ROLL CALL
The following Committee Members were present:
• Tracey Miller-Zarneke, Local Business, Committee Chair
• Kevin Butler, Resident, Vice Chair
• Shannon O'Toole, Resident, Member
• Kevin Atmore, Resident, Member
Dennis Falk, Member, and Heather Sutherland, Member, were not
present.
The following City staff were present:
• Elias K. Sassoon, Public Works Director
• Erica Miramontes, Senior Management Analyst
Ryan Baldino, Councilmember, was not present
3. PUBLIC COMMUNICATION: Brandi Keith from AQMD provided some updates and
announcements to the committee for the month of March. She reported that
AQMD will be hosting the Clean Air Awards on 4/5 as well as a virtual Earth Day
on 4/19. She added that there will be public hearing on 4/5 to amend the code
to control flares from refineries. Additional updates included grant funding for
charging infrastructure, electric lawn and garden programs, and a governing
board internship program.
4. REPORTS: PUBLIC WORKS
a. Hyperion Update: Director Sassoon reported that the City sent an official letter
to Mayor Karen Bass demanding a change in leadership at Hyperion. The letter
documented all of the shortcomings of Hyperion and the difficulties the City has
been having trying to work with them.
b. Committee Update to City Council — March 19: Director Sassoon reported that
the Environmental Committee is on the agenda for the City Council meeting on
3/19. There will be an acknowledgement of the green businesses that have been
certified over the past two years of the program as well as recognition for
SBCCOG and their efforts to get these businesses certified. Director Sassoon
added that they will also be presenting to the council regarding each of the
committee's goals.
5. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS
a. Environmental Work Plan: Subcommittee Updates
i. Community Event Greening: Case Study: Member O'Toole reported on
her community event greening. She stated that she is spearheading the
Chilipalooza event and will be making sure that it is fully green and
sustainable. She added that after the event, she will report her findings to
the committee to show the success of what worked and then make
recommendations for future community events.
ii. Liaisons with Local Agencies: Member O'Toole reported that she was able
to meet with Scott Houston from West Basin. She is scheduled to tour the
service border lines and learn more about West Basin's efforts to provide
safe and quality water to the community. Vice Chair Butler reported that
he is still working on meeting with the City's Tree Maintenance Division
to discuss planting more native trees throughout the City. Chair Miller-
Zarneke reported that she was able to meet with Senator Allen and
Assemblymember Muratsuchi and inform them about the lack of
communication coming from Hyperion.
iii. Blue Butterfly Conservation Efforts: Vice Chair Butler reported that he
attended a planting with the Blue Butterfly Conservancy and South Bay
Parkland Conservancy along Imperial Ave. He stated that the event was a
success, and it was very informational. Member Butler added that there
will be a second planting and the conservancy is looking for volunteers.
b. City Council Update: Presentation Draft: Chair Miller-Zarneke displayed to the
committee a draft of the last presentation that was taken to City Council
regarding the committee's work plan. She stated that this time, she would like to
just focus on committee efforts and presented a list of topics to cover at the
meeting. Members took turns giving their input on what they would like to see
on the presentation. Chair Miller-Zarneke informed the committee that she
would update the document with what was discussed and share it with the
members to review before finalizing the presentation. She asked all committee
members to try to attend the City Council meeting, if possible.
c. Farmers Market Booth for Earth Week: April 25: Chair Miller-Zarneke asked the
committee if they would be interested in attending another farmer's market on
4/25, during Earth Week. She passed around a sign-up sheet for those who
wanted to attend. Martha from SBCCOG confirmed that she would attend as well
to support the committee.
6. CONSENT AGENDA:
a. Approval of Minutes for February 2, 2024 meeting. Member O'Toole moved to
approve. Vice Chair Atmore seconded the motion. The motion was approved
unanimously.
7. ADJOURNMENT:
Closing announcement: Next meeting will be held in person on April 5, 2024, at
noon, in the Executive Conference Room. Meeting was adjourned at 1:10 p.m.
