How Can Members of the Public Observe and Provide Public Comments?
Members of the Public are welcome to attend the live meeting and speak during the Public
Communications agenda item. Members of the Public may provide comments electronically to
Erica Miramontes via email at emiramontes(cDelsegundo.org, with a limit of 150 words and
accepted up until 30 minutes prior to the meeting. The emails will be read to the Environmental
Committee during public communications and are subject to disclosure under the Public
Records Act.
Additional Information
The Environmental Committee, with certain statutory exceptions, can only take action upon
properly posted and listed agenda items. Unless otherwise noted in the Agenda, the public can
only comment on City -related business that is within the subject matter jurisdiction of the
Environmental Committee, and items listed on the Agenda during the Public Communications
portion of the meeting.

MEETING MINUTES
Friday, February 2, 2024, 12:00 p.m.
1. CALL TO ORDER
The meeting was called to order at 12:05pm, held in the Executive Conference
Room of City Hall in person.
2. ROLL CALL
The following Committee Members were present:
• Tracey Miller-Zarneke, Local Business, Committee Chair
• Shannon O'Toole, Resident, Member
• Dennis Falk, Resident, Member
• Heather Sutherland, ESUSD Representative, Member
Kevin Butler, Committee Vice Chair, and Kevin Atmore, Member, were
not present.
The following City staff were present:
• Elias K. Sassoon, Public Works Director
• Erica Miramontes, Senior Management Analyst
• Ryan Baldino, Councilmember
3. PUBLIC COMMUNICATION: None.
4. REPORTS: PUBLIC WORKS
a. Hyperion Update: Director Sassoon reported that (2) new NOVs were issued to
Hyperion. Hyperion cleaned their primary tanks without prior notice to the City
and several residents complained about the odor. Councilmember Baldino asked
if the City was a aware of a settlement with the EPA. Director Sassoon responded
that he was not.
b. Citizens Forum: Director Sassoon reported that the Citizen's forum meeting with
Hyperion on 1/18 went well. He added that he has been requesting the
implementation of a preventative maintenance program from Hyperion, but
they have not yet taken any action on this request. Chair Miller-Zarneke
reported that there was a low turnout of community members at the meeting.
Director Sassoon stated that regardless of the turnout he will continue to push
for another in -person community meeting.
c. AQMD Board Hearing: Director Sassoon reported that the AQMD board hearing
about Hyperion's order of abatement was held on 1/24. There are still
requirements due from Hyperion by 8/30/24. The next board hearing is on 7/31.
The meeting will be virtual and in -person.
5. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS
a. Environmental Work Plan: SubCommittees: Chair Miller-Zarneke brought up the
chart of committee tasks and asked members to provide any updates to their
assigned action items. Member O'Toole gave an update on her Blue Butterfly
item. She reported that Barbara Boland and Monica Davis have been able to
work with Google to show locations on their maps where Seacliff Buckwheat is
planted. She added that she is also working on getting more information about
the Blue Butterfly to be available at the kid's section in the City library to get the
word out to the younger community. Member O'Toole also reported on her
Chilipalooza event. She is working on making sure that the event is sustainable
and uses compostable materials. Member Sutherland gave an update on her
"no -idling" and "no -smoking" action items. She reported that she will be
speaking with ESUSD about initiative "no -idling" zones on/near campuses. She
stated that is also working with ESUSD to create an education plan on the
hazards of smoking that could potentially be shared out to the wider community.
Member Falk provided the update that he is still working on finding contacts
with LAWA, Hyperion, and AQMD to begin initiating conversations with them.
Chair Miller-Zarneke shared with the committee that she will meet with Barbara
Voss to recognize the green businesses within the City. She added that she will
also connect with the Chamber of Commerce to see if the committee can
continue the green business program in partnership with them.
6. CONSENT AGENDA:
a. Approval of Minutes for January 12, 2024 meeting. Member Sutherland moved
to approve. Member O'Toole seconded the motion. The motion was approved
unanimously.
7. ADJOURNMENT:
Closing announcement: Next meeting will be held in person on March 8, 2024, at
noon, in the Executive Conference Room. Meeting was adjourned at 1:11 p.m.
