CITY HALL Executive Conference Room 350 Main Street, El Segundo, CA 90245 REGULAR MEETING OF THE EL SEGUNDO ENVIRONMENTAL COMMITTEE Friday, February 2, 2024 — 12:00 P.M. How Can Members of the Public Observe and Provide Public Comments? Members of the Public are welcome to attend the live meeting and speak during the Public Communications agenda item. Members of the Public may provide comments electronically to Erica Miramontes via email at emiramontes(a-)_elsegundo.org, with a limit of 150 words and accepted up until 30 minutes prior to the meeting. The emails will be read to the Environmental Committee during public communications and are subject to disclosure under the Public Records Act. Additional Information The Environmental Committee, with certain statutory exceptions, can only take action upon properly posted and listed agenda items. Unless otherwise noted in the Agenda, the public can only comment on City -related business that is within the subject matter jurisdiction of the Environmental Committee, and items listed on the Agenda during the Public Communications portion of the meeting. ADJOURNMENT G1T Y O� ENVIRONMENTAL COMMITTEE MEETING MINUTES Friday, January 12, 2024, 12:00 p.m. CALL TO ORDER The meetingwas called to order at 12:OOpm, held in the Executive Conference Room of City Hall in person. 2. ROLL CALL The following Committee Members were present: • Tracey Miller-Zarneke, Local Business, Committee Chair • Kevin Butler, Resident, Committee Vice Chair • Kevin Atmore, Resident, Member • Dennis Falk, Resident, Member • Heather Sutherland, ESUSD Representative, Member Shannon O'Toole, Member, was not present. The following City staff were present: • Elias K. Sassoon, Public Works Director • Erica Miramontes, Senior Management Analyst Councilmember Ryan Baldinowas not present. 4. SPECIAL PRESENTATION a. El Segundo Blue Butterfly Conservancy Update— Barbara Boland and Monica Davis gave an update on their Blue Butterfly conservancy efforts. Barbara reported thatthey met with South Bay Parkland Conservancy, a non-profit organization that has also been working to restore the Blue Butterfly population. She added that she feels like joiningthis organization is the best option for their conservancyto give them the support they need. Ms. Boland also reported that she met with South Bay Conservancy and the El Segundo Parks & Rec department and identified park land that would be suitable for plantings that supportthe Blue Butterfly. Chair Miller-Zarneke mentioned that Ms. Davis and Ms. Boland will need to work out all the details with Parks & Rec department to see how to move forward with initiatingthe plantings in those areas. 5. REPORTS: PUBLIC WORKS a. Hyperion Update: Director Sassoon reported thatthe City Manager gave his last update regarding Hyperion at the City Council meeting on 12/9. He stated that everything regarding Hyperion is currently under control and there is no longer need for a regular update at this time. Director Sassoon also reported that the AQMD Town Hall meeting on 12/6 was a success. In addition, the dashboard was successfully placed on the City's website and it shows all residents the status of the 33 recommendations. Director Sassoon stated that there were 3 notice of violations issued to Hyperion from 8/15 - 8/16 and they had 44 odor complaints since 12/6. All covers, except Battery D, have been replaced. He added that there were some concerns from residents regardingthe high number of mosquitoes. Hyperion stated that they would look into it and try to mitigate the issue as best as possible. The next Citizen's Forum meeting will be held on 1/18. b. Imperial Median Project Update: Director Sassoon reported that the MOU for the project is still being processed and the City of LA is still working on hiring a consultant firm. Director Sassoon added that he is pushingto have native plantings forthe Blue Butterfly included in this project. c. South Bay Local Travel Network Pilot Project Update: Director Sassoon reported that the project is ongoing. The City is awaitingthe grant money in order to begin purchasing the stations. d. EV Charging Station Update: DirectorSassoon provided a status update regardingthe EV charging station. He reported that the City working with a consultingfirm on the masterplan for all of the EV charging stations. The grant money will be available by summer and they will then work on purchasingthem. Vice Chair Butler asked if the City knows what model they will be purchasing. Director Sassoon stated that they have not decided on a model yet. e. CAGBN Update: Director Sassoon provided the final update regardingthe 2nd year of the Cal Green Business Network program. He reported that as of 1/12, all 20 businesses have been certified and the final report has been submitted. Director Sassoon added thatthiswould be the last update asthe fundingfor the CAGBN has been terminated. Chair Miller-Zarneke and Vice Chair Butlerasked if there was a way to continue the program. Director Sassoon stated thatthe funds from the State are no longeravailable to continue the program. Chair Miller- Zarneke and Vice Chair Butlerstated thattheywill look into otherways to keep the program active in the City. 6. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS a. New Environmental Legislation as of 2024: Vice Chair Butler gave a presentation regarding some of the new or updated environmental legislation for 2024. He went over laws SB X1-2, SB 54, SB 253, SB 343, SB 704, SB 1383, AB 574, AB 881, AB 899, AB 1167, AB 1200, AB 1305, AB 1346, AB 2208, and CARB and gave a brief description of each law and howthey will affect different environmental issues in the state. b. Environmental Work Plan: SubCommittees: Chair Miller-Zarneke brought up the chart of committee tasks and asked members if they wanted to make any changes or add/remove any items. She added that she will work with each member one on one to come up with action items for the next committee meeting. 7. CONSENT AGENDA: a. Approval of Minutes for November 3, 2023 meeting. Member Falk moved to approve. Vice Chair Butler seconded the motion. The motion was approved unanimously. 8. ADJOURNMENT: Closing announcement: Next meeting will be held in person on February2, 2024, at noon, in the Executive Conference Room. Meeting was adjourned at 1:25 p.m.
