AMENDMENT UPDATES
• The California Building Standards Commission adopts a new
edition of the California Fire Code every three years.
• Local jurisdictions then have the authority to make amendments
to the California Fire Code for conditions specific to their city.
• Local amendments are not effective or operative until filed with
the state.

AMENDMENT UPDATES
• When the City of El Segundo amended and adopted the 2022
California Fire Code, certain appendices and sections were
inadvertently left out.
• Because the appendices and sections were not included in our
amendments for the California Fire Code, we cannot enforce
them.
• This resolution is intended to correct that error by readopting
the 2022 California Fire Code with the appendices and sections
that were not included the first time.

• It is important to note that the appendices and sections in
question are not new for the City of El Segundo. They were also
in the 2019 adoption of the California Fire Code.
• This revision is to ensure we can continue to use the
appendices and sections as we have previously.
• The appendices and sections are as follows.

APPENDIX B
• We use Appendix B to calculate needed water flow from a fire
hydrant to extinguish a fire in a building.

• We use Appendix C to determine acceptable distances between
fire hydrants.

APPENDIX O
• Appendix O provides code requirements for haunted houses,
ghost walks, and similar amusement uses that are not found in
the base fire code.

SECTION 503
• The state has not adopted Section 503 of the California Fire
Code because it is not related to the design and construction of
a building. However, it is very important for us to have fire
apparatus access roads that are built to El Segundo's
specifications.
• Adopting this section authorizes us to enforce El Segundo's
policies for fire access.

SECTION 510,3
• Section 510 is already in the California Fire Code and requires
all new buildings to have an Emergency Responder
Communication Coverage system if radio coverage within the
building is not achievable.
• Adding Section 510.3
will allow
us to require
a plan review and
permit for the system
to ensure
it is designed
properly.

SECTION 808.5
• Section 808.5 governs the installation of a new play structure
(such as plastic slides and climbing frames with foam blocks) in
an existing building.
• Adding Section 808.5 gives us the ability to require a plan
review and permit to ensure the materials meet fire testing and
performance standards.

SECTION 1103,2
• Section 1103.2 is like Section 510.3, but it applies to existing
buildings.
• If we find that an Emergency Responder Communication
Coverage system in an existing building no longer works, or we
no longer have radio coverage due to changes to the building,
we can seek remediation by requiring the installation of a
system.
• This situation is rare but is necessary for continued firefighter
safety.

CONCLUSION
• We request City Council approval of the 2022 California Fire
Code adoption with the additional appendices and sections.
