CONTRACT 5916B AmendmentAgreement No. 5916B SECOND AMENDMENT TO AGREEMENT NO. 5916 BETWEEN THE CITY OF EL SEGUNDO AND PSYCHOLOGICAL CONSULTING ASSOCIATES, INC. THIS SECOND AMENDMENT ("Amendment") is made and entered into this 31" day of August 2023, by and between CITY OF EL SEGUNDO, a general law city and municipal corporation existing under the laws of California ("CITY"), and PSYCHOLOGICAL CONSULTING ASSOCIATES, INC., A CALIFORNIA CORPORATION ("CONSULTANT"). The parties agree as follows: 1. Pursuant to Section 34 of Agreement No. 5916, as amended ("Agreement"), the term of the Agreement is from July 1, 2023, to June 30, 2025. 2. CITY agrees to pay CONSULTANT a sum not to exceed Twenty Thousand dollars ($20,000.00) for CONSULTANT's services per fiscal year. CITY may modify this amount as set forth below. 3. The prices applicable to the compensation set forth in Attachment 1 to this Amendment. 4. The Amendment may be executed in any number of counterparts, each of which will be an original, but all of which together constitutes one instrument executed on the same date. In accordance with Government Code § 16.5, the Parties agree that this Amendment and related documents in connection with this Amendment will be considered signed when the signature of a party is delivered by electronic transmission. Such electronic signature will be treated in all respects as having the same effect as an original signature. Except as modified by this Amendment, all other terms and conditions of the Agreement will remain the same. Psychological services will be provided by me, Gina Gallivan, Ph.D., A.B.P.P., and my independent contractors through my corporation, Psychological Consulting Associates, Inc., herein referred to as PCA, Inc. PCA, Inc. was established on May 16th, 2003. The website for PCA, Inc. is www.hgl2forp.gl.ice.com. My mission is to provide professional, responsible, and compassionate care for those who give so much to the communities they serve. I am a formally trained, licensed (CA License #PSY18184), and Board Certified (#6999) Police Psychologist. I completed her clinical practicum, pre -doctoral internship and post -doctoral fellowship with the Los Angeles County Sheriff's Department. Her team of psychologists is comprised of 15 culturally competent licensed, formally trained police psychologists, including 4 Board Certified Psychologists in Police and Public Safety Psychology. There are no unlicensed clinicians, associates, or students on this team. Each of these psychologists has on average 15-20 years of experience in police psychology. There are only 77 psychologists Board Certified in Police and Public Safety Psychology nation-wide. No other psychological team in private practice in Southern California has this many Board Certified experts. At this time of media and legal scrutiny in law enforcement, it is essential to have this level of expertise for risk management. (It should be noted that other competing psychological groups providing such services in Southern California are not led by Board Certified specialists, and some are not even led by licensed psychologists). I currently serves as an Executive Board Member, and I am the immediate past General Chair of the Psychological Services Section of the International Association of Chiefs of Police (IACP). While serving the IACP, I created national guidelines for Annual Psychological Wellness Visits, created a resolution for guidelines to be set forth nation-wide for useful, scientifically valid, and legally defensible psychological pre -employment screenings of police officers, updated the national guidelines for Police Officer Peer Support, and I am the Chair of the Police Officer Wellness Initiatives team. I have served as a subject matter expert for the California Commission on Peace Officer Standards and Training (P.O.S.T.), and I Agreement No. 5916B recently created a mental health curriculum for a new Learning Domain in the California Police Academies (LD14). Myself along with my team have provided psychological services to over 70 police and public safety agencies in Southern California in the last 20 years. I maintain contracts through my corporation, Psychological Consulting Associates, Inc ("PCA") with the largest public safety agencies in California including the California Department of Corrections, the Los Angeles County Sheriff's Department, the Orange County Sheriff's Department, and the Long Beach Police Department. Her practice includes providing culturally competent psychotherapy (including HIPAA compliant telehealth/online services), POST approved and legally defensible psychological pre -employment screenings, Annual Wellness Visits, management consultation, fitness for duty evaluations, trainings (at international, national, state, and city-wide conferences, briefings, roll call, and leadership meetings), active shooter crisis response services, 24/7 response to critical incident stress, line of duty deaths, and officer involved shooting debriefings for emergency workers including police officers, firefighters, dispatchers, coroners, crime scene investigators, emergency medical technicians, military personnel, and their families. Emergency Call -Out (including travel time) $368.00 per hour • Emergency Call -Out (between 9pm & Sam; including travel time) $473.00 per hour • Fitness for Duty Evaluation $420.00 per hour (4-5+hrs needed) M Critical Incident Stress Debriefing (including travel time) $368.00 per hour Annual Wellness Visit (30-minute session) $150.00 per employee Standard Lectures and Training $315/hr, 2hr. min $1,260 %day $2,520 full day CCW Evaluations $323.00 ($473.00-$150.00) per applicant (Agencies are now paying contracted the contracted rate minus the $150 the applicant pays PCA) Some Training and Lecture topics, include: 1. All services above will have an Annual Rate Increase: Upon the initial and subsequent anniversary dates of the Contract the fees shall increase by 5% for all services outlined in the contract.
