• Staff presented a proposed amendment to the Joint Use
Agreement on 09/19/2023.
• City Council directed staff to extend the current agreement
while trying to gain consensus on several items in the proposed
amendment.
• City staff met with the City School Affairs Subcommittee on
10/11/2023.
• City School Affairs Subcommittee proposed changes to the
document for Council approval.

Agreement Based on City Council Meeting
1. Term of Contract — 7 years with re -opener at year 4.
2. Bi-Annual Meetings of District and City Administrators.
3. Pro-rata Cost Share.

Proposed Changes to the Joint Use
Agreement from the City School Affairs
Subcommittee
1. Add additional language in Section D to acknowledge the
City's ownership of the lights on Richmond Field:
a. The City also operates and maintains lighting on the property
adjacent to the Richmond Street School located at 615 Richmond
Street ("the Richmond Street improvements)
2. Amend language in Section E as follows:
a. Strike "certain improvements including"
b. Add "and Richmond Street School"
3. Remove recitals K and L (In -Kind Lists)

• 4. Amend language in Section 3 as follows:
a. Amend language from "City will have priority over non -school programs"
to "City will have priority over non -District programs"
b. Add "District will add the high school practice field, the new middle school
gym, outdoor basketball courts and the field to the City's scheduling
software system for use by the City to the extent those facilities are not
being used for District purposes. District also agrees its facilities can be
used by the City for emergency shelter upon a mutually acceptable written
agreement. Both entities agree to schedule fields according to their
respective policies"
