FIRST AMENDMENT TO
AGREEMENT NO.6314 BETWEEN
THE CITY OF EL SEGUNDO
AND ARCADIS
THIS FIRST AMENDMENT ("Amendment") to Agreement No. 6314 (the "Agreement") is
made and entered into this 19th day of September, 2023, by and between CITY OF EL
SEGUNDO, a general law city and municipal corporation existing under the laws of California
("CITY"), and ARCADIS, a California general partnership. ("CONSULTANT"). The parties
agree as follows:
1, In addition to the amount set forth in Agreement Section 1(C), the CITY agrees to pay
CONSULTANT an additional sum not to exceed seventy-five thousand dollars,
($75,000.00), total contract sum not to exceed eight -hundred forty thousand dollars
($840,000.00) for CONSULTANT's services, for the increased scope specified in the
attached "Exhibit B", which is incorporated by reference.
2. Pursuant to Agreement Section 19, the CITY authorizes the Agreement's assignment
from IBI Group, a California corporation, to CONSULTANT, who affirms its
assumption of all rights, duties, and obligations under the Agreement.
3. Pursuant to Section 34 of the Agreement, the term of the Agreement described in
Section 8 is extended through June 30, 2024.
4. In accordance with Government Code § 16.5, the parties agree that this Amendment
will be considered signed when the signature of a party is delivered by electronic
transmission. Such electronic signature will be treated in all respects as having the
same effect as an original signature.
5. This Amendment may be executed in any number of counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.
6. Except as modified by this Amendment, all other terms and conditions of the
Agreement will remain the same.

Based on revisions that were requested by City council meeting required us to produce additional renderings from
previously defined scope of work and the city authorized pool leak detection. Scope of work includes updates to the
renderings per City Council Meeting and hiring a consultant for determining the pool leak. Arcadis is requesting the
approval of additional services and fees to proceed with the incorporation of the proposed, Per Section 11 of the

Description of Work: Earth Systems services have been requested to provide a ground penetrating radar (GPR)

Donn Schwartzkopf (PGP 1002) who has completed similar evaluations on projects spanning

provided approximately 2 weeks after the field work.

BASIS OF CHARGES GENERAL
1. Field technician services for regular workdays for non- Prevailing Wage projects are subject to a 2-hour minimum charge,
and billed in 2-hour increments. Special inspection services are subject to a 4-hour minimum charge and billed in 4-hour
increments.
2. Work performed on Saturdays, night work, and for premium hours (before 7 a.m., after 5 p.m. or more than 8 hours in
one day) for personnel are at time and one-half; Sundays and holidays are at double time. Work performed on weekends,
holidays, and when work starts outside of regular business hours is subject to a 4-hour minimum charge.
3. Charges are calculated in minimum one -hour increments and accumulate on a portal -to portal basis.
4. A 2-hour cancellation charge applies if scheduled inspection or testing is cancelled after 3 p.m. the day prior to the
scheduled work.
5. Projects will be invoiced a Trip Charge based on proximity to the servicing office.
6. Nuclear density gauge charge: $12.50/hour.
7. Weekly special inspection report charge: $120.00
8. Subcontracted services, materials, rental equipment, out of town travel, and expenses are charged at cost plus 20
percent. Fixed per diem rates for specific projects can be provided upon request.
9. Report copies: $25.00 each (minimum). Posting of electronic documents to project websites will be charged at
clerical/administrative services rate.
10. Invoices are payable upon presentation. Invoices thirty days past due are subject to a service charge of one and one-half
percent per month. Payments using a credit card will be assigned a 3% surcharge.
11. Rates are effective through June 30, 2023.
PREVAILING WAGE PROJECTS
1. Field services for regular workdays for Prevailing Wage projects are subject to a 4-hour minimum charge, and billed in 4-
hour increments.
2. The prevailing wage (PW) rates presented herein are based on current rates established by the Department of Industrial
Relations (DIR). If, during the project, prevailing wage rates are increased by DIR, rates are subject to adjustment. Also,
please note requirements concerning overtime, shift work, travel time, holidays, and other factors can vary for different
classifications of work under prevailing wage regulations.
3. State regulations requiring electronic submittal of Certified Payroll to DIR for prevailing wage projects will be assessed a
fee of $70.00/week. Additional time required to address specific requests related to DIR/Labor Compliance will be
charged at the clerical/administrative services rates.

Rates for field work such as materials sampling, construction inspection, and field evaluation will be in accordance with the
Personnel Rates listed in the basic Fee Schedule. The below listed rates apply to standard ASTM test methods. An additional
hourly charge ($90.00/hr.) will be applied for cutting, capping, or other preparation of non-standard samples and, where noted,
for steel samples.

BASIS OF CHARGES
1. Hourly rates are charged during investigation, analysis, consultation, and preparation services.
2. Estimated deposition fee payable in advance by party requesting deposition. The difference between advance
payment and final fee to be billed or refunded in accordance with the fee and billing information in this schedule.
Fee for reviewing deposition transcript will be billed at hourly rates to the party requesting the review.
3. Minimum half day charge will apply to court appearances and hearings. Time extending through the noon hour will
be subject to the full day charge of $3,200.00.
4. Days, or portions thereof, reserved for appearances at hearings, court, or arbitrations, during which we are not

1. Additional Civil Engineering services related to the Urho Saari Swim Stadium project. The Civil
scope of work includes Utility coordination and Design Plans for a new Fire Protection Service.
Additionally, scope of work includes feasibility/recommendations report for Storm Drain flooding
issue at front of building. Provisions of the original base proposal are assumed to be applicable
hereon. The following scope items are included:
a. Coordination with City of El Segundo and Utility Purveyors for Fire Water Service
requirements.
b. Construction Documents for Fire Water Service Utility Design.
c. Construction Documents for Public Fire Water Plan per Fire Department request.

Complete electronic leak detection, helium test and pressure test on the main drain line for the
large pool at the bottom of the pool, the technician could not complete the pressure test on the
system due to the interior of all four drain lines being completely corroded. The technician spent
hours attempting to clean out the inside of the pipes for testing but ultimately was unable to insert
the test plugs in order to seal off the lines for pressure testing. The technician took photos of the
debris that was removed from inside the lines. The technician performed a visual inspection of the
exposed portions of the suction lines under the deck in the crawl space and observed that the lines
are corroded and compromised. The technician observed signs of prior spot repairs on the lines
such as clamps and replaced sections of pipe. Highly recommend replacing all of the original
metal piping on the pool suction system with new PVC pipe.
Complete electronic leak detection, helium test and pressure test on the vacuum lines for the large
pool and the small pool, no leaks were present.
No other problems noted.

pool, located leaks on all four ball valves under the deck in the crawl space.
Complete electronic leak detection, helium test and pressure test on the return lines for the large
pool, no leaks were present.
The technician observed that the pool return system for the large pool and the small pool have
both been replaced or repiped with PVC with the exception of the sections of pipe that penetrate
the pool walls.
Complete electronic leak detection, helium test and pressure test on the main drain line for the
small pool, no leaks were present at the time of inspection. The plumbing for the main drain line is
old galvanized pipe and it has the possibility of failing at any time.

Complete electronic leak detection, helium test and pressure test on the main drain line for the
large pool at the bottom of the pool, the technician could not complete the pressure test on the
system due to the interior of all four drain lines being completely corroded. The technician spent
hours attempting to clean out the inside of the pipes for testing but ultimately was unable to insert
the test plugs in order to seal off the lines for pressure testing. The technician took photos of the
debris that was removed from inside the lines. The technician performed a visual inspection of the
exposed portions of the suction lines under the deck in the crawl space and observed that the lines
are corroded and compromised. The technician observed signs of prior spot repairs on the lines
such as clamps and replaced sections of pipe. Highly recommend replacing all of the original
metal piping on the pool suction system with new PVC pipe.
Complete electronic leak detection, helium test and pressure test on the vacuum lines for the large
pool and the small pool, no leaks were present.
No other problems noted.
