THIS SECOND AMENDMENT ("Amendment") to Agreement No. 6114 ("Agreement") is
made and entered into this 22,d day of September 2023, by and between CITY OF EL
SEGUNDO, a general law city and municipal corporation existing under the laws of California
("CITY"), and NORMAN A. TRAUB & ASSOCIATES, LLC., ("CONSULTANT"). The
parties agree as follows:
1. Pursuant to Section 34 of the Agreement, Agreement Section 2 (Scope of Services) is
amended to update the scope of services set forth in Exhibit "A" thereto with the
additional services set forth in Attachment I to this Amendment.
2. Pursuant to Agreement Section 34 (Authority/Modification), Agreement Section 7
(Term) is amended to extend the Agreement's term through June 30, 2024.
3. As additional consideration, CITY agrees to pay CONSULTANT a sum not to exceed
Eighty-five thousand dollars ($85,000) for CONSULTANT'S services for fiscal year
2023-2024. CITY may modify this amount as set forth below.
4. The Amendment may be executed in any number of counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.
5. In accordance with Government Code § 16.5, the parties agree that this Amendment
will be considered signed when the signature of a party is delivered by electronic
transmission. Such electronic signature will be treated in all respects as having the
same effect as an original signature.
6. Except as modified by this Amendment, all other terms and conditions of the
Agreement will remain the same.

Rates effective 7-1-23
1. Peace Officer/Dispatcher POST background investigations: $2,100.00 plus expenses.
2. Non -safety personnel:
$1,900.00 plus expenses.
Chronological checkpoints for the prorated cost for services at $90.00 per hour.

Public Record Civil / Cursory Criminal Review
Certifications Review
Polygraph / FBI-DOJ Livescan Review 4 to 8 hours total
Personnel File Review — Employer Reference 8 to 16 hours total

* Expenses are generally limited to mileage charges (at current IRS rate), but may include
parking fees, postage, and document fees if incurred. Travel expenses outside of Los
Angeles, Ventura, San Bernardino, Riverside, and Orange Counties will be submitted to and
pre -approved by the Department prior to work being initiated. Out -of -County travel is paid
at $4o.00 per hour, not to exceed so hours. All travel expenses will fallow the City of El
Segundo travel policies.

INVESTIGATION RATES
• Investigator services: $200.00 per hour, plus expenses.
• Attorney Investigator services $290.00 to $320.00 per hour, plus expenses.
• Post investigation hearings, trials, depositions, etc., subpoenaed or requested in
writing by the client or if subpoenaed by any party to the investigation, the
compensation shall be at $275.00 per hour, four hours minimum, plus expenses.
When the Investigator is placed in an On -Call status, the fee is $150.00 per hour, a
four-hour minimum.
• Surveillances: $120.00 per hour, plus expenses.
Documented expenses include mileage (IRS rate), Portal to Portal travel time, postage,
copy services, transcriptions services, report proof service (Approx. $75.00 an hour for
normal turnaround and $18o per hour for rush processing), auto rental, and lodging. Out -
of -area travel requiring lodging, airfare, and travel expenses will be approved in advance,
and all travel expenses will comply with agency policy and guidelines. All expenses will be
invoiced at direct cost with no markup. Invoices will include supporting document(s)
reflecting the cost.
Our recent experience reveals evidence that computers and cell phones is common.
Furthermore, computer and cell phone forensics are expensive. Cost estimates for digital
forensics can vary greatly. NATA investigators will obtain authorization prior to securing
forensic analysis or any other unexpected expense.
