1. CALL TO ORDER
The meeting was called to order at 12:06pm, held in the Executive Conference
Room (formerly West Conference Room) of City Hall in person.

3. PUBLIC COMMUNICATION: Resident Dennis Falk expressed his concern regarding
the monitoring of issues at Chevron and Hyperion.
4. REPORTS: PUBLIC WORKS
a. Hyperion Update: Director Sassoon provided a status report regarding Hyperion.
Hyperion is hiring geotechnical consulting firms to perform the testing around
property lines regarding noise and vibration from sheet -piling operation. Work
on sheet -pilings should end in 2-3 weeks. Further, Hyperion was given an order
by AQMD to provide a 24-hour hotline for odor complaints. Every complaint
must be coordinated with AQMD and must be directly investigated within an
hour by Hyperion. This info is already posted on the City Website.
b. California Green Business Network: Director Sassoon spoke on behalf of Ms.
Martha Segovia from South Bay Cities COG regarding the ongoing Cal Green
Business Network progress. The deadline to reach the program's year-end goal is
1/31/2023. Committee members will help reach out to local businesses to get
more businesses certified. Total of 8 businesses are already certified, 2
businesses are under review, and the goal is to have 15 businesses certified by
Jan 31, 2023.
c. Request for New Member Interviews: Director Sassoon reported that interviews
will be held by City Council and are tentatively scheduled for 11/7/2022.
5. REPORTS: PUBLIC WORKS/ENVIRONMENTAL COMMITTEE MEMBERS
a. Water/Energy Event: Chair Miller-Zarneke spoke about the event having great
information, but low turnout. She mentioned that the committee may want to
think about scheduling these events at a time that allows more people to attend.
b. Possible State Legislation on Wastewater Treatment Rule: Vice Chair Zupo
informed the committee that she has heard from Senator Ben Allen's team that
they will try to get proposed legislation regarding Wastewater Treatment
requirements on the docket for discussion next year. The Committee will keep
this on the agenda as a moving matter.
6. ACTION ITEMS: Failure to achieve quorum. No action can be taken. Discussion
only.
Request for City to Co -Host AQMD Town Hall: Vice Chair Zupo spoke about
AQMD website being overwhelming and difficult to navigate. The committee
discussed having a possible town hall with AQMD as a participant party to keep
residents informed and let them know that status of AQMD related work being
done.
b. Request for City to Partner with USC on Health Survey Related to Odors: Vice
Chair Zupo spoke about a USC conducting a survey of the long-term effects of
odor exposure. She mentioned that she was interested in having El Segundo
residents participate. Vice Chair Zupo would like a discussion of how to get the
survey out to the City's residents.

3. PUBLIC COMMUNICATION: Resident Karl Bruskotter expressed support for
CAGBN efforts. Resident Julie Rochefort expressed interest in Blue Butterfly
efforts, and suggested that organic waste program guidance be posted in Herald
to better reach senior citizens. Resident Barbara Boland expressed interest in
Blue Butterfly efforts.
4. SPECIAL PRESENTATION: Aaron Baum and David Leger from SBCCOG gave a
presentation on the implementation of the South Bay Local Travel Network
(LTN). Mr. Aaron Baum spoke about the work that had been done to map out the
LTN infrastructure and what was needed next for the project to move forward.
He also spoke about the how the proposed LTN would be paid with Measure
"M" funds and would cost the City nothing. SBCCOG was given council directive
to complete route refinement and continue to work with the City to apply for
Measure "M" funding.
5. REPORTS: Public Works
a. Hyperion Update: Director Sassoon provided a status report regarding Hyperion,
and the El Segundo Community Forum which was held on July 21, 2022.
Hyperion is working on the Flares and the restoration of the Flares is expected to
be completed by end of August. Hyperion plans to submit the Flare Compliance
Implementation Plan to AQMD by end of September 2022. Further, Hyperion
was served with Notices of Violation (NOV) by AQMD on July 21, 2022 and LA
Regional Water Quality Control Board on August 25, 2022. Both NOV's are
posted on the City's website.
b. California Green Business Network: Ms. Martha Segovia from South Bay Cities
COG spoke regarding ongoing Cal Green Business Network progress. She
indicated that the mid -year threshold was met. The committee discussed having
some type of recognition for businesses that are certified. Director Sassoon
suggested promoting them on the City's website.
c. Native Plantings in Support of Blue Butterfly Propagation: Director Mancini plans
to meet with Ms. Monica Davis to talk about how the City can help to improve
the habitat for the El Segundo Blue Butterfly.
Committee Status and Bylaw Review: Director Sassoon indicated that a staff
report was being generated to adopt the ordinance for AB 1276 and it would be
on August 16t", 2022 City Council agenda.
a. 7/30/22 Beach Clean-up Event: Chair Miller-Zarneke spoke about the event
having a good turnout and being very organized. A photo of this event was
printed on the August 41" issue of El Segundo Herald.
b. Water Conservation Educational Efforts: Member Sarah Brockhaus gave an
update regarding the water conservation event with SoCaIREN, SCCCOG, and
West Basin. She suggested a tentative date of September 19, 2022 for the
meeting. It was decided that a simultaneous in -person and virtual event would
be best for all members of the community to attend. Committee reached a
consensus to approve the event date of September 19, 2022. Director Sassoon
will confirm date, help find a location and inform committee if any changes need
to be made.
c. Green Business Incentive Brainstorming: Committee discussed continuing to
promote Green Businesses on City website. It was suggested that advertising and
perhaps profiles of certified businesses also go out on the City's main newsletter.
7. CONSENT AGENDA:
Approval of Minutes for July 8, 2022 meeting. Vice Chair Zupo moved to
approve; Member McPherson seconded the motion. The motion was approved
unanimously.

CITY OF EL SEGUNDO ENVIRONMENTAL WORK PLAN (draft)
ENVIRONMENTAL WORK PLAN
The El Segundo City Council adopted the first Environmental Work Plan on January 8, 2008. This document is an
updated Environmental Work Plan for the City. The Work Plan is not environmental requirements for the City, nor
does it mandate any action for City Council or City department.
The recommendations outlined in the document are meant to be viewed as potential actions or "tools in the tool
box" that can help the City to become more sustainable and "greener" as a community. Each potential action
would require separate and individual approvals from the appropriate City staff and/or City Council prior to moving
forward. It is anticipated that the Environmental Committee would annually prioritize a handful of actions that
would guide their work for the upcoming year.
When the original Work Plan was adopted, the City also established the Environmental Work Council, now called
the Environmental Committee. The Environmental Committee is currently comprised of seven volunteer members
representing El Segundo -based businesses, El Segundo residents, the El Segundo Unified School District, and El
Segundo municipal staff.
The Environmental Committee is tasked with reviewing current City environmental practices and identifying new
goals and objectives for City governance over municipal, residential and business entities within its jurisdiction.
These goals and objectives are developed through focusing on and finding balance among the three pillars of
Sustainability Standards-- Economic Vitality, Environmental Viability, and Social Equitability.
The 2017-2021 Environmental Work Plan is structured upon a framework of the following eight categories:
1. Energy Conservation
2. Solid Waste Reduction
3. Urban Planning and Development
4. Hazardous Waste
5. Transportation
6. Air Quality
7. Water Conservation
8. Governance
Identified under each category are recommendations to achieve environmental goals that meet or exceed the
South Bay Cities Council of Governments Climate Action Plan in order to conserve energy and water, reduce waste,
address global warming, tailor urban design, improve transportation options and reduce risks to human health.
With this plan, the City will establish itself as an ecologically responsible entity, setting an example and supporting
the commitment of residents and businesses alike to improving conservation and environmental quality outcomes.
Successful implementation of the Environmental Work Plan will ensure the City remains competitively poised for
future growth and sustainability, preserving the health of its environment and residents for generations to come.

ENERGY CONSERVATION
In 2006, the state passed Assembly Bill 32 (AB 32), the Global Warming Solutions Act, which set statewide 2030
greenhouse gas emission reductions targets. This bill was followed by Senate Bill 32 (SB 32), which included
additional long-range targets by 2050. In September 2018 the state passed Senate Bill 100 (SB 100), which requires
the state to have 100% renewable electricity by 2045. To meet these lofty goals, generating more renewable
energy will be vital as will conserving energy to avoid added strain on the electric grid.
To improve Energy Conservation, the objectives below are recommended. Details are included in the attached
Environmental Committee Toolbox.
1. Increase Energy Efficiency (EE) in Existing Residential Units.
2. Increase Energy Efficiency in New Residential Development.
3. Increase Energy Efficiency in Existing Commercial Units.
4. Increase Energy Efficiency in New Commercial Development.
5. Increase Energy Efficiency through Water Efficiency (WE).
6. Decrease Energy Demand through Reducing Urban Heat Island Effect.
7. Participate in Education, Outreach, and Planning for Energy Efficiency.
8. Increase Energy Efficiency in Municipal Buildings.
9. Increase the Energy Efficiency in City Infrastructure.
10. Reduce Energy Consumption in the Long Term.
SOLID WASTE REDUCTION
The California Integrated Solid Waste Management Act of 1989 fundamentally restructured the state's approach to
solid waste management. The Act established an integrated waste management hierarchy that included: source
reduction, recycling, composting, and land disposal of solid waste. The legislation mandated each city meet solid
waste diversion goals of 25% in 1995 and 50% by 2000. By 1995, the City of El Segundo achieved a 59% solid waste
diversion rate. In 2005, El Segundo pushed its diversion rate to a statewide high of 81%. With the passing of 2016's
AB 1826 and SB 1383, organic recycling mandates were established with increasing requirements set through 2025.
El Segundo should continue efforts to maintain its ambitious diversion rate by exploring additional diversion
programs and evaluating advancements in technologies.
To improve Solid Waste Reduction, the objectives below are recommended. Details are included in attached
Environmental Committee Toolbox.
1. Increase reduction and diversion of residential waste.
2. Increase reduction and diversion of commercial waste.
3. Increase reduction and diversion of municipal waste.
4. Create community inclusion and pride in waste reduction efforts.
URBAN PLANNING AND DEVELOPMENT
Urban Planning and Development is key to the success of a city, particularly cities that seek a balance between
residential uses and business. Urban Planning and Development is what showcases and embraces special
characteristics of a city like El Segundo. The recommendations below are a mix that supports green building
practices, mobility, and art. Green business practices support environmental commitment and commitment to
local businesses; mobility improvements support El Segundo's casual "easy to get around" community culture; and
art recommendations support El Segundo's vibrant artist culture.

To improve Urban Planning and Development, the objectives below are recommended. Details are included in
attached Environmental Committee Toolbox.
1. Develop Best Management Practices for new and retrofitted municipal buildings
2. Promote use of California's new Green Building Standards in residential and commercial construction
activities.
3. Increase city walkability.
4. Enhance Public Art with Green Messaging.
5. Increase mobility by installing shared bike lanes.
6. Adopt EV charging standards for residential, commercial and industrial developments beyond CalGreen
2016 requirements.
7. Increase and maintain urban greening in the community, including municipal facilities.
HAZARDOUS WASTE
The State of California treats hazardous waste more stringently than Federal requirements. California considers
hazardous waste to be waste with a chemical composition or other properties that can possibly cause illness, death,
or some other harm to humans or other life forms if the waste are not properly handled and released into the
environment. Hazardous waste is then divided by category and depending on the category, the land disposal
restrictions, treatment standards and fees and many other factors are set. The City of El Segundo is committed to
keeping the environment safe from hazardous waste releases. In order to honor this commitment, the following
action items have been set for hazardous waste.
The City has focused on these goals for the past decade with considerable success but can achieve more. Details are
included in attached Environmental Committee Toolbox.
1. Implement natural pest control practices
2. Educate public about natural household products, pesticides, etc.
TRANSPORTATION
Transit
Currently, the City has several transit routes within its boundary. With these systems in place, 100% of City
residents live within 0.5 mile of either a train or bus stop.
• The Metro Green Line light -rail has 3 major transit stations in the City, linking El Segundo business and
residential communities to the Los Angeles regional transit network.
• El Segundo employment centers are also served by the South Bay Area Municipal Area Express (MAX), an
upscale commuter bus catering to the large number of South Bay residents who work in El Segundo. MAX
operates during morning and afternoon peak hours and offers three routes through the South Bay. MAX is
a cooperative cost -sharing transit system among the county and the cities of El Segundo, Lawndale, Lomita,
Los Angeles, Rancho Palos Verdes, and Torrance (the lead agency for the program).
• The Beach Cities Transit District operates a regional bus line between El Segundo and Redondo Beach from
6:00 a.m. to 10:00 p.m. daily, with stops at major commercial centers such as the Rivera, Hermosa Pier,
downtown Manhattan Beach, Main Street in El Segundo and Plaza El Segundo. The route also stops at the
Aviation and Douglas Green Line stations.
• The City operates the Lunch-time Shuttle so that employees on the east side of the community can enjoy

lunch or shop in El Segundo's downtown area without getting into their cars. The City of El Segundo
Lunchtime Shuttle runs weekdays between 11:30 a.m. and 2:15 p.m., with stops at strategic stations
located both downtown and at busy commercial sectors.
• The City operates Dial -a -Ride shuttles for seniors to facilitate safe and multi -traveler transportation to
doctor offices, grocery stores, etc.
• The City operates a summer Beach Shuttle so that residents can travel to and from the beach area without
the use of single -party automobiles. The Beach Shuttle runs mid -June through late August, Monday thru
Saturday from 11:00 a.m. to 4:30 p.m.
Commuting
El Segundo's residents, commuters, and visitors have diverse mobility needs. In addressing these needs, the City
has developed proactive policy goals and innovative programs to encourage the most efficient use of the City's
existing transportation infrastructure through a balanced multi -modal approach.
• In partnership with the SBCCOG, the City is working with the South Bay Bicycle Coalition to enhance,
expand and connect bicycle routes throughout the South Bay. The Coalition's master plan was adopted by
City Council at its October 4, 2011 meeting.
• The City has set up pilot programs to allow rentable electric scooter and bicycle companies to test the
usage of carbon -friendly alternative transportation options, especially for the first -mile, last -mile commuter
needs in El Segundo.
City Vehicles and Other Equipment
The State of California regulates diesel and gasoline fuel and has some of the most stringent requirements in the
nation. The Public Works Department manages the City's vehicle fleet and equipment, and is actively committed to
the use of cleaner burning fuels and technologies in place of conventional fuels. When vehicles and other fuel
burning equipment are due for replacement, top consideration is given to choosing and/or recommending
alternative fuel products such as hybrid powered vehicles and cleaner burning generators.
To improve Transportation, the objectives below are recommended. Details are included in attached
Environmental Committee Toolbox.
1. Encourage the use of and improve the experience taking public transportation.
2. Offer and encourage shared transportation modes.
3. Promote the use of alternative fuel technology.
AIR QUALITY
Air quality management is essential to reduce human health impacts due to the release of air pollutants. As of
1998, the State of California defined diesel to be toxic and determined that 70% of airborne cancer risks are related
to diesel fuel emissions. Our local community is under the South Coast Air Quality Management District (SCAQMD)
plus California Air Resources Board (CARB) and many federal, State and local laws governing clean air requirements.
Since the City of El Segundo is uniquely surrounded by industry and coastal breezes that move air pollutants inland,
it is essential our city has action items to commit to being a steward towards managing air pollution.
To improve Air Quality, the objectives below are recommended. Details are included in attached Environmental
Committee Toolbox.

WATER CONSERVATION
California has for decades oscillated in and out of drought conditions. The state must also deal with deteriorating
infrastructure, making it difficult to manage the State's overall potable water supply. For more than a decade, more
emphasis has been placed on securing other sources of water to meet regional demands, including expanding
recycled water and reducing our dependency on imported water.
The City's annual potable water consumption dropped from 18,241 acre-feet in 1994 to 8,600 acre-feet in 2008.
During that same timeframe, the use of recycled water increased from zero in 1994 to 8,300 acre-feet, and now
represents roughly half of all water consumed in El Segundo, thanks mainly to usage at the Chevron refinery and
landscape irrigation on city properties. The City considers recycled water as a viable water supply source and
effective way to reduce the future need for imported water, and actively participates with West Basin Municipal
Water District to increase the usage of recycled water. The Planning and Building Safety Department also adopted
construction standards requiring low flow shower heads and toilets be installed in new developments to help
reduce the demand for potable water.
To continue to improve water conservation efforts, the objectives below are recommended. Details are included in
attached Environmental Committee Toolbox.
1. Increase water conservation.
2. Encourage use of recycled water.
GOVERNANCE
The City of El Segundo should implement its eco-minded efforts at every feasible level of governance, putting its
mandates into practice at all levels of municipal management. Each and every department should consider ways in
which it can run itself more efficiently with resource conservation and sustainability being points of consideration in
every practice.
To improve Governance, the objectives below are recommended. Details are included in attached Environmental
Committee Toolbox.
1. Make City Best Practices more sustainable
2. Modify Policy and Permit procedures to reduce paperwork
ALIGNMENT WITH THE SOUTH BAY CITIES COUNCIL OF GOVERNMENTS CLIMATE ACTION
PLAN
The South Bay Cities Council of Governments released its Climate Action Plan in 2015 and the City of El Segundo
approved this plan on November 21, 2017. The document outlines recommended approaches and strategies for
each of the South Bay Cities to implement to increase efficiency and reduce greenhouse gas emissions. As a
member of the South Bay Cities Council of Governments, El Segundo recognizes the Climate Action Plan and will
consider some of the strategies included.

Development and adoption of this CAP allows the City of El Segundo to:
• Understand the community GHG emissions that it now produces
• Identify strategies at the local level that will result in GHG emissions reductions
• Develop a plan to implement strategies
• Monitor and report progress toward climate change goals
For the purpose of:
• Enhancing the community and neighborhoods to help ensure a safe, healthy, and sustainable environment
• Promoting and encouraging the adoption and growth of zero emission vehicles
• Advancing strategies for housing and buildings that reduce energy and water usage
• Promoting behavior change that reduces waste
• Transforming built environments into green spaces
• Advancing strategies to encourage and support the market for renewable energy and storage
CONCLUSION
This updated Environmental Action Plan identifies steps that can be taken to continue our efforts to be a more
"green" community. Following this plan will establish the City's commitment to environmental stewardship, and
the support of staff in monitoring its progress will lead to the long-term goal of making El Segundo a responsible
neighbor in the South Bay, and a sustainable community for future generations.

Climate Action Plan
➢ Purpose: Reduce Green -House Gas (GHG) Emissions
➢ Goal: Achieve desired outcomes over the next 20 years
➢ Adopted in 2017
➢ How:
1. Promote/encourage adoption and growth of zero emission vehicles
2. Advance strategies for new developments
3. Promote behavior change to reduce landfill waste
4. Transform built environments into green spaces
5. Advance strategies to encourage and support the market for
renewable energy and storage
Promote & Encourage Zero Emission
Vehicles (prior to the adoption of Climate Plan Action)
• AB 1493 (2002) Required reduction of Green -House Gas (GHG) for
passenger vehicles, trucks and noncommercial vehicles.
• Assembly Bill 118 (2007) Alternative Fuels and Vehicle Technology.
• Executive Order S-1-07 (2007) Low Carbon Fuel Standard
■ Mandated that carbon intensity of transportation fuels in California must be lowered
by 10% by 2020
• Senate Bill 375 (2008) Sustainable Communities plus Climate Protection
Act
■ Required Air Resources Board to establish targets for 2020 and 2035 regarding
passenger vehicles.
• AB 1092 (2013) Building Standards Electrical Vehicle Charger
Infrastructure
■ Requires State Buildin Standards Commission adopt mandatory building standards
for the installation of fu�ure electric vehicle charging infrastructure for parking spaces
in multifamily dwellings and nonresidential developments.

• City is promoting/enhancing pedestrian/bicycle infrastructure through

Landfill Waste
• Strategies:
• SIB 1383 —Adopted by City Council on November 16, 2021
• Purpose: Reduce the methane gas emissions to the environment which is harmful
• Goals: 1. Reduction of methane emissions by:
- 50% by 2020 through AB 1826 (Mandatory
Commercial Recycling, including Organic Recycling) since 2016.
- 75% by 2025 through SB 1383
2. Recover at least 20% of currently disposed surplus food by 2025
• How: By eliminating the amount of organic waste such as Food Waste, Paper,
Cardboards, etc.
• Why: Landfills are the third largest producers of methane gas
• Ways to accomplish these goals:
✓ Transfer organic waste from Gray Containers to Green Containers, where the contents do
not end -up in landfills, but instead will be recycled to produce fertilizer and other materials.
✓ Establish Edible Food Recovery Program
Transform Built Environments into
Green Spaces
• As redevelopments occur, required green space
components will be installed by developers as part
of development
• For existing developments and parking lots without
any green space, City may include proposed
green space projects in the City Capital

Energy and Storage
• Southern California Association of Governments (SCAG) is
working with Metropolitan Transportation Authority (Metro) and
has developed 2012-2035 Regional Transp ortation Plan and
Sustainable Communities Stra�te�y (RTP/SCS) for the Six -County
region of Los An eles, Orange, iverside, San Bernardino,
Imperial and Ven�ura Counties.
■ Goal: Minimize traffic congestion, promote environmental quality, and provide
adequate housing.
• South Coast Air Quality Management District (SCAQMD) has
developed the the South Coast Air Quality Management Plan
(AQ P) which is a comprehensive program desPederal
ned to bring the
Southoast Air Quality into compliance with all and
State air quality standards.
■ Goal: Improve Air Quality by placing substantial emphasis on reducing motor
vehicle miles traveled.

• Based on its energy efficiency accomplishments, El Segundo is a Gold member (second
highest level) of the SCE Energy Leader Partnership (ELP) program.
• Property Assessed Clean Energy (PACE) Financing:
■ PACE is a mechanism
to
finance energy
efficiency, renewable energy, and water
conservation upgrades
to
residential and
commercial facilities.

- Seeks to reduce the need for individuals to drive into City Hall to obtain permits. Plan check
information is also available online.
• Working with SBCCG on South Bay Bicycle Master Plan (SBMP)
- SBMP is intended to guide the development and maintenance of a comprehensive bicycle
network and deve-lop a set of programs and policies throughout the South Bay Region.
• Working with SBCCOG regarding Local Travel Network (LTN) accommodating micro -
devices
• Obtaining Grant from SCE for EV-charging stations
• Replaced the Windows at City Hall
• All City Street -lights have been converted to LED
• All lightings at City Hall and City buildings were upgraded to energy efficient fixtures with
sensors
• Installation of "Smart Water Meters" for all residential and commercial customers
• Working on "Smoking Ban" within public ROW

• City participating in SoCal REN Public Agency Programs
• Energy -saving strategies that are economically and operationally feasible.
• Provide access to facilities, operational details and utility data in a timely
manner as needed to facilitate energy audits and development of energy retrofit
projects.
• Authorize The Energy Coalition, as the implementer of the SoCaIREN Public
Agency Programs, provide top energy benchmarking services through Energy
Star Portfolio Manager (ESPM)
• Complete authorization forms to release utility customer information related to
energy and project data to the implementer of SoCaIREN Public Agency
Programs (required for utility incentive and financing application submission).
• Has access to a network of public agency peers where resources and best
practices are shared broadly via workshops, conference forums, the SoCaIREN
website and more.
• Receive individual support from a dedicated SoCaIREN Project Manager and
technical assistance team with broad expertise at no cost.
Recommended Environmental Work Plan
is Expand availability of recycling water for Acacia, Holly Valley, Candy
Lane, Holly Kansas and Hilltop parks
■ Recreation, Freedom Constitution, Washington, Independence, Library, and Sycamore
Parks already utilize Recycle Water
• Additional trees to be planted in existing parking lots and City facilities
such as Aquatics Cenfer
• Increase use of cleaner burning fuels for the City Vehicle Fleet
