SECOND AMENDMENT TO
AGREEMENT NO.5898 BETWEEN
THE CITY OF EL SEGUNDO AND
GARON WYATT DBA GARON WAYTT INVESTIGATIVE SERVICES
THIS SECOND AMENDMENT ("Amendment") to Agreement No. 5898 (the "Agreement") is
made and entered into this 23`d day of May 2023, by and between CITY OF EL SEGUNDO, a
general law city and municipal corporation existing under the laws of California ("CITY"), and
GARON WYATT, DBA GARON WYATT INVESTIGATIVE SERVICES,
("CONSULTANT"). The parties agree as follows:
1. Pursuant to Agreement Section 34 (Authority/Modification), Subsection D of
Agreement Section 1 (Consideration) is amended to increase the CONSULTANT's
not -to -exceed compensation to $25,000.00 for CONSULTANT's services per fiscal
year.
2. The Amendment may be executed in any number of counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date. In accordance with Government Code § 16.5, the Parties agree that this
Amendment and related documents in connection with this Amendment will be
considered signed when the signature of a parry is delivered by electronic
transmission. Such electronic signature will be treated in all respects as having the
same effect as an original signature.
3. Except as modified by this Amendment, all other terms and conditions of the
Agreement will remain the same.

SCOPE OF WORK
Conduct administrative investigations on behalf of El Segundo Police Department to
include reviewing relevant policies, reports, and supporting documentation, interviewing
complaining parties, witnesses, and accused employees. Prepare a detailed report per
the scope that addresses the allegations and reaches findings and conclusions. Provide
transcribed copies of all interviews. Preparing for and testifying at post disciplinary
hearings as requested.
RATE DETAILS
Professional fees and expenses are billable for travel "portal-to-portal" from
CONSULTANT's Nuevo, California address.
Rates:
• Investigative services $200/hour
• Meetings, review of organizational policies and procedures, examination and/or
analysis of evidence, interviews, travel (portal to portal) and report preparation.
• Confidential transcription services.
• In the event GWIS is required (by any party of the investigation) to provide
testimony at a post -investigation hearing, deposition, or trial, the fee is $250 per
hour (four hours minimum) plus expenses. The client or the subject's counsel
may place the investigator "on -call" for a trial, deposition, or hearing. In that
event, GWIS shall be compensated for four (4) hours per day at $200.00 per
hour for each of the days GWIS is directed to be "on -call." The client shall be
invoiced on a thirty -day basis for all services provided by GWIS.
