Comments/Catalyst Project El Segundo Residents are aware that unelected persons and consultants are making planning
decisions that well paid elected officials, some in receipt of substantial raises during their terms in office, are responsible
for overseeing. With specific regard to PLANNING for the Catalyst project at the intersection of Kansas and Grand,
residents are entering the following recommendations so that they cannot subsequently be ignored or claimed as
oversight. this comment is as always a good faith reminder of what is expected from our City Council and Public Works
as we anticipate action from our City leaders: 1. Traffic Study. All traffic measures necessary to compensate for
additional loading will be installed knowing the both daily trips on this major connector, and adding at least a 50 percent
degree of safety for EMERGENCY evacuations. 2. Community uses. There are increasing community needs being
generated by our schools that call for City services for mitigation. Related discussions should be led by the City and
community to compliment the missions of Rec and Parks, Library, and Teen Center, and other dedicated services. 3.
Environmental considerations. Comments forthcoming with EIR. For now, consider Scattergood Hydrogen Generation
Plant (DWP-City's Environmental Committee responsibility) and needs for EMERGENCY ACCESS on Grand Avenue. 4.
Police Retention. Residents are aware that losses of police officers to other Cities is a common occurrence. Further,
Police claim they are not able to live in this community due to the cost of real estate. Residents expect our City Manager,
Mayor and appropriate City staff to negotiate on behalf of residents and Police families to bring affordable family
residences while under City employment, including lower residential supplements for retired officers who do NOT
receive any other special compensations, tax relief, or restitution such as occur for being Injured on Duty. Like residents,
we want ALL our police officers to feel safe, welcome, and fairly compensated for their service. Respectfully, Deborah
