SECOND AMENDMENT TO
AGREEMENT NO. 6441 BETWEEN
THE CITY OF EL SEGUNDO AND
THE CENTRE FOR ORGANIZATION EFFECTIVENESS
THIS SECOND AMENDMENT ("Amendment") is made and entered into this 21s' day of March
2023, by and between the CITY OF EL SEGUNDO, a general law city and municipal corporation
existing under the laws of California ("CITY"), and THE CENTRE FOR ORGANIZATION
EFFECTIVENESS, a California Joint Powers Authority ("CONSULTANT"). The parties agree
as follows:
1. Pursuant to Section 34 of Agreement No. 6441 ("Agreement"), Section 1 C is amended to
read as follows:
"In addition to the amount set forth in Section 1 C of the agreement, the CITY agrees to
pay the CONSULTANT an additional fifty thousand dollars ($50,000.00) for additional
services associated with additional training workshops, total contract sum not to exceed
one hundred and thirty thousand dollars ($130,000.00) for CONSULTANT's services.
CITY may modify this amount as set forth below. Unless otherwise specified by written
amendment to this agreement, CITY will pay this sum as specified in the attached
Exhibit "A", which is incorporate by reference."
2. Pursuant to Section 34 of Agreement No. 6441 ("Agreement"), Agreement Exhibit "A" is
amended to include the additional compensation information described in Attachment 1
to this amendment which is attached and incorporated by reference.
3. Pursuant to Section 34 of Agreement No. 6441 ("Agreement"), the scope of services set
forth in Agreement Section 2 is amended to include the additional services described in
Attachment 1 to this Amendment.
4. This Amendment may be executed in any number or counterparts, each of which will be an
original, but all of which together constitutes one instrument executed on the same date.
5. Except as modified by this Amendment, all other terms and conditions of Agreement No..
6441 remain the same.

Inspiring Excellence in Leaders and Organizations
The Centre for Organization Effectiveness has one purpose - to advance the public good by inspiring excellence among
leaders at all levels in community -supporting organizations such as public sector agencies, non -profits, educational
institutions, and health oriented organizations. We accomplish this by partnering with our clients to help their employees
optimize the impact they have in people's lives, and to raise the caliber of leadership through training, leadership
development academies, facilitated discussion, coaching, and asuite of customized consulting services. We look forward
to partnering with you on this important work.
SCOPE
The City of El Segundo has requested four half -day sessions on Emotional Intelligence and Communication to be
delivered on April 11 and 12, 2023 for up to 50 participants.
In the Emotional Intelligence and Communication (Managing Self and Others) session, participants will;
• Take an Emotional Intelligence self -assessment as pre -work
• Define the four core skills of Emotional Intelligence and how you rate in these skills
• Learn about the impact of Emotional Intelligence on job performance
• Discover tips for improving the four core skills
• Learn how to effectively receive and give feedback
CONSULTANT
Brian Beamish, Ph.D.
Brian R. Beamish has more than 30years of public service experience in large and medium -size government
organizations. He has been recognized as a change agent and as an innovative executive responsible for leading large
departments, developing and administering budgets, and coaching and mentoring staff throughout organizations.
For more than 25 years, Brian has consulted with and provided organizational development services to private and
public organizations across the United States and internationally. He has led significant change initiatives and has
developed and facilitated customized training programs.

Brian frequently serves as an executive coach and as a keynote speaker. He has been a featured presenter in California
and conferences across the country as well as a core faculty memberfor a national consulting training and development
firm, faculty at Grand Canyon University, and The Williams Institute for Ethics.
Brian is passionate about the development of people and about helping teams and organizations excel. He uses
validated assessments that identify employee strengths and preferences, and that help individuals, teams, and
organizations develop "fit," which maximizes capability and alignment.
Brian has a Ph.D. and master's degree in Consulting Psychology from the California School of Professional Psychology in
San Diego, a masters degree in Education in Counseling and Human Relations from Northern Arizona University, and a
Bachelor of Science in Management of Technical Operations from Embry Riddle Aeronautical University. Brian is a
memberof the American Psychological Association, Societyfor Industrial and Organizational Psychology, and the Society
of Consulting Psychology.
COST ESTIMATE
The cost estimate forthis project is $13,300 and includes design, preparation, facilitation of the four sessions, 50
Talent5mart Emotional Intelligence online self -assessments, assessment administration, travelforthe presenter, and full
Centre support. City of El Segundoto provide the location, flip charts and flip chart paper, A/V, printing of the handouts,
and food.
Support requested by the Client that extends beyond the scope of this proposal will be billed at an hourly rate of $305.
Additional materials and expenses, if any, will be billed at an additional cost. Additional EQ assessments over 50 will be
billed at $59 each.
BILLING
All projects are billed on a net-30 basis. This project will be billed on the schedule below. Any charges in addition to
those outlined in this scope that result from Client requests will be billed on the first subsequent installment.

The City of El Segundo has requested two half -day sessions on Leadingfor Generations to be delivered on June 15, 2023
for up to 35 participants per session for a total of 70 participants. Morning session is 8:30am-Noon and the afternoon
session is 1:00pm-4:30pm.
In the Leading for Generations session, participants will:
• Learn the latest demographics for the generations currently in the workplace
• Understand how each generation formed and the values they hold
• Learn practical tips for working with the different generations
• Understand the latest trends for generational difference and how these impact organizational performance
