SECOND AMENDMENT TO
AGREEMENT NO. 5982 BETWEEN
THE CITY OF EL SEGUNDO AND
SAGECREST PLANNING AND ENVIRONMENTAL, INC.
THIS SECOND AMENDMENT ("Amendment") to Agreement No. 5982 (the
"Agreement") is made and entered into this day of March 2023, by and between
CITY OF EL SEGUNDO, a general law city and municipal corporation existing under the
laws of California ("City"), and SAGECREST PLANNING AND ENVIRONMENTAL, INC,,
a California Corporation ("CONSULTANT'), collectively referred to as the "Parties." The
Parties agree as follows:
1. The Parties entered into the Agreement on December 10, 2020 and amended
the Agreement on August 18, 2022.
2. Pursuant to Agreement Section 35 of the Agreement, Agreement Section 2
(Scope of Services) is amended to remove project titled "EA 1380 — 888 N.
Douglass Project (Specific Plan) and add reimbursable project titled "EA 1339
and SPR No. 23-01 — Beach Cities Site Plan Review." Such amendment will
apply to Agreement Exhibit "A" and Exhibit "D" to the first amendment to the
Agreement.
3. This Amendment may be executed in any number of counterparts, each of which
will be an original, but all of which together constitutes one instrument executed
on the same date. In accordance with Government Code 15,5, the parties agree
that this Amendment will be considered signed when the signature of a party, is
delivered by electronic transmission. Such electronic signature will be treated in
all respects as having the same effect as an original signature.
4. Except as modified by the Amendment, all other terms and conditions of the
Agreement, as amended, will remain the same.

request for planning services. The team at Sagecrest Plan ning+Environmental (Sagecrest) provides
planning and environmental review services to local jurisdictions throughout California. Our planners

general plans, and other planning documents, code compliance, project management, and
environmental analysis, documentation, and review. Our planners have all worked in various positions
for local jurisdictions.

Project management is a dynamic process that can include different variables that can impact the
time needed to review a project (complexity of project, quality of applicant submittal, response from
other departments, type of CEQA assessment, public comments, etc.). Sagecrest understands the

proposed project would entail a processing a Site Plan Review application for a 167,494 square foot,
eight story office building and a 703 space, five level parking structure at 2021 Rosecrans. Inasmuch
as an Environmental Impact Report (EIR) was certified for the project site master plan in 2019, no
additional environmental analysis is anticipated. Sagecrest's planner would be expected to review
the application for compliance with the City's regulations, approved development agreement, and
adopted Mitigation Monitoring and Reporting Program (MMRP). Sagecrest's planner would also be
expected to coordinate the review with other departments, and prepare all necessary
correspondence, reports, resolutions, and notices. The anticipated processing time from notice to
proceed to completion is one year.
This project would be assigned to Senior Project Manager David Blumenthal, AICP (billed at the
Principal Planner rate). The following is an estimate of time needed for the project; however, actual
hours will be billed at the above -listed hourly rates and may exceed these amounts.
