What you can expect from ABI Investigations.
ABI believes in being very thorough in all its investigations. You can be assured that all
aspects of the applicant's background will be scrutinized and presented to you for
review. As a general rule, we do not give opinions in the background report. However,
all facts, good and bad are presented to you along with any corresponding POST
Dimensions. Mr. Arroyo is usually on a first name basis with the POST auditors who
cover most of Southern California and has a great working relationship with them.
Arroyo Background Investigations has rarely ever failed a POST audit and is known for
this and by POST auditors as having a good product. The following is an abbreviated
list of what ABI includes in background investigations:
• All contacts are done in person, by mail / email, or by telephone.
• The applicant's jobs that need to be visited in person will be.
• All law enforcement jobs, and disqualified backgrounds will be visited in person
• Neighborhood checks and interviews done by POST rules
• New SB2 rules are acknowledged and documented in the report.
• The turnaround for background investigations will be 45 day or less.
• All needs are tailored for your agency and applicant
• Most importantly, POST guidelines, legal case law, and government codes are
always observed and followed
What ABI wants to do for you
ABI's goal is to save your department money on salaries, insurance, benefits, office
supplies, and time as well as giving you the most complete background possible. ABI
would like to meet with the all the personnel that would be involved in the process. This
is to facilitate a good working relationship and to discuss your department's guidelines
(besides POST dimensions) to report possible disqualifications and procedures for the
reporting.
Anything that your department wants to do with regards to background procedures will
be discussed and implemented into our service to you.
Disqualified applicants
In the event that our investigator discovers information that might disqualify the
applicant from your process, you will receive a phone call outlining those issues. At that
time, you can allow the investigation to continue or suspend it. In the event you wish the
investigation suspended, a short report outlining the circumstances will be presented to
Agreement No. 6580
your department with the final decision resting on you. This information and report will
be presented to you at the earliest point during the background possible.
If you request a suspension on the investigation and it was worked on less than 12
hours, which is typical, you will only be billed at an hourly rate of $85.00 per hour.
On the average, a background that is disqualified is between seven to eight hours. Any
time past 12 hours will be discussed with the appropriate personnel to determine a fair
wage.
Your department will approve, prior to any scheduling commitments, any extended
travel or overnight stays that are necessary. These items will be billed at only face
value of the travel plus an hourly work rate.
An expedited rate is available and 1.5 times the flat rate price plus the other
parameters.
l"CRA Compliant Investigations for Non -sworn non oliceldis atcher ositions
These are what we refer to as mini background investigations. This style of report was
developed based on the current teaching for non -sworn positions (i.e. cadets, civilian
with access to police departments, clerical, etc) and follow the current Federal
standards under the Fair Credit Reporting Act (investigation of job relevant information
only).
For these investigations, your applicant will still fill out the appropriate paperwork
(including the POST Personal History Statement for Dispatchers) and obtain all the
same required documents. You will also need to provide the completed polygraph
report as well as the Livescan returns (both will save incredible amounts of time). If you
supply all the above, this process will take about one business week. If not, it will
depend on the availability of the polygraph appointment.
Using the applicant's supplied paperwork, an IRBSearch generated report, the Livescan
results, and the polygraph information, a report using the following areas will be
provided:
• Introduction
• Personal Information
o Name, address, phone, social security verifications
• Places Associated with the Applicant
o Court indexing check, local area checks, foreclosure checks, and eviction
checks
• Criminal History
o From Livescan and IRBSearch listing with explanations from the applicant
Agreement No. 6580
• Motor Vehicle Operation

• Job Specific Training and Certifications
o Includes verifications and printouts
• Social Media Reviews
• Contact with family and personal references
• Three Most Recent Employers (or past seven years' worth of employment)
o Includes contact with the most recent supervisor and coworkers
• Judgment, Liens, Bankruptcy
o Verification and explanations
• Significant Paperwork Disclosures
o A list of issues found in the applicant's paperwork along with explanations
from the applicant
• Polygraph Examination
• Summary
All the above information will be complied, recorded, and sent to you for your own
determination of suitability for hire and for filing.
